While there are many volumes devoted to various periods of Australian history, and in part touching upon the trooper police, there has been no attempt to give a comprehensive account of police administrative work during the growth of the Commonwealth. I have long felt that such a record was worthy of being written, as it deals with a very notable side of Colonial development, and to achieve this result has been my purpose in the present book. At the same time, I am conscious that the manner in which it is presented may require some deprecation from the author. The record is not one of a corporate regiment, such as the Royal N orth-west Mounted Police of Canada it is concerned with the police services of six separate States, and consequently it has been impossible to avoid a certain amount of overlapping. Furthermore, some difficulty has been experienced in obtaining material relating to the early years of one or two forces. A great deal of valuable his torical matter was destroyed in the past, and this can never be replaced. It is only from contemporary sources that one is able at all to fill in the picture. Book excerpt: Excerpt from The Mounted Police of Natal I am asked to write an introduction to this work telling something of the very early days of the Natal Mounted Police, and I have much pleasure in doing so, for it is the history of a corps which I raised and commanded for nearly thirty years, and which is now losing its identity as the Natal Police by becoming absorbed in the South African Constabulary under the South African Union Government. I have practically been connected with the corps from "start to finish," for since my retirement in 1903 I have kept up a correspondence with many of the officers, and have taken a great interest in the changes which have since taken place in the corps I commanded so long and loved so well. I sold out of Her Majesty's Service in 1869, and went out to Natal with the intention of settling there, not with any idea of taking up a semi-military life again, but as a farmer. However, after I had purchased a farm, stock, etc., and lived upon it for a couple of years or more, my wife, who had just returned from a trip to England, at the end of 1873, refused to return to the farm, saying the life was too lonely and that I must try something else. Book excerpt: This report of the President's Commission on Law Enforcement and Administration of Justice -- established by President Lyndon Johnson on July 23, 1965 -- addresses the causes of crime and delinquency and recommends how to prevent crime and delinquency and improve law enforcement and the administration of criminal justice. In developing its findings and recommendations, the Commission held three national conferences, conducted five national surveys, held hundreds of meetings, and interviewed tens of thousands of individuals. Separate chapters of this report discuss crime in America, juvenile delinquency, the police, the courts, corrections, organized crime, narcotics and drug abuse, drunkenness offenses, gun control, science and technology, and research as an instrument for reform. Significant data were generated by the Commission's National Survey of Criminal Victims, the first of its kind conducted on such a scope. The survey found that not only do Americans experience far more crime than they report to the police, but they talk about crime and the reports of crime engender such fear among citizens that the basic quality of life of many Americans has eroded. The core conclusion of the Commission, however, is that a significant reduction in crime can be achieved if the Commission's recommendations (some 200) are implemented. The recommendations call for a cooperative attack on crime by the Federal Government, the States, the counties, the cities, civic organizations, religious institutions, business groups, and individual citizens. They propose basic changes in the operations of police, schools, prosecutors, employment agencies, defenders, social workers, prisons, housing authorities, and probation and parole officers.
