Book excerpt: Excerpt from The Welfare of Children in Bituminous Coal Mining Communities in West Virginia Agriculture and lumbering are the only industries besides coal mining, and neither is of great importance in the county. Prior to the Opening of the coal mines, settlement was slow. Most of the population lived on rough mountain farms, and consisted of the descendants of the hunters and trappers from Virginia, North Carolina, and Maryland who had made the first settlements at the end of the eighteenth century. It was not until about 1900, with the construction of a branch line of the Chesapeake Ohio Railroad, followed in 1907 by the building of the Virginian Railroad, that the industrial development of the county began. The Cabin Creek branch of the Chesapeake Ohio offered an outlet to the coal mines of the northwestern part of the county, while the Winding Gulf branch of the Virginian Railroad Opened important fields in the southern part. Moving away from the colonial model to an analysis based on dependency, he exposes the complex web of factors—regulation of credit, industrialization, population growth, cultural values, federal intervention—that has worked against the region. Salstrom argues that economic adversity has resulted from three types of disadvantages: natural, market, and political. Book excerpt: From the early day of mining in colonial Virginia and Maryland up to the time of World War II, blacks were an important part of the labor force in the coal industry. Yet in this, as in other enterprises, their role has heretofore been largely ignored. Now Roland L. Lewis redresses the balance in this comprehensive history of black coal miners in America. The experience of blacks in the industry has varied widely over time and by region, and the approach of this study is therefore more comparative than chronological. Its aim is to define the patterns of race relations that prevailed among the miners. Using this approach, Lewis finds five distractive systems of race relations. There was in the South before and after the Civil War a system of slavery and convict labor—an enforced servitude without legal compensation. This was succeeded by an exploitative system whereby the southern coal operators, using race as an excuse, paid lower wages to blacks and thus succeeded in depressing the entire wage scale. By contrast, in northern and midwestern mines, the pattern was to exclude blacks from the industry so that whites could control their jobs and their communities. In the central Appalachians, although blacks enjoyed greater social equality, the mine operators manipulated racial tensions to keep the work force divided and therefore weak. Finally, with the advent of mechanization, black laborers were displaced from the mines to such an extent that their presence in the coal fields in now nearly a thing of the past. By analyzing the ways race, class, and community shaped social relations in the coal fields, Black Coal Miners in America makes a major contribution to the understanding of regional, labor, social, and African-American history.

Book excerpt: Few areas of labour history have received as much attention as the coal industry, with miners often finding themselves at the centre of studies on working-class political and industrial history. Yet whilst much has been written about the struggles of miners and their unions in particular countries, their national confrontations and political organization, much less work has been done on the regional communities and how they related both to the national and international picture. The central theme of this volume is to transcend such over-arching national models and to focus instead on local coal mining societies which can then be compared and contrasted to similar communities elsewhere. In so doing the book is able to tackle a number of familiar labour history themes in a more nuanced way, exploring issues of political activism and class relationships from the perspectives of gender, ethnicity, race and specific localized cultural traditions. As the chapters in this volume illustrate, such an approach can offer rich and often surprising conclusions, in many cases challenging the accepted notion of miners as the vanguard of militant working-class political activism. Adopting a regional approach that compares coalfield communities from five continents, this volume reflects coalfield experiences on a truly global scale. By looking at what made communities unique as well as what they shared in common, a much fuller understanding of the workplace, neighbourhood, family, identity and political organization is possible. Underlining the strong connections between politics, community and identity, this work emphasizes the challenges and opportunities available to labour historians, pushing forward the boundaries of the discipline in new and exciting ways.
