Rensink presents an innovative comparison of indigenous peoples who traversed North American borders in the nineteenth and twentieth centuries, examining Crees and Chippewas, who crossed the border from Canada into Montana, and Yaquis from Mexico who migrated into Arizona. The resulting history questions how opposing national borders affect and react differently to Native identity and offers new insights into what it has meant to be “indigenous” or an “immigrant.” Rensink’s findings counter a prevailing theme in histories of the American West—namely, that the East was the center that dictated policy to the western periphery. On the contrary, Rensink employs experiences of the Yaquis, Crees, and Chippewas to depict Arizona and Montana as an active and mercurial blend of local political, economic, and social interests pushing back against and even reshaping broader federal policy. Rensink argues that as immediate forces in the borderlands molded the formation of federal policy, these Native groups moved from being categorized as political refugees to being cast as illegal immigrants, subject to deportation or segregation; in both cases, this legal transition was turbulent. Despite continued staunch opposition, Crees, Chippewas, and Yaquis gained legal and permanent settlements in the United States and successfully broke free of imposed transnational identities. Accompanying the thought-provoking text, a vast guide to archival sources across states, provinces, and countries is included to aid future scholarship. Always, when denied position at the front, you have devoted your energies to breeding strife and Spreading scandal. Your cruel disposition to assassinate private char acter has always been cheerfully indulged in creating and giving wings to evil report concerning the victims of your envy and malice. I do not recall a man of prominence connected with our history who has in any way crossed your path upon whom your slanderous tongue has not hurled the vicious burdens of your Sinister mind. General Meagher, Governor Potts, Chief Justice Wade, A. C. Botkin, Martin Maginnis, Governor Toole and a host of others, liv ing and dead, each in turn excited your animosity, just inproportion to the measure of public confidence and respect accorded them. As it has been my good fortune to be honored by the Republican party of our State and of the Nation to an unusual degree, so to an unusual degree have I become the object of your bitter animosity. For twelve years your mind has been devoted to the invention of every evil report you could spread with any sort of plausibility. Before the people of Montana I was successful; you were not. That was enough. My destruction at once became your cherished thought. Heretofore you have played the contemptible role of a private scandal-monger. Now, dur ing my absence from the State attending to public business, you make an open assault, for the obvious purpose of in fluencing the action of the Republican members of the legislature and the action of the President in regard to party matters in Montana. Your alliance with the Helena Herald befits you. That paper was purchased under false pretenses and was run in the interest of William A. Clark during the last campaign, and is now engaged in an effort to prevent any party organiza tion in the approaching legislature, to the end that Opposi tion to Mr. Clark may be diminished. Your hypocritical phrases cannot conceal the fact that you are helping to procure that result. If yourself and the Herald can divide the Republicans, of course Mr. Clark will be the gainer. With this outcome as the inevitable consequence of any success your venture may reach, your diatribe starts out with the statement that the Republican party is ship wrecked, scattered, and peeled. That your premises are false can be readily demonstrated by the simple mathe maties of the situation. In 1896, the vote of Montana for President mckinley was only whereas in 1900 he received an increase of votes. In 1896 we only succeeded in electing seven members of the legislature. Why does politics no longer excite many--of not most Americans? Michael McGerr attributes the decline in voting in the American North to the transformation of political style after the Civil War. The Decline of Popular Politics vividly recreates a vanished world of democratic ritual and charts its disappearance in the rapid change of industrial society. A century ago, political campaigns meant torchlight parades, spectacular pageants staged by opposing parties, and crowds of citizens attired in military dress or proudly displaying their crafts at well-attended rallies. The intense partisanship of presidential campaigns and party newspapers made political choice easy for people from all walks of life. In the late 1860s and 1870s, however, the rise of liberalism led to a rejection of partisanship by the press and a move towards "educational," rather than spectacular, electioneering. This style then lost out at the turn of the century to the sensational journalism of Joseph Pulitzer and William Randolph Hearst, and the "advertised" campaigning of Mark Hanna and other politicians. McGerr shows how these new developments made it increasingly difficult for many Northerners to link their political impulses with political action. By the 1920s, Northern politics resembled our own public life today. A vital democratic culture had yielded to advertised campaigns, an emphasis on personalities rather than issues or partisanship, and low voter turnout.
