Book excerpt: Excerpt from The Taxation of Capital In this atmosphere, the next year, at a time of great fiscal necessity, a tax was introduced in England, insignificant in amount, lost in a group of other new taxes, and so lowly rated that the records of the debates in Parliament. Are silent as to it. And yet if any one of the wealthy persons, by whom, or whose nominees, Parliament was then filled, had had the constructive imagination, he might have foreseen that this tax, the forerunner of the modern British death duties, was fated to develop into one of the most potent weapons of democracy that the wit of man has ever devised. Book excerpt: Excerpt from Capital Gains Taxation The tax advantage now being obtained by speculators can be eliminated by revising the capital gains tax provisions so that $1 of capital loss would offset only $1 of capital gain. In effect, short - term capital loss would first be offset against long-term capital gain dollar for dollar; any remaining excess of long-term capital gain would then receive the advantages of percentage inclusion and alternative rate. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Growth of Capital I must insist on this point all the more, because, Since my former paper was written, attention has, in fact, been withdrawn from the special object in view, and it has been thought, apparently, that such esti mates Of property can be used for miscellaneous purposes in a way which I believe most dangerous, and that they can be made with a degree of accuracy which I believe to be impossible. Country has been compared with country, and period with period, in the most reckless fashion, without any attention to the comparability of the data. Such figures have even been used Officially for the purpose of discussing the relative incidence of taxation on different kinds of property, real and personal being the kinds dis tinguished. I desire to record an emphatic protest against the employment of a method, which appears good enough for a Special purpose in the absence of anything better, for purposes of a totally different kind, where a different degree Of accuracy, which the figures are not susceptible of, may be necessary. Whether estimates of property, and the different kinds of it, can be made for such a purpose as dis cussing the incidence of taxation or the like practical objects, is a point at least on which I reserve my own Opinion. At any rate, those who make such estimates are bound in l'iminc to justify their method, and to prove that the necessary degree of accuracy for the purpose they have in View is obtainable. For any such purpose as that now in hand, comparatively rough estimates are all that are required, and com paratively rough estimates are all that it is proposed to make. Book excerpt: Excerpt from Note on Taxes, Corporate Financial Policy and the Cost of Capital to the Firm Accordingly, an attempt will be made here to accomplish two fairly limited objections: first, the effect on investment value of different tax structures will be used pedgogically to illustrate the basic under lying theses propounded by Modigliani and Miller; and second, an attempt will be made simultaneously to broaden this structure to one that more nearly approximates the combination of corporate, personal income and capital gains taxes encountered in the U. S.otoday. The paper, accordingly, proceeds by developing a series of increas ingly complex tax structures, and examining their impact on a hypothetical corporation's Optimal debt and dividend policies. Case 1 discusses the no-tax world laid out in [1] by Modigliani and Miller. Case 2 examines the impact on these policies of corporate income taxes alone; essentially the argument presented by mam in Case 3 considers the impact on ra tional debt and dividend decisions of differential personal income and capital gains taxes; considered partially by msm.in And Case h inte grates the preceeding material into a more complex world containing simul taneously corporate, personal income and capital gains taxes. A summary completes the exposition. As always, rational behavior by both corporate and private investors. Book excerpt: Excerpt from Excess Profits Tax Procedure, 1921: Including Federal Capital Stock (Excise) Tax In the 1920 edition Of Excess Profits Tax Procedure I was optimistic enough to prophesy that the excess profits law might be abandoned in 1920, but Congress has had two good chances to repeal it without taking action, so that the situation in jan uary, 1921, is much the same as in January, 1920. I do think, however, that taxpayers who, for other than tax reasons, find it desirable to make changes in their organization can count with some confidence on the repeal of the law as of January 1, 1921. In any event, the chances in favor of repeal are greater than the chances Of its continuance. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Explanation of Methodology Used to Estimate Proposals Affecting the Taxation of Income From Capital Gains The Joint Committee staff believes the principal reason for the difference in the two revenue estimates is the different predictions of how taxpayers will respond to a reduction in capital gains tax rates. In other words, the Joint Committee staff and Treasury differ in their judgments of the elasticity of taxpayer behavior. Both offices predict that the proposed rate reduction would result in an increased volume of sales of capital assets and, therefore, a substantial increase in the level of gain realizations. However, the Joint Committee staff does not believe this increase will be as large, in percentage terms, as does the Treasury. Specifically. Book excerpt: Excerpt from Capital Gains Tax Reform: Hearing Before the Committee on Small Business, House of Representatives, One Hundred Fourth Congress, First Session, Washington, DC, February 22, 1995 Instead of further cuts in capital gains taxes, the better way to go would be to phaseout current preferences for capital gains. In particular, capital gains should be taxed at the same rate as ordi nary incomes, and unrealized capital gains should be taxed at death. Safeguards could be added to prevent forced liquidation of assets, such as family farms, to pay capital gains taxes.
