Why are some surveys affected by question wording or communicative medium (e.g., telephone) while others seem immune? In Hard Choices, Easy Answers, R. Michael Alvarez and John Brehm develop a new theory of response variability that, by reconciling the strengths and weaknesses of the standard approaches, will help pollsters and scholars alike better resolve such perennial problems. Working within the context of U.S. public opinion, they contend that the answers Americans give rest on a variegated structure of political predispositions--diverse but widely shared values, beliefs, expectations, and evaluations. Alvarez and Brehm argue that respondents deploy what they know about politics (often little) to think in terms of what they value and believe. Working with sophisticated statistical models, they offer a unique analysis of not just what a respondent is likely to choose, but also how variable those choices would be under differing circumstances. American public opinion can be characterized in one of three forms of variability, conclude the authors: ambivalence, equivocation, and uncertainty. Respondents are sometimes ambivalent, as in attitudes toward abortion or euthanasia. They are often equivocal, as in views about the scope of government. But most often, they are uncertain, sure of what they value, but unsure how to use those values in political choices.

Book excerpt: Since 1965 the United States has provided funds and technical assistance for voluntary family planning programs overseas. In 1970, a comparable program, Title X of the Public Health Services Act, was created for low-income and disadvantaged women in this country. Relatively noncontroversial in the early years of their existence, these programs in recent years have become linked to the emotionally charged debate over abortion. Our interviews in 1997 with legislative directors suggested that congressional swing voters who were opposed to abortion were less likely to support U.S. government funding for international family planning. These members felt that this view reflected their constituents' attitudes as well. How closely do public attitudes mirror these impressions? To address this question, RAND's Population Matter's program asked a nationally representative sample of 1,500 Americans about their views on family planning and on abortion. The questions were part of a broader survey of public attitudes about global population trends and issues. The survey results suggest that attitudes toward abortion exert only a minor influence in shaping the American public's attitude toward family planning.

Book excerpt: There is an extensive body of literature exploring the way in which a variety of factors affect a person's attitudes towards abortion. There is significantly less research, however, on the way in which a person's attitude towards abortion affects their attitudes towards other issues. At the same time, there is evidence to suggest that a growing number of people are using their "pro-life" stance on abortion to influence their stance on other issues that revolve around the quality and sustenance of life, and that Generation Y may be more liberal than previous generations on most, if not all, issues. This research seeks to explore the extent to which "pro-life progressivism" may have affected Generation Y with two sets of logistic regression analysis. The first analysis looks exclusively at members of Generation Y, and explores the effect of a person's attitudes toward abortion on their attitudes towards government spending on childcare, assistance to the poor, and healthcare. This is to see if there is a difference between pro-life and pro-choice members of Generation Y in the way they approach other issues relating to the quality and sustenance of life. The second analysis compares pro-life members of Generation Y to older cohorts. The results show that attitudes towards abortion among members of Generation Y had no effect on their attitudes towards childcare and healthcare. Furthermore, the attitudes of pro-life members of Generation Y were statistically no different from older cohorts, with the exception of members of the Silent Generation on the issue of government assistance to healthcare. Further research, particularly of the qualitative nature, is suggested to delve more deeply into this research question.
