Book excerpt: The V-chip is a highly significant part of the discussion about whether television (or broadcasting in general) deserves some special attention in terms of its accessibility to children, its particular power to affect conduct, and its invasiveness. But as this notion of filtering and labeling has caught the imagination of the regulator, the legislator, and all those who wish to consider new ways to alter bargaining over imagery in society, the very idea of the V-chip or its equivalent is moving across other technologies, including the Internet. The V-chip issue has also fueled the ongoing debate about violence and sexual practices in society, and how representations on television relate to those practices. Although the initial concept of the V-chip is simple, its flow into the public realm raises so many extraordinary questions that the introduction and production of the chip virtually serves as a case study in problems of law and public policy. The very conceptualization of speech in society is being affected by this issue. Accordingly, the place of the V-chip in this debate is increasingly important; indeed, it may be argued that the V-chip's contribution to legal argumentation may be greater than its ultimate contribution to the relationship between children and imagery. This historical period spans the Algerian war of independence and the early wave of post-colonial struggles that reshaped the Global South, through the collapse of Soviet Communism in the late ‘80s. It focuses on films related to the rise of protest movements by students, workers, and leftist groups, as well as broader countercultural movements, Black Power, the rise of feminism, and so on. The book also includes films that explore the splinter groups that engaged in violent, urban guerilla struggles throughout the 1970s and 1980s, as the promise of widespread radical social transformation failed to materialize: the Weathermen, the Black Liberation Army and the Symbionese Liberation Army in the United States, the Red Army Faction in West Germany and Japan, and Italy’s Red Brigades. Many of these movements were deeply connected with and expressed their values through art, literature, popular culture, and, of course, cinema. Twelve authors, including academics and well know film critics, deliver a diverse examination of how filmmakers around the world reacted to the political violence and resistance movements of the period and how this was expressed on screen. This includes looking at the financing, distribution, and screening of these films, audience and critical reaction, the attempted censorship or suppression of much of this work, and how directors and producers eluded these restrictions. Originally published in 1986, John Schostak discusses the educational, social and moral implications of the violent imagination in connection with theories of violence, childrearing practices, and schooling as a childrearing institution. He also looks at the relation between sexism, racism, drugs and the emergence of a vandalised sense of self. The book explores the complex ways in which images of violence pervade society, inform action and provide interpretations of events. Schools, the author argues, contribute towards the development of a violent imagination which guides judgements and actions. The child’s images and experiences of violation may involve physical assault or psychological forms of assault. Some of these experiences of violation and violence are considered normal, even moral (‘spare the rod and spoil the child’); others are considered abnormal, criminal, pathological – although the abstract logical form of each may be equivalent. Nevertheless, all such images contribute towards the development of a sense of violation, and children are schooled to accept normal forms and reject abnormal forms.
