Book excerpt: This document presents an historical overview of the Salvadoran contra-insurgency war and the key role of the United Nations, which supported the legal framework to develop peace operations in order to keep the peace, security and the stability in this country. The Salvadorian conflict, has been a special case in peacekeeping operations. The peace, stability and security in the Central American region was affected by many factors like differences of class, military regiment, polarization of the society, extreme poverty, etc, but especially by the cold war rivalry between the US and the USSR. The role played by the UN during and after this conflict was exceptional. After many interventions and mediations between the parties in the conflict, and after a long period of deep reforms of the main state institutions, a democratic reality was created in Salvadorian society. This case is important because the UN took an active role from the beginning to the end. In trying to solve the differences between the Salvadorian government and the contra insurgencies groups. Throughout the conflict, the Peace Process and the peacekeeping operation, the necessary conditions were created for a new democratic system, which reflected the changing roles of the major actors of Salvadorian society into the social, political, and military arenas.

Book excerpt: Keeping the Peace explores the new multidimensional role that the United Nations has played in peacemaking, peacekeeping and peacebuilding over the last few years. By examining the paradigm-setting cases of Cambodia and El Salvador, and drawing lessons from these UN 'success stories', the book seeks to point the way toward more effective ways for the international community to address conflict in the post-Cold War era. This book is especially timely given its focus on multidimensional peace operations, the most likely role for the UN in coming years.

Book excerpt: The United Nations Observer Mission in El Salvador (ONUSAL) is the result of dialogue and negotiation between the Salvadorian Government and the Farabundo Marti National Liberation Front (FMLN). It constitutes the first UN attempt to mediate the settlement of an non-international armed conflict. This work studies the benefits and disadvantages intrinsic to a political body in monitoring the respect for international humanitarian law, and analyzes new requirements demanded by the enlargement of the functions of the UN. The analysis is based on the reports of the ONUSAL, prepared during its peace-making phase, and focuses on the question of the extent to which the mission succeeded in assuring a better protection of the norms of humanitarian law. The work is based on a Ph.D. thesis originally written in French. Tathiana Flores Acuña received her doctorate from the European University Institute in Florence in 1994. She now works for the Organization of American States in Costa Rica.

Book excerpt: Peacekeeping has become one of the most important tasks of the United Nations, with more than 55 missions created since 1948. Peacekeeping is one of the only multilateral tools that the member states have to address conflicts in all parts of the world. Over 44,000 troops from 90 countries are deployed today. Drawing on first-hand accounts of participants in past peacekeeping successes and failures, this study focuses on how better to ensure success through the use of leverage as a central tool. While the threat of military force can be used to compel compliance, other sources of leverage, such as the threat of sanctions or the withdrawal of loans, can also be effective. Economic incentives also provide vital leverage. Moral suasion and leadership skills are critical as well. The choice of key personnel, particularly in the role of the Special Representatives of the Secretary-General, as in the utilization of Jacques Kline in Eastern Slavonia, has also proved be key. These case studies carefully examine how a confluence of tools have been brought to bear in circumstances ranging from East Timor and Namibia.

Book excerpt: The United Nations peacekeeping has evolved as a practical measure for preserving international peace and security. Recent peacekeeping has two important features: the use of force which arguably exceeds self-defence on the one hand, and multifunctional operations on the other. The Security Council has started considering a wide range of factors including serious human rights violations as threats to international peace and security. Recognising the UN's principle to seek peaceful settlement which underlies the legality of peacekeeping, this research focuses on the human rights functions of multifunctional peacekeeping operations. Such functions have immense potential for enhancing conflict resolution through peaceful means. In order to illustrate these issues and the diverse practice of UN peacekeeping, the author of this book has dealt with four detailed case studies on El Salvador, Cambodia, Rwanda and the former Yugoslavia. The achievements, problems and defects experienced by different operations are analysed using the insights of the author's own experience in a peacekeeping operation.

In Walking the Tightrope, Jair Van Der Lijn draws a different conclusion. He argues once a peace agreement has been signed, the efforts of the U.N. peacekeeping operations do contribute to durable peace. By analyzing the U.N. peacekeeping operations in Cambodia, Mozambique, Rwanda, and El Salvador in a structured focused comparison, this book shows how U.N. operations do have a contribution to make.

Available in PDF, EPUB and Kindle. Book excerpt: Making War and Building Peace examines how well United Nations peacekeeping missions work after civil war. Statistically analyzing all civil wars since 1945, the book compares peace processes that had UN involvement to those that didn't. Michael Doyle and Nicholas Sambanis argue that each mission must be designed to fit the conflict, with the right authority and adequate resources. UN missions can be effective by supporting new actors committed to the peace, building governing institutions, and monitoring and policing implementation of peace settlements. But the UN is not good at intervening in ongoing wars. If the conflict is controlled by spoilers or if the parties are not ready to make peace, the UN cannot play an effective enforcement role. It can, however, offer its technical expertise in multidimensional peacekeeping operations that follow enforcement missions undertaken by states or regional organizations such as NATO. Finding that UN missions are most effective in the first few years after the end of war, and that economic development is the best way to decrease the risk of new fighting in the long run, the authors also argue that the UN's role in launching development projects after civil war should be expanded.

Book excerpt: The Oxford Handbook on United Nations Peacekeeping Operations presents an innovative, authoritative, and accessible examination and critique of the United Nations peacekeeping operations. Since the late 1940s, but particularly since the end of the cold war, peacekeeping has been a central part of the core activities of the United Nations and a major process in global security governance and the management of international relations in general. The volume will present a chronological analysis, designed to provide a comprehensive perspective that highlights the evolution of UN peacekeeping and offers a detailed picture of how the decisions of UN bureaucrats and national governments on the set-up and design of particular UN missions were, and remain, influenced by the impact of preceding operations. The volume will bring together leading scholars and senior practitioners in order to provide overviews and analyses of all 65 peacekeeping operations that have been carried out by the United Nations since 1948. As with all Oxford Handbooks, the volume will be agenda-setting in importance, providing the authoritative point of reference for all those working throughout international relations and beyond.

Book excerpt: "In Peace Operations Seen from Below Beatrice Pouligny argues that much of what is being rebuilt in societies emerging from war - or in some cases what is continuing to be destroyed - often lies in the 'ordinary' daily lives of both local populations and the staff of UN missions. These on-the-ground realities are often overlooked by outsiders, yet they may prove to be as important as political negotiations at the 'center', debates in the UN Security Council or hearings before an International Criminal Court." "Central to Pouligny's study is the key role played by local interlocutors. Her close analysis of several UN interventions, based on first hand observation of how local people intermingle with UN soldiery and civilians, sheds light on a neglected but crucial dimension of international peace enforcement."--BOOK JACKET.
