Sterling-Folker argues that widespread explanatory reliance on what constitutes functionally efficient choices in global interdependence is deductively illogical and empirically unsound. The author's approach for explaining international cooperation is comprised of realist and constructivist insights and places the state, rather than the market, at the center of analysis. A thorough examination of Post-Bretton Woods American monetary policy-making reveals the fundamental flaws of traditional explanations and the superiority of a realist-constructivist alternative to the cooperative phenomenon.

At first, this essay will embed the theories in a historical background and their origins. Constructivism is not only a theory in international relations. It’s a big school of thought with a huge number of subcategories and different manifestations. Especially the end of the cold war and the fact that the scholars in IR who were following the big theories like realism or idealism failed to predict this end, opened the door for the development of a new theory in IR. Alexander Wendt applied the theory of a socially constructed world to the subject of international relations. The main interest of a state, to seek survival, don’t change from a realist to a neo-realist point of view. For realists, the condition of flawed man in the status of human nature explains why cooperation is never guaranteed and states must increase their power consequently. In contrast to that human nature don’t play a role in the neo-realist theory, for (neo)realists, international anarchy describes the social relations among sovereign nation-states that causally explain why wars occur.

In describing the international system of politics, the traditional approaches have assumed that the structure is anarchical among states and that it is fixed and ‘exogenously given’. Realists, especially neo-realists or structural realists have talked about anarchy in explaining the uncertainty over security and conflict within the system. Liberals accept that competitions exist among states and that the system is and will always be ‘decentralized’ but also quite agree with neo-realists that the competitive politics are inevitable due to anarchy. The rise of constructivism in the 1980s, however, has brought up anarchy in discussion again and has responded to the dominant ideas regarding anarchy but more specifically, neo-realists and neo-liberals.

Book excerpt: Since Gideon Rose's 1998 review article in the journal World Politics and especially following the release of Lobell, Ripsman, and Taliaferro's 2009 edited volume Neoclassical Realism, the State, and Foreign Policy, neoclassical realism has emerged as major theoretical approach to the study of foreign policy on both sides of the Atlantic. Proponents of neoclassical realism claim that it is the logical extension of the Kenneth Waltz's structural realism into the realm of foreign policy. In Neoclassical Realist Theory of International Relations, Norrin M. Ripsman, Jeffrey W. Taliaferro, and Steven E. Lobell argue that neoclassical realism is far more than an extension of Waltz's structural realism or an effort to update the classical realism of Hans Morgenthau, E.H. Carr, and Henry Kissinger with the language of modern social science. Rejecting the artificial distinction that Waltz draws between theories of international politics and theories of foreign policy, the authors contend neoclassical realism can explain and predict phenomena ranging from short-term crisis-behavior, to foreign policy, to patterns of grand strategic adjustment by individual states up to long-term patterns of international outcomes. It is, therefore, a more powerful theory of international politics than structural realism. Yet it is also a more intuitively satisfying approach than liberal Innenpolitik theories or constructivism. The authors detail the variables and assumptions of neoclassical realist theory, address various aspects of theory construction and methodology, lay out the areas of convergence and sharp disagreement with other leading theoretical approaches -- liberalism, constructivism, analytic eclecticism, and foreign policy analysis (FPA) --- and demonstrate how neoclassical realist theory can be used to resolve longstanding puzzles and debates in international relations theory.
