Book excerpt: In late 2016, lawyers and teachers in West Cameroon (North West and South West Regions) initiated a series of protests that appeared to be focused on addressing key grievances within their respective professions. The people of West Cameroon saw these protests as an opportunity to express other long-held grievances against the Cameroon government. The many grievances are generally referred to as the West Cameroon Problem, and the minimum solution is expected to be a return to the federal system of government. The government's dismissive characterization of the problem and its heavy-handed response further escalated the conflict. As a result, sentiments have now shifted toward separation by all means, including an armed struggle. Benjamin K. Akih looks at this complex conflict in its historical context and makes the case for a series of measures that can restore peace and justice in West Cameroon. He sees the solution to lie in restoring the federal system of government with additional state rights, creating a reconciliation mechanism for recent war crimes, and correcting the many decades of economic marginalization of West Cameroon. Benjamin K. Akih hails from the North West region of Cameroon. He is currently an associate professor of mechanical and aerospace engineering at Syracuse University, New York. Book excerpt: In the final years of Mr. Paul Biya's four decades as president of Cameroon, the country is faced with a series of internal conflicts: from Boko Haram insurgency in the north, an armed separatist conflict in the two Anglophone regions, political tensions with key opposition parties, to incursions from Central African Republic rebels in the East. Despite undertaking some limited measures to address these conflicts, there are no promising signs that they will be resolved before Mr. Biya leaves office. The question therefore arises whether after Mr. Biya's four decades in office, Cameroon will face more of these internal conflicts or it will transition to political stability using the principles and values of a constitutional democracy.Dr. Benjamin K. Akih first considers the cultural forces that could be responsible for Mr. Biya's autocratic rule. He suggests that they are of a religious nature and are largely responsible for the defects in Cameroon's political culture. The competing paths after Mr. Biya's departure are then analyzed and recommendations are made for a two-stage constitutional democratic process toward stability. The first stage requires a transparent and competitive presidential election from which should emerge a new government. That new government can then address the subsequent stage of implementing strategic reforms. The 1961 Reunification of former British Southern Cameroons with the then independent former French Cameroon gave rise to a Federal Constitution which many saw as a ray of hope. This hope was dashed in 1972 by the unconstitutional transition to a centralized unitary state system of government. This change has led to serious political conflicts that can only be resolved by a return to Federalism. Even the 1961 Federal Constitution would fail today to satisfy the demands for true devolution of powers with effective checks and balances. A new Federal Constitution is therefore needed.In this book, Dr. Benjamin K. Akih discusses the central role of a constitution as a social contract and demonstrates that Cameroon's Constitution fails to meet the needs of the nation. Moses was approached on the streets of Bucharest by young Jews seeking help to emigrate to Israel. This became the author's mission until the communist regime fell in 1989. The regional outbreak that progressed to a significant public health emergency of international concern (PHEIC) in a matter of months killed 11,310 and infected more than 28,616. While this outbreak bears some unique distinctions to past outbreaks, many characteristics remain the same and contributed to tragic loss of human life and unnecessary expenditure of capital: insufficient knowledge of the disease, its reservoirs, and its transmission; delayed prevention efforts and treatment; poor control of the disease in hospital settings; and inadequate community and international responses. Recognizing the opportunity to learn from the countless lessons of this epidemic, the National Academies of Sciences, Engineering, and Medicine convened a workshop in March 2015 to discuss the challenges to successful outbreak responses at the scientific, clinical, and global health levels. Workshop participants explored the epidemic from multiple perspectives, identified important questions about Ebola that remained unanswered, and sought to apply this understanding to the broad challenges posed by Ebola and other emerging pathogens, to prevent the international community from being taken by surprise once again in the face of these threats. This publication summarizes the presentations and discussions from the workshop.
