It took place during the 1972 North Vietnamese Spring Offensive, after most U.S. combat troops had departed South Vietnam. The battle, which lasted over two months, resulted in the virtual destruction of three North Vietnamese divisions and blocked a Communist attack on Saigon. The sustained intensity of combat during this battle had not been previously seen in the Vietnam War. Although this battle occurred after the high point of American involvement in Vietnam, when U.S. forces were in the process of withdrawing from that country, Americans played a key role in the action. South Vietnamese ground forces and their U.S. Army advisers, working in close cooperation with U.S. Army and Air Force air support, proved a combination capable of resisting defeat and seizing victory. Because the Battle of An Loc did not involve large numbers of American troops, little has been written about the battle or American participation in it. Jim Willbanks’ study focuses on the conduct of the battle and the role American combat advisers and U.S. air power played in defeating the North Vietnamese forces during the spring of 1972.

Named Operation Rockcrusher, the attacks targeted North Vietnamese sanctuaries in officially neutral Cambodia. Strategic guidance for the operation reflected the Nixon administration's desire to proceed with troop reductions and quickly “Vietnamize” the war in Southeast Asia. Efforts to set conditions for a U.S. withdrawal from Vietnam, including a covert bombing campaign of Cambodia, failed. These factors, along with a deteriorating political situation within Cambodia, led to approval of the assaults. The thesis describes the operational and tactical objectives that were derived from the strategic situation. Then, by discussing key portions of the campaign, the study examines how well the US Army accomplished these objectives. Reviewed within the context of selected battlefield operating systems, the operation reveals a decided “mixed bag” of success and failure. The study highlights lessons that may be appropriate to today's lower intensity conflict environment and force structures. It also promotes the need to synchronize goals and objectives throughout the levels of war. It concludes that attritional warfare, a dubious legacy from Vietnam, remains a danger to the Army today.

Book excerpt: In February 1971, the Army of the Republic of Vietnam (ARVN) launched an incursion into Laos in an attempt to cut the Ho Chi Minh Trail and destroy North Vietnamese Army (NVA) base areas along the border. This movement would be the first real test of Vietnamization, Pres. Richard Nixon’s program to turn the fighting over to South Vietnamese forces as US combat troops were withdrawn. US ground forces would support the operation from within South Vietnam and would pave the way to the border for ARVN troops, and US air support would cover the South Vietnamese forces once they entered Laos, but the South Vietnamese forces would attack on the ground alone. The operation, dubbed Lam Son 719, went very well for the first few days, but as movement became bogged down the NVA rushed reinforcements to the battle and the ARVN forces found themselves under heavy attack. US airpower wreaked havoc on the North Vietnamese troops, but the South Vietnamese never regained momentum and ultimately began to withdraw back into their own country under heavy enemy pressure. The U.S. Army has always embraced military history, and by studying the “lessons-learned” from past wars and operations it improves its ability to perform in the future. However, the bulk of rewarding historical military study and education has been devoted to combat operations, at the expense of other fields, such as logistics. Moreover, there has been sparse accounting of logistical operations during the Vietnam War. The use of airdrop was not widespread in Vietnam, but significant developments in aerial resupply doctrine and technology were experienced. This monograph analyzes the airdrop operations at Dien Bien Phu in 1954, Khe Sanh in 1968, and An Loc in 1972, and presents the doctrinal and procedural evolution that occurred in each. All three battles presented unique challenges to the logisticians tasked to resupply the beleaguered forces, and the solutions that emerged were equally remarkable. The story of aerial resupply, tactical airlift, and airdrop in Vietnam is largely a story of success in a place and time where (at least strategically and politically) there were few positive achievements. Many of the ideas and tenets employed to relieve besieged forces there were the result of the resourcefulness and ingenuity of Army and Air Force logisticians and aircrews. Some of these methods were incorporated into procedures for future use, but many were not. This study captures these experiences, through an historical analysis of the missions themselves, with the intent of improving the current logistics posture of U.S. forces and their ability to “provide by parachute.”

Book excerpt: Today’s Army faces an environment much different from that which it prepared for in the Cold War. Massed armor battles on the plains of Europe, for which the Army was trained and equipped, have become much less likely while involvement in smaller and more limited conflict has become more probable. Future conflict is more likely to resemble Grenada, Panama, or Somalia than Desert Storm. As world demographics shift from rural to urban areas, the cities will increasingly become areas of potential conflict. They cannot be avoided as a likely battlefield, and have already played a prominent part in Army combat operations in the last decade. If the Army is to keep pace in this changing environment it must look to the cities when developing doctrine, technology, and force structure. The close battlefield of Mogadishu or Panama City is much different from the premier training areas of the National Training Center or Hohenfels. Yet aviators have been presented the dilemma of training for the latter environment and being deployed to the former. For most aviators facing urban combat, it is a matter of learning as they fight. To avoid the high casualties and collateral damage likely in an urban fight against a determined opponent, however. Army aviation must train and prepare before they fight. Attack helicopters are inextricably woven into the fabric of combined arms operations. But for the Army to operate effectively as a combined arms team in an urban environment, both aviators and the ground units they support must understand the capabilities and limitations attack helicopters bring to the battle. This paper presents an historical perspective of how attack helicopters have already been used in this environment. It also discusses the factors that make city fighting unique, and the advantages and disadvantages for attack helicopter employment in an urban environment, as well as implications for future urban conflicts.
