Available in PDF, EPUB and Kindle. Book excerpt: In a large factory in Milan in the mid-70s, a few dozen workers organized themselves against both the management and the unions in an autonomous Workers' Political Committee. Soon, this "Red Guard" consisted of hundreds of workers fighting against layoffs and relocation. The Committee did not stay shut up within the walls of the factory. It participated in numerous other struggles, such as strikes and demonstrations, which were raging across the whole of Italy. Crucially, it took part in attempts to unify the movement of workers' committees on a regional level. And it also participated in the radical struggle against inflation, where workers refused to pay ever increasing prices. This movement of autoreduction famously inspired Dario Fo's play Can't Pay? Won't Pay! Magneti Marelli was not the only factory in Italy to create autonomous workers' organizations, but its Committee served as a reference for all the others because of its bold initiatives and its capacity to help workers in the surrounding smaller workplaces to benefit from its experience. Its exemplary fight was a vital part of the revolutionary struggle in Italy during the hot decade 1968-1979, and one that still contains important lessons for class struggle militants today.

Appendix IV A NONUNION COLLECTIVE BARGAINING PLAN BY BOriS EMMET, PH.D. (From United States liureau of Labor Statistics, Monthly Labor Review, August, 1918, pp. 180 184.) The collective bargaining plan described in this article is given because it represents an interesting and instructive example of what may be called "nonunion collective bargaining." By this term is meant the collective bargaining between an employer and his own employees without the intervention of any union outside the establishment. The establishment whose collectivebargaining scheme is here described is a Middle Western firm manufacturing women's ready-to-wear clothing and having about 700 employees, chiefly women and girls. The three years' operation of the plan has resulted in putting on a collective basis the wage bargaining of the establishment, as well as hours of labor, discipline, discharges, and adjustment of grievances. Nature Of The Plan Under the scheme there are three separate bodies, known, respectively, as the senate, the cabinet, and the house of representatives. The senate and the cabinet, both of which represent the interests of the firm, were created simultaneously in June, 1914. The organization of the employees, termed the house of representatives, was created one year later. The members of the senate are salaried employees directly connected with the planning of the work of the institution, namely, heads of departments, their assistants, superintendents, and their assistants. Application for memberhip must be submitted in writing to the secretary of the senate after the applicant has secured the indorsement of the firm and of at least one member of the senate. A majority vote of the members present is required for election. Membership ceases...

Book excerpt: This resource guide outlines the labor/management approach supported in the new legislation regarding worker dislocation and training. It provides companies and unions with the initial information necessary to establish a labor/management committee. Section 1 discusses the benefits to employees and employers of establishing a work force reduction committee in advance of worker layoffs. Section 2 focuses on the financial resources available to support the work of the committees and dislocated worker assistance services. They include federal/state funds, employer/union contractual funds, and funds for training and reemployment services that have been earmarked by many companies experiencing major reorganization. Section 3 presents a series of steps in a typical sequence for formation of a committee. It recommends the accomplishment of several steps during each meeting, so that the entire process can be completed in three or four short meetings. Section 4 outlines the essential elements of a committee and the specific duties (roles and responsibilities) of the chair and members. The final section addresses the first steps in developing a program plan and identifying services. A resource and contact list is appended. (YLB)

Book excerpt: The passage of Citizens United by the Supreme Court in 2010 sparked a renewed debate about campaign spending by large political action committees, or Super PACs. Its ruling said that it is okay for corporations and labor unions to spend as much as they want in advertising and other methods to convince people to vote for or against a candidate. This book provides a wide range of opinions on the issue. Includes primary and secondary sources from a variety of perspectives; eyewitnesses, scientific journals, government officials, and many others.
