Book excerpt: The current focus of the research is low-energy (collision v“bound v{sub e}) inelastic collisions for selected systems that possess the characteristic that many intermediate states are strongly coupled, such as can occur in classes of excited-atom (including Rydberg atom) collisions with atoms, molecules and positive and negative ions: (1) We are interested in the dependence of various differential and total cross sections on the angular momentum of the initial excited state and on the alignment of the initial electron charge distribution (for non-spherical initially excited states). (2) We wish to understand how characteristics of the classical trajectories (in CTMC calculations), e.g. multiple encounters, quasi-periodicity, chaos, relate to characteristics of the probability (scattering) amplitudes obtained from semiclassical (quantum mechanical) treatments. (3) In particular, in order to investigate a range of ''interaction regimes, '' we have proposed to study low-Rydberg-atom collisions with: ions and polar molecules (long range interaction); non-polar molecules and atoms (short-range interaction); as well as electron-attaching atoms/molecules (transient electron capture possible). (4) We plan to look for observable signatures of possibly novel intracollisional interference effects and quasi-vibrational resonance effects that may occur in low-Rydberg collisions.

Book excerpt: The work described herein is part of a project involving the study of low energy (10 MeV/A), intermediate energy (10--100 MeV/A) and relativistic ( 250 MeV/A) heavy ion reactions. In the low energy regime, we published a monograph on the properties of the heaviest elements and used that publication as a basis for making a set of ''best'' semi-empirical predictions of heavy element decay properties. The intermediate energy research effort focussed upon the completion of studies already begun and the initiation of a number of new experiments. In our study of a interaction of 21 MeV/nucleon 129Xe with 197Au, we compared the characteristics of the observed deep inelastic phenomena with various models of dissipative reactions and found significant discrepancies between observations and predictions. These discrepancies seemed to be caused by an improper treatment of pre-equilibrium in the early stages of the collision. In our study of the relativistic interaction of 400 MeV/nucleon 12C with 197Au, we reported the first direct physical measurement of the properties of the spallation residues from a nucleus-nucleus collision. We found the residue energies to be much lower than those predicted by the intranuclear cascade model, indicating some substantial modifications of that model are needed. But, we also found, indications of significant, non-zero values of the residue transverse momentum, a finding that calls into question the interpretation of a number of radiochemical recoil studies of the kinematics of high energy reactions. A program of performing numerical simulations of intermediate and high energy nuclear collisions using the QMD model was initiated.

Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Book excerpt: The overall goal of this project is to study nucleus-nucleus collisions experimentally at intermediate and relativistic energies, with emphasis on measurement and interpretation of correlation effects that provide insight into the nuclear phase diagram and the nuclear equation of state. During the past year, the PI has been on leave at Lawrence Berkeley Lab and has worked on this research project full-time. A large fraction of the effort of the PI and graduate students has gone into preparing for experiments using the Time Projection Chamber at LBL's Bevalac accelerator; in March 1992, this device successfully took data in production mode for the first time, and the first physics analysis is now under way. The PI has carried out simulations that help to define the physics performance and engineering specifications of the recently-approved STAR detector for the Relativistic Heavy Ion Collider, and has identified a new capability of this device with the potential for being an important quark-gluon plasma signature. A Postdoctoral Fellow, jointly supported by this grant and Kent State University, has been recruited to augment these efforts. Since May 1991, 11 journal papers have been published or submitted for publication; 2 conference proceedings and 9 reports or abstracts have also been published during the past year. One paper in Phys. Rev. Left., one in Phys. Rev. C, and one conference proceedings are based on the thesis project of one of the PI's Ph. D. students who is expected to graduate later this year. Partly in response to the impending closure of the Bevalac, the PI's group has recently joined the NA49 experiment at CERN.
