The absence of an overriding Soviet threat and mounting budgetary pressures could result in an even further shift of forces toward the reserve components. Although the air reserve components have proven themselves to be a ready, credible force, a dramatic shift in the delicate balance between active and reserve forces raises questions of cost-effectiveness. Such a shift could also have a harmful impact on the ability of the active component to support the reserve components with technical assistance and to sustain the reserve's requirement for experienced, prior service personnel. Due to the historical roots of the reserves in U.S. society and the role they play in the balance of power between the President, the Congress, and the states, any decision to radically alter the share of the Total Force borne by the reserve components will have significant military and political implications.

Book excerpt: Air Mobility Command (AMC) is a Total Force Command with 65% of its aircrew and 57% of its aircraft resident in the Air Reserve Component (ARC). Prior to 9-11, this force mix optimized access, availability and cost effectiveness--though it was already beginning to show signs of strain. Since 9-11, both active and reserve force leaders are concerned that AMC's force mix is not well suited for today's operational environment. Many feel it is too ARC-heavy, straining both the active and reserve, and steps need to be taken to re-balance the workload through a redistribution of force structure or use of unique ways to gain access to underutilized ARC assets. This study reviews AMC's force mix today, factors affecting that mix, and access options. It identifies those force mix factors pertinent to AMC, offers recommendations for optimizing Active-ARC integration, and proposes a detailed study to rebalance the fleet. It was intentionally limited to airframes and aircrews in order to reduce its scope. Appendices include a discussion of reserve force mission optimization, review of two previous force structure proposals, a primer on AMC's flying hour program development, and recommendations for further studies. Literature reviews, personal interviews, consultation with RAND personnel, and source data analysis were used. Throughout this study a balanced active-reserve perspective was sought. Of the seven factors affecting force mix (social, political, readiness, availability, personnel flow, cost, and the interactive effect of airframes) only availability and cost are drivers for AMC today. Four Chief of Staff (CSAF) Future Total Force concepts and five additional access options were considered: reserve and active associate units, blended units, sponsored reserves, embedded reserve augmentation, pooled asset operations, realignment of force structure to the active, increasing ARC size, and increasing commercial augmentation. Of these, only embedded reserve augmentation, reserve associate units, and force structure realignment were considered viable.

It received deployment credit approval for active duty aircrews flying three particular must-do missions. Normally these missions do not count as deployments. Resultantly, active duty workload measurement, deployment-to-dwell (D2D), increased reserve requirements. Reserve forces did not concur with AMC's original request. Now they face increased mobilization needs without receiving credit for flying those same missions. This inequity undercuts USAF readiness for three reasons. DoD budget officials warn of no post-war peace dividend. The need for cost effective reserve forces has risen. Retaining quality citizen airmen suffers from an uneven active-reserve set of rules. AMC's volunteer incentives are diluted by its one-size-fits-all aspect. A part of the reserves never reach the incentives' mobility reduction. Leaders should repair the workload inequity and inaccurate measurements. Only improving adopted fighter D2D methods for KC-135s will meet CCDR requirements.

Air mobility is a network of systems that combines airlift, airdrop, aeromedical evacuation (AE), air refueling (AR), and air mobility support assets, processes, and procedures into an integrated whole to support the transport of personnel and materiel. The Secretary of Defense (SecDef) directs the assignment of air mobility forces to the Commander, United States Transportation Command (CDRUSTRANSCOM) and other combatant commanders (CCDRs). To deter threats against, or to assist in the defense or pursuit of United States (US) national interests, the Department of Defense maintains forces, organizations, and processes necessary to conduct air mobility operations. The National Air Mobility System (NAMS) is a broad and comprehensive system that provides the President, SecDef, and CCDRs with rapid global mobility. The mobility air forces (MAF) are those forces assigned to combatant commands that provide rapid global mobility and conduct air mobility operations. The MAF's four core functions are airlift, AR, air mobility support, and AE. NAMS consists of forces that perform intertheater, intratheater, and organic mobility operations. US Transportation Command (USTRANSCOM) and the geographic combatant commands (GCCs) possess air mobility assets that are capable of performing both intertheater and intratheater operations. A unique aspect of these operations is their reliance on Global Air Mobility Support System (GAMSS) and the worldwide command and control (C2) capabilities of the Air Mobility Command 618th Tanker Airlift Control Center (618th TACC). The GAMSS is comprised of a limited number of permanent en route support locations plus mobile forces that deploy under the global reach laydown strategy. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. Joint doctrine established in this publication applies to the joint staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, and the Services. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise.
