This project was undertaken as part of a larger Legacy Resource Program demonstration project to assist small installations and to aid in the completion of mitigation efforts set up in a 1993 Programmatic Agreement among the Army Materiel Command, the Advisory Council on Historic Preservation, and Multiple State Historic Preservation Officers concerning a program to cease maintenance, excess, and dispose of particular properties. The major focus of the project at HAAP was to document the impacts that the construction and World War II operation of the facility had on the state and local environments.

Available in PDF, EPUB and Kindle. Book excerpt: During the early years of World War II, American ships crossing the Atlantic with oil and supplies were virtually defenseless against German U-boats. Bombs and torpedoes fitted with TNT barely made a dent in the tough steel plating that covered the hulls of Axis submarines and ships. Then, seemingly overnight, a top-secret, $100 million plant appeared near Kingsport, Tennessee, manufacturing a sugar-white substance called Research Department Explosive (code name RDX). Behind thirty-eight miles of fencing, thousands of men and women synthesized 23,000 tons of RDX each month. Twice as deadly as TNT and overshadowed only by the atomic bomb, this ordnance proved to be pivotal in the Battle of the Atlantic and directly contributed to the Allied victory in WWII. In The Secret History of RDX, Colin F. Baxter documents the journey of the super-explosive from conceptualization at Woolwich Arsenal in England to mass production at Holston Ordnance Works in east Tennessee. He examines the debates between RDX advocates and their opponents and explores the use of the explosive in the bomber war over Germany, in the naval war in the Atlantic, and as a key element in the trigger device of the atomic bomb. Drawing on archival records and interviews with individuals who worked at the Kingsport "powder plant" from 1942 to 1945, Baxter illuminates both the explosive's military significance and its impact on the lives of ordinary Americans involved in the war industry. Much more than a technical account, this study assesses the social and economic impact of the military-industrial complex on small communities on the home front.

This book was released on 1996 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report presents the results of an examination of historical records related to the construction and operations of the Kansas Army Ammunition Plant (KAAP), Parsons, Kansas. The historical context was developed through thorough research into the archives at KAAP, local libraries, museums, and a series of oral history interviews. This report demonstrates that KAAP was a unique facility in the Ordnance Department's GOCO industrial program designed to provide munitions and materiel for European and American forces during Word War II. The facility was the first in the program to be funded by Congress and was an important producer throughout the war. It was perhaps the only one of the 77 GOC facilities to have come in under budget on construction. Throughout the war, KAAP was an important producer of bombs, shells, and components. Engineers and other employees at the facility contributed to the technological advancement of munitions production by designing and developing the first core melt machine, which, in conjunction with the volumetric melt-pour equipment developed elsewhere, greatly aided the war industrial effort by reducing labor requirements and increasing production of shells and bombs. In addition to the history of the facility itself, this report discusses the direct and indirect effects construction and operations had on the town Parson, Kansas, in particular and Labette County in general, in which Parsons and the facility are located.
