This project will build on current work to apply European and U.S. simulations software on shared use corridors. The objective is to develop a capacity parametric model that uses train timetable and optimization techniques to supplement rail operations simulation analysis toward improved capacity utilization levels of a given corridor. It will continue the work already initiated on Baltimore-Washington section of the Northeast Corridor and incorporate a segment of Michigan HSR corridor. The study will be based on actual infrastructure, signaling and train characteristics and will use outputs of the European simulation packages (Railsys and/or Opentrack) as well as Rail Traffic Controller (RTC), a common simulation package in the U.S., to evaluate different traffic scenarios and operational variables of the proposed model."--

In a dense railway timetable even a small disturbance can propagate easily and affect trains' arrival and departure times. In a robust timetable small delays are absorbed and knock-on effects are prevented effectively. The aim of this thesis is to study how optimization tools can support the generation of robust railway traffic timetables. We address two Train Timetabling Problems (TTP) and for both problems we apply Mixed Integer Linear Programming (MILP) to solve them from network management perspectives. The first problem is how robustness in a given timetable can be assessed and ensured. To tackle this problem, a headway-based method is introduced. The proposed method is implemented in real timetables and evaluated from performance perspectives. Furthermore, the impact of the proposed method on capacity utilization, heterogeneity and the speed of trains, is monitored. Results show that the proposed method can improve robustness without imposing major changes in timetables. The second problem addressed in the thesis is how robustness can be assessed and maintained in a given timetable when allocating additional traffic and maintenance slots. Different insertion strategies are studied and their consequences on capacity utilization and on the properties of the timetables are analyzed. Two different insertion strategies are considered: i) simultaneous and ii) stepwise insertion. The results show that inserting the additional trains simultaneously usually results in generating more optimal solutions. However, solving this type of problem is computationally challenging. We also observed that the existing robustness metrics cannot capture the essential properties of having more robust timetables. Therefore we proposed measuring Channel Width, Channel Width Forward, Channel Width Behind and Track Switching. Furthermore, the experimental analysis of the applied MILP model shows that some cases are computationally hard to solve and there is a need to decrease the computation time. Hence several valid inequalities are developed and their effects on the computation time are analyzed. This thesis contains three papers which are appended. The results of this thesis are of special interests for railway traffic planners and it would support their working process. However, railway traffic operators and passengers also benefit from this study.

Contemporary market demands for different classes of rail transportation service are not adequately served because of the inability to assess the cost to the network of disparate services, as well as the inability to determine optimal scheduling. Disputes over cost and scheduling also arise between entities managing disparate services that must share common infrastructure. This new model represents railway schedules as binary multicommodity flows on discrete time scales, mapped on a hypergraph. The objective function calculates network value as a linear combination of viable train paths, en route delay, and destination tardiness. Studies are presented that estimate the cost of imposing a non-conforming, high speed train on an existing congested, homogeneous railway network flow. The analysis is provided for two formats of single track railway and for one common format of double track railway. A significant benefit is demonstrated when track networks are configured to allow complex train interactions that are not limited to pairwise meets and passes. In addition, a novel claim is made that under some conditions of single track operation, a higher speed non-conforming train is less costly to the network. A method is proposed and demonstrated for applying this model to a practical railway network scheduling problem. When applying the model, the primary decisions are the choice of track segment boundaries and the dimension of the discrete time unit.

Focusing on this problem, this paper proposed a train timetable optimization model based on departure time and pricing strategy to further analyze their impact on passengers' travel choices with a consistent operating speed, and to construct an extended time-space-fare network to visualize this process. The generalized cost of each arc in the network will be applied as a criterion for evaluating passenger selection. Then, we adapt a passenger flow allocation method based on the user equilibrium (UE) principle to allocate passenger flow to each train. Finally, a bi-level planning model is designed, where the passenger allocation is performed as the lower-level model, and the timetable decision is the upper-level one to optimize collaboratively. Moreover, a genetic algorithm integrated with the Frank-Wolfe method is designed to seek the optimal timetable and pricing strategy, and a concrete numerical example in Lanzhou-Xi'an HSR is taken to investigate the effectiveness of both the model and the algorithm.

Book excerpt: In the last 15 years, the use of rail infrastructure by different train operating companies (shared railway system) has been proposed as a way to improve infrastructure utilization and to increase efficiency in the railway industry. Shared use requires coordination between the infrastructure manager and multiple train operators. Such coordination requires capacity planning mechanisms that determine which trains can access the infrastructure at each time, capacity allocation, and the access charges they have to pay, capacity pricing. The objective of this thesis is to contribute to the field of shared railway systems coordination by 1) developing a framework to analyze the performance of shared railway systems under alternative capacity pricing and allocation mechanisms, and 2) using this framework to understand the implications of representative capacity pricing and allocation mechanisms in representative shared railway systems. There are strong interactions between capacity planning and infrastructure operations in the railway industry; the operations on the infrastructure determine the available capacity in the system. As a consequence, the framework developed in this thesis to evaluate the performance of shared railway systems under alternative capacity pricing and allocation consists of two models: 1) a train operator model and 2) an infrastructure manager model. The train operator model is a financial model that anticipates how train operators would respond to the capacity pricing and allocation mechanisms and determine their demand for infrastructure use. The infrastructure manager model is a network optimization model that determines the optimal train timetable (infrastructure manager's decisions) that accommodates the train operators' demands for scheduling trains, considering the topology of the system, safety constraints, and other technical aspects of the infrastructure for shared railway systems. To be able to solve the train timetabling optimization problem in meaningful instances, this thesis develops a novel approximate dynamic programming algorithm based on linear programming that extends previous algorithms proposed in the literature to effectively solve large network optimization problems. This thesis then uses the train operator model to compare the operational decisions of train operators in shared railway systems with the operational decisions of even-handed integrated railway companies. We show that train operators in shared railway system access charges reflect variable infrastructure manager's costs to operate trains on the infrastructure. We also identify two cases in which the train operators may have incentives to deviate from the integrated railway systems' operational decisions: 1) when the infrastructure manager needs to recover part of the infrastructure management fixed costs, or 2) when the railway system is congested. This motivates the choice of the two case studies of this thesis, one based on the Central Corridor in Tanzania, and the other one based on the Northeast Corridor in the US. We then show how to use the framework proposed in this thesis to analyze the trade-offs associated with the use of alternative mechanisms in these two cases. To our knowledge, this is the first effort to compare alternative mechanisms to price and allocate capacity in the same shared railway system. The results of this thesis show that there are important trade-offs associated with each mechanism and none of them is superior to the other on all dimensions. We thus recommend that system stakeholders carefully analyze the implications of alternative capacity pricing and allocation mechanisms before locking the system into one of them. This is particularly important today since several countries are currently restructuring their railway sector to allow shared use. We claim that the improved understanding of the system performance gained with the framework proposed in this thesis is important to be able to design adequate capacity pricing and allocation mechanisms that can mitigate the coordination problems of shared railway systems while maintaining the benefits of shared infrastructure in the railway industry.
