Book excerpt: "Soon after overthrowing the Tokugawa government in 1868, the new Meiji leaders devised ambitious plans to build a modern nation-state. Among the earliest and most radical of the Meiji reforms was a plan for a centralized, compulsory educational system modeled after those in Europe and America. Meiji leaders hoped that schools would curb mounting social disorder and mobilize the Japanese people against the threat of Western imperialism. The sweeping tone of this revolutionary plan obscured the fact that the Japanese were already quite literate and had clear ideas about what a school should be. In the century preceding the Meiji restoration, commoners throughout Japan had established 50,000 schools with almost no guidance or support from the government. Consequently, the Ministry of Education’s new code of 1872 met with resistance, as local officials, teachers, and citizens sought compromises and pursued alternative educational visions. Their efforts ultimately led to the growth and consolidation of a new educational system, one with the imprint of local demands and expectations. This book traces the unfolding of this process in Nagano prefecture and explores how local people negotiated the formation of the new order in their own communities. "

Book excerpt: This book critically examines the influence of International Society on East Asia, and how its attempts to introduce ‘civilization’ to ‘barbarous’ polities contributed to conflict between China and Japan. Challenging existing works that have presented the expansion of (European) International Society as a progressive, linear process, this book contends that imperialism – along with an ideology premised on ‘civilising’ ‘barbarous’ peoples – played a central role in its historic development. Considering how these elements of International Society affected China and Japan’s entry into it, Shogo Suzuki contends that such states envisaged a Janus-faced International Society, which simultaneously aimed for cooperative relations among its ‘civilized’ members and for the introduction of ‘civilization’ towards non-European polities, often by coercive means. By examining the complex process by which China and Japan engaged with this dualism, this book highlights a darker side of China and Japan’s socialization into International Society which previous studies have failed to acknowledge. Drawing on Chinese and Japanese primary sources seldom utilized in International Relations, this book makes a compelling case for revising our understandings of International Society and its expansion. The Pacific War was one that Japan was always going to lose, so how does one explain Tokyo’s decision? Did the Japanese recognize the odds against them? Did they have a concept of victory, or at least of avoiding defeat? Or did the Japanese prefer a lost war to an unacceptable peace? Dr. Jeffrey Record takes a fresh look at Japan’s decision for war, and concludes that it was dictated by Japanese pride and the threatened economic destruction of Japan by the United States. He believes that Japanese aggression in East Asia was the root cause of the Pacific War, but argues that the road to war in 1941 was built on American as well as Japanese miscalculations and that both sides suffered from cultural ignorance and racial arrogance. Record finds that the Americans underestimated the role of fear and honor in Japanese calculations and overestimated the effectiveness of economic sanctions as a deterrent to war, whereas the Japanese underestimated the cohesion and resolve of an aroused American society and overestimated their own martial prowess as a means of defeating U.S. material superiority. He believes that the failure of deterrence was mutual, and that the descent of the United States and Japan into war contains lessons of great and continuing relevance to American foreign policy and defense decision-makers.

This move triggered the largest popular backlash in the nation’s modern history. The yearlong protests of 1960 reached a climax in June, when thousands of activists stormed Japan’s National Legislature, precipitating a battle with police and yakuza thugs.
