Book excerpt: A House of Representatives committee received testimony on programs for migrant children and for neglected and delinquent youth in the context of reauthorization of the Elementary and Secondary Education Act, Title I, Parts C and D, respectively. The director of the U.S. Office of Migrant Education explained changes in the reauthorization, including changes in funding formulas for state migrant programs, provisions covering interstate transfer of student records, and incentives for state consortia. A college student spoke of his experiences with the Migrant Education Program and related programs. Representatives of state programs and national migrant organizations discussed a home-based family literacy program in Pennsylvania; changes to federal legislation; Kentucky efforts to hold delinquent students in state programs to high standards and provide transition services after their release; and migrant education issues related to parent participation, data collection, records transfer, language of instruction, and interstate coordination. Appendices contain written statements, including a report by the Office of Migrant Education on what the Migrant Education Program does, its current status, recent innovations such as technology use, and proposed reauthorization changes; "A Comprehensive Plan for the Education of America's Migrant Children," prepared by three national migrant organizations; and "The Value of Migrant Education" (fact sheets and recommendations), by the Interstate Migrant Education Council. Book excerpt: The U.S. Department of Education uses estimates of school-age children in poverty to allocate federal funds under Title I of the Elementary and Secondary Education Act for education programs to aid disadvantaged children. Historically, the allocations have been made by a two-stage process: the department's role has been to allocate Title I funds to counties; the states have then distributed these funds to school districts. Until recently, the department has based the county allocations on the numbers and proportions of poor school-age children in each county from the most recent decennial census. States have used several different data sources, such as the decennial census and the National School Lunch Program, to distribute the department's county allocations to districts. In 1994 Congress authorized the Bureau of the Census to provide updated estimates of poor school-age children every 2 years, to begin in 1996 with estimates for counties and in 1998 with estimates for school districts. The Department of Education is to use the school district estimates to allocate Title I basic and concentration grants directly to districts for the 1999-2000 and later school years, unless the Secretaries of Education and Commerce determine that they are "inappropriate or unreliable" on the basis of a study by the National Research Council. That study is being carried out by the Committee on National Statistics' Panel on Estimates of Poverty for Small Geographic Areas.

Book excerpt: The early estimates system from which this report is gathered is designed to allow the National Center for Education Statistics (NCES) to publish key statistics before the end of the school year in which they are reported. The information is collected through contact with public school state education agencies. Public school estimates consist of: preliminary actual counts for individual states; estimates derived by the states for the NCES; and estimated values developed by the NCES from state-specific and national data. These estimates indicate that there were approximately 46.1 million students in U.S. public elementary and secondary schools in fall 1997, compared with 45.2 million in fall 1996. These students were taught by an estimated 2.7 million teachers. Student membership and teacher count data yield pupil-to-teacher ratios for grade levels prekindergarten through grade 12 of 16.9 for public schools in the 1997-98 school year. An estimated 2.4 million students graduated from high school in the 1996-97 school year. Revenues for public elementary and secondary education in fiscal year 1997 are estimated to be 297.2 billion, and they are expected to rise to approximately 309.7 billion in fiscal year 1998. The per-pupil expenditure for public education is estimated to be 6,131 per student in membership for the 1997-98 school year. Book excerpt: Immigrant youth who do not attend schools in the United States fare poorly on many standard measures of well-being, such as educational attainment, English language ability, earnings, health insurance coverage, and poverty status. Most federal and state dollars spent on youth do not reach these young people because the dollars go through educational institutions they do not attend. If policymakers wish to improve the well-being of this very vulnerable young immigrant population, traditional school systems are not likely to be a place to reach them. A federal program, the Migrant Education program (MEP), aims to serve out-of-school immigrant youth as a part of its mission, as do a few local and state programs. This report describes the population of out-of-school immigrant youth in California and the subset of this group served by MEP. The report uses census data to describe this population and then turns to program data from two regions in California's Migrant Education Program. these data not only help us understand educational backgrounds, socioeconomic needs, and academic goals more thoroughly than do the census data, but they also help us understand how the populations in the two regions may differ. Analyses of these data also lead us to suggest some changes to MEP for out-of-school immigrant youth, such as ways to target services, improve future data collection, and enhance program organization.
