Poverty is blamed largely on formal governance structures, especially inefficient property-rights regimes and excessive bureaucratic governance. Although previous scholarship has emphasized the role of formal institutions, market-process theory as it relates to Native American economies has been neglected in this literature. This paper attempts to fill the gap by bringing market-process theory and entrepreneurship into the broader discussion of the institutional effects on Native American economic development. Economic growth and development are the direct results of the competitive entrepreneurial market process, and the quality of institutions that govern social action is the ultimate determinant of individuals' willingness to engage in entrepreneurial activity. Institutions impede entrepreneurship, the market process, and economic development on Native American reservations through three overarching channels: (1) the federal land trust, (2) a dual federal-tribal bureaucracy, and (3) legal and political uncertainty. Those channels generally raise barriers to mutually beneficial exchange, entrepreneurship, and innovation. In particular, they generally increase transaction costs, rent seeking, and bureaucratic delay, which impede many Native Americans from engaging in private enterprise.

The first two chapters examine spillovers of a community-based poverty alleviation program (DPIP) on village governance in Madhya Pradesh, the second largest state in India. The DPIP program is targeted at poor communities, and designed to encourage participation of the poor in collective activities. Chapter 1 examines the spillover effects of this program on information, participation in village meetings, and targeting of other poverty alleviation programs administered by village governments. Using a difference-of-difference method with neighboring villages in the adjacent state of Uttar Pradesh serving as controls for possible endogeneity of program placement, we find significant effects on information, political participation and targeting. Chapter 2 compares the impact of DPIP with an affirmative action policy which reserved the position of village government head for women in a randomly chosen fraction of villages. The results indicate that DPIP had a stronger impact on information, political participation and upkeep of public goods. Chapter 3 studies the effect of a land reform combined with delivery of agricultural inputs by local governments in the state of West Bengal during the period 1982-96. This chapter represents joint work with Pranab Bardhan and Dilip Mookherjee, and builds on their earlier work studying the effects of these reforms on farm productivity. The main focus of the chapter is to understand better why tenancy reforms had strong spillover effects on productivity in non-tenant farms, in particular those operating through irrigation investments. The empirical analysis finds that the tenancy reform led to a downward pressure on prices of farm water inputs. Moreover, after netting out the effect of tenancy reforms on irrigation there was no additional effect on farm yields.

Book excerpt: This dissertation consists of three essays that focus on the nature of institutions on First Nations reserves in Canada and the implications for economic development. This research contributes to an important and growing literature that seeks to better understand the persistence of poverty in Indigenous communities. My discussion and analysis focus on the First Nations Land Management Act (FNLMA). In addition, I examine the use and benefits of individualized property rights on First Nations reserves. This research is of economic significance due to the complex institutional arrangements that exist on reserves, the persistence and prevalence of poverty, and the growing trend towards reform. The first essay provides a review of the recent economics literature on Indigenous economic development in Canada and the United States. Due to the lack of empirical research on First Nations reserves in Canada, I carefully review the literature relating to Native American reservations and highlight key themes and similarities that are relevant for First Nations. This review identifies three common themes related to institutions and economic development on reserves and reservations: restrictive property arrangements, credit availability, and issues of sovereignty. The second essay investigates the factors influencing adoption and implementation of the FNLMA. I focus my analysis on two key factors: individualized property rights and previous participation in government-led reforms. I find that individualized property rights are an important factor influencing FNLMA implementation and I find some evidence that past reform experience influences adoption. This research builds on previous work by Doidge, Deaton, and Woods (2013) and Chen (2015), which provide evidence that urban distance and average education levels influence FNLMA adoption. The third essay assesses the benefits of the FNLMA for housing quality on First Nations reserves. Poor quality and overcrowded housing are persistent and prevalent problems across most First Nations reserves in Canada. In general, I find mixed evidence that implementation improves housing quality, although I do find that individualized property rights do improve housing quality. Nevertheless, my results suggest that the impacts of these reforms are relatively small and therefore unlikely to significantly improve poverty on First Nations reserves.
