Book excerpt: The European red fox is an adaptable and elusive predator and scavenger that is common throughout most of the southern half of mainland Australia. Foxes do not occur on Tasmania or on most other Australian islands. There is strong evidence that fox predation is a major threat to the survival of many native animals. The Endangered Species Protection Act 1992 requires that preparation and implementation of a threat abatement plan for nationally coordinated management of fox predation on wildife. Eradication of foxes on the mainland is not possible but there are effective methods for reducing, over modest areas, fox numbers and predation on wildlife. A threat abatement plan offers a framework for a national response to the threat posed by fox predation to the survivial of threatened species in the wild. The plan will be supported by a number o subsidiary documents dealing in detail with scientific and technical aspects of fox management, regional planning and control activities, and island protection. These documents will be written and developed during the five-year life of this plan. A three-fold strategy is advocated in the development and implementation of the fox threat abatement plan. Firstly, within the development and implementation phase there should be a focus on identifying and filling key knowledge gaps with regard to foxes. Secondly, measures should be implemented to ensure that foxes do not become established on importan islands, especially Tasmania. Thirdly, conventional methods such as baiting and trapping should be used to control foxes in manageable areas selected according to national priorities. Animal welfare issues need to be addressed during the application of conventional control methods. The five-year life of this plan is seen a the beginning of a coordinated, long-term process of managing fox impacts on native fauna. Appropriately, much of the work to be accomplised in the early stages is concerned with detailed planning and strategic allocation of resources. This document has been released for public comment. It is intended that the names of persons, companies and associations making submissions be presented in an appendix to the final plan and that they be cross-referenced to the text, where appropriate.

Conservation planning has received a great deal of coverage and research as a way of conserving biodiversity yet, while theoretically successful, it has never been tested. Simple lines on maps to illustrate conservation areas are unlikely to be successful in the light of human encroachment. It may be that some form of overt display is necessary to ensure the protection of reserves. This may be signage, presence of guards/rangers or physical fencing structures. The need for some form of barrier goes beyond restricting human access. The megafauna of Africa pose a genuine threat to human survival. In southern Africa, fences keep animals in and protect the abutting human population. Elsewhere, fencing is not considered important or viable. Where poverty is rife, it won’t take much to tip the balance from beneficial conservation areas to troublesome repositories of crop-raiders, diseases and killers. Conversely, in New Zealand fences are used to keep animals out. Introduced species have decimated New Zealand’s endemic birds, reptiles and invertebrates, and several sites have been entirely encapsulated in mouse-proof fencing to ensure their protection. Australia faces the same problems as New Zealand, however surrounds its national parks with cattle fences. Foxes and cats are free to enter and leave at will, resulting in rapid recolonisation following poisoning campaigns. How long will these poison campaigns work before tolerance, aversion or resistance evolves in the introduced predator populations?
