Book excerpt: This volume provides an analytical and facts-based overview on the progress achieved in water security in Latin America and the Caribbean (LAC) region over during the last decade, and its links to regional development, food security and human well-being. Although the book takes a regional approach, covering a vast of data pertaining to most of the LAC region, some chapters focus on seven countries (Argentina, Brazil, Chile, Colombia, Costa Rica, Mexico and Peru). A full understanding of LAC’s trends progress requires framing this region in the global context: an ever more globalized world where LAC has an increasing geopolitical power and a growing presence in international food markets. The book’s specific objectives are: (1) exploring the improvements and links between water and food security in LAC countries; (2) assessing the role of the socio-economic ‘megatrends’ in LAC, identifying feedback processes between the region’s observed pattern of changes regarding key biophysical, economic and social variables linked to water and food security; and (3) reviewing the critical changes that are taking place in the institutional and governance water spheres, including the role of civil society, which may represent a promising means to advancing towards the goal of improving water security in LAC. The resulting picture shows a region where recent socioeconomic development has led to important advances in the domains of food and water security. Economic growth in LAC and its increasingly important role in international trade are intense in terms of use of natural resources such as land, water and energy. This poses new and important challenges for sustainable development. The reinforcement of national and global governance schemes and their alignment on the improvement of human well-being is and will remain an inescapable prerequisite to the achievement of long-lasting security. Supporting this bold idea with facts and science-based conclusions is the ultimate goal of the book.

The sessions illustrated how the water problems of the Americas are common problems, differing only in degree from basin to basin. There was unanimity among the participants about the need for all inhabitants of the Americas to work together to ensure that everyone has access to adequate quantities of healthy water supplies and to appropriate sanitation services. The value and potential that this approach affords is that it provides critical judgments about what has worked well and what needs to be done to gain a better future for the Americas’ water resources and society. These challenges have led to allegations of a "commodity curse'' that retards development in these countries, but as of yet, there is no consensus as to whether such a curse exists, and if so, how can negative effects be minimized. This book contributes to this debate. Much of the report is focused on an examination of specific channels through which commodity dependence may affect the economic and institutional development of countries. This includes broadly 4 sets of concerns: one set dealing with the direct economic effects of commodity dependence and the implications for long-term growth; one dealing with the interactions between commodity production and the rents it generates on the one hand, and a country's institutions on the other; a third dealing with the macroeconomic challenges of managing the volatility of revenue flows, including the distributional implications at the household level posed by cyclicality of social spending; and a final set associated with potential negative environmental and social impacts. The book finds that some commonly accepted negative effects of dependence on natural resources are largely myths, while some are realities. But all can be managed, and the book draws on the best available information in existing literature as well as original analysis to provide practical advice on how to do so. It also presents descriptive facts and analysis of the impacts in LAC of the recent commodity boom, helping the reader understand the implications for the region's development and policies. Across the region, indigenous people already perceive and experience negative effects of climate change and variability. Many indigenous communities find it difficult to adapt in a culturally sustainable manner. In fact, indigenous peoples often blame themselves for the changes they observe in nature, despite their limited emission of green house gasses. Not only is the viability of their livelihoods threatened, resulting in food insecurity and poor health, but also their cultural integrity is being challenged, eroding the confidence in solutions provided by traditional institutions and authorities. The book is based on field research among indigenous communities in three major eco-geographical regions: the Amazon; the Andes and Sub-Andes; and the Caribbean and Mesoamerica. It finds major inter-regional differences in the impacts observed between areas prone to rapid- and slow-onset natural hazards. In Mesoamerican and the Caribbean, increasingly severe storms and hurricanes damage infrastructure and property, and even cause loss of land, reducing access to livelihood resources. In the Columbian Amazon, changes in precipitation and seasonality have direct immediate effects on livelihoods and health, as crops often fail and the reproduction of fish stock is threatened by changes in the river ebb and flow. In the Andean region, water scarcity for crops and livestock, erosion of ecosystems and changes in biodiversity threatens food security, both within indigenous villages and among populations who depend on indigenous agriculture, causing widespread migration to already crowded urban areas. The study aims to increase understanding on the complexity of how indigenous communities are impacted by climate change and the options for improving their resilience and adaptability to these phenomena. The goal is to improve indigenous peoples rights and opportunities in climate change adaptation, and guide efforts to design effective and sustainable adaptation initiatives.

Book excerpt: Drinking water and electricity are basic services that proved essential to counter the impact of the COVID-19 crisis. At the same time, they represented an opportunity for investment to spur economic recovery in the countries of the region. Since the early months of 2022, they have been particularly threatened by the impact of the war in Ukraine on the world prices of fossil fuels, which are basic inputs for both sectors. Together with higher prices for edible oils, cereals and fertilizers, this has led to a rise in poverty and in energy, water and food insecurity in the region.In Latin America and the Caribbean, large inequalities persist in access both to energy and to drinking water and sanitation, owing to a lack of high-quality supply infrastructure capable of providing water and energy security for all. Currently, in the region, 161 million people lack access to safely managed drinking water, 431 million to safely managed sanitation, 17 million to electricity and 75 million to clean cooking fuels and technologies. There is therefore both a need and an opportunity for investment to universalize coverage of these services to the entire population, which would also generate green jobs and new incomes, reduce environmental impacts and improve public health.
