Book excerpt: Product Description: Since the tragic events of 9/11 and the consequent advent of the Global War on Terrorism, there has been a remarkable surge of interest in counterinsurgency. This anthology presents 27 articles on counterinsurgency and irregular warfare, particularly highlighting and examining the U.S. Marine Corps' roles in conflicts from 1898 through 2007. It also includes an extensive bibliography of works on these conflicts. Continuing discussion and study of these subjects is of critical importance to the ongoing efforts of the United States and its allies in the Global War on Terrorism. The anthology is divided broadly into two halves: the first half presents historical examples of counterinsurgency involving the United States-from the Philippines and the "Banana Wars" up through Vietnam-while the second half addresses the nation's contemporary efforts in this regard. Articles cover the situations in Iraq, Afghanistan, and the Horn of Africa. These were momentous events in the course of the war and they occurred in the first three months of the year. This book, however, documents that 1968 was more than just the Tet Offensive. The bloodiest month of the war for the U.S. forces was not January nor February 1968, but May 1968 when the Communists launched what was called their “Mini-Tet” offensive. This was followed by a second “Mini-Tet” offensive during the late summer which also was repulsed at heavy cost to both sides. By the end of the year, the U.S. forces in South Vietnam’s I Corps, under the III Marine Amphibious Force (III MAF), had regained the offensive. By December, enemy-initiated attacks had fallen to their lowest level in two years. Still, there was no talk of victory. The Communist forces remained a formidable foe and a limit had been drawn on the level of American participation in the war. Although largely written from the perspective of III MAF and the ground war in I Corps, the volume also treats the activities of Marines with the Seventh Fleet Special Landing Force, activities of Marine advisors to South Vietnamese forces, and other Marine involvement in the war. Created as a response by the U.S. Marines to what was known as the other war in Vietnam, the CAP Program was comprised of platoons each combining a fourteen man marine rifle squad, a navy corpsman, and a platoon of South Vietnamese militia. These CAP units were unique to the war. Their function was to capture and hold rather than to search and destroy. While the main forces of the Army and Marines all too often waged war on the Vietnamese hamlets, the CAP marines waged war from the hamlets. Their intent was to keep the hamlet intact. The uniqueness of the CAP Program justifies this study not only from an historical and political perspective but also sociologically. The CAP Marines were among the few Americans who lived with the Vietnamese in their own setting for long periods of time, developing community projects and civic action programs. The 1980s has brought about a resurgence of valuable research, the declassification of official documentation, and most important, an emotional distance from the trauma of defeat. The author takes full advantage of these conditions to present a thorough and comprehensive history and civic program analysis. Many critics of the Vietnam War now agree that the tactics of the Combined Action Program were among the most promising of the war. The CAP Marines fought a deadly and personal war with the Viet Cong and the North Vietnamese Army. In this volume, the author achieves his twofold objective. He not only provides a valuable historical account of the Program, but also analyzes the civic action and community development projects undertaken by the CAP Marines. A major oversight on the part of academics and practitioners has been to ignore the critical antecedent issue common to persuasion and coercion counterinsurgency (COIN) approaches: distinguishing friend from foe. This book proposes that the behaviour of security forces influences the likelihood of militant identification during a COIN campaign, and argues that security forces must respect civilian safety in order to create a credible commitment to facilitate collaboration with a population. This distinction is important as conventional wisdom has wrongly assumed that the presence of security forces confers control over terrain or influence over a population. Collaboration between civilian and government actors is the key observable indicator of support in COIN. Paradoxically, this theory accounts for why and how increased risk to government forces in the short term actually improves civilian security in the long run. Counterinsurgency, Security Forces, and the Identification Problem draws on three case studies: the Huk Rebellion in the Philippines post-World War II; Marines Corps’ experiences in Vietnam through the Combined Action Program; and Special Operations activities in Iraq after 2003. For military practitioners, the work illustrates the critical precursor to establishing "security" during counterinsurgency operations. The book also examines the role and limits of modern technology in solving the identification problem.
