Available in PDF, EPUB and Kindle. Book excerpt: Through a detailed account of the political battles over Japanese tax reform during the last two decades, Junko Kato draws an unconventional portrait of bureaucratic motivation, showing how fiscal bureaucrats exploit their unique technical knowledge to influence policymaking. Rejecting the notion that the monopolization of policy expertise leads to bureaucratic domination, Kato contends that bureaucrats seek to increase their influence upon politicians by strategically sharing information. She also explores the reason for the relative strength of the bureaucratic organization in comparison to the governing party, whose interest in reelections and intra-party politics may pose dilemmas for individual politicians. In 1989, the Japanese Diet enacted a broad-based consumption tax after two failed attempts and in the face of widespread public disapproval. Its passage was all the more remarkable for coming just as a series of dramatic financial scandals had begun to undermine popular support for the ruling Liberal Democratic Party, fore-shadowing its fall from power four years later. Kato argues that skillful maneuvering by the Ministry of Finance, determined to ensure stable long-term revenues, was decisive in persuading a majority of legislators to oppose their constituents in endorsing an unpopular program of tax reform. Her careful analysis of the Japanese case holds important implications for the study of bureaucratic power and public policy in advanced industrial democracies elsewhere in East Asia and the West.
Book Synopsis Cages of Reason by : Bernard S. Silberman
Download or read book Cages of Reason written by Bernard S. Silberman and published by University of Chicago Press. This book was released on 1993-06 with total page 499 pages. Available in PDF, EPUB and Kindle. Book excerpt: Blending political, historical, and sociological analysis, Bernard S. Silberman offers a provocative explanation for the bureaucratic development of the modern state. The study of modern state bureaucracy has its origins in Max Weber's analysis of the modes of social domination, which Silberman takes as his starting point. Whereas Weber contends that the administration of all modern nation-states would eventually converge in one form characterized by rationality and legal authority, Silberman argues that the process of bureaucratic rationalization took, in fact, two courses. One path is characterized by permeable organizational boundaries and the allocation of information by "professionals." The other features well-defined boundaries and the allocation of information by organizational rules. Through case studies of France, Japan, the United States, and Great Britain, Silberman demonstrates that this divergence stems from differences in leadership structure and in levels of uncertainty about leadership succession in the nineteenth century. Silberman concludes that the rise of bureacratic rationality was primarily a response to political problems rather than social and economic concerns. Cages of Reason demonstrates how rationalization can have occurred over a wide range of cultures at various levels of economic development. It will be of considerable interest to readers in a number of disciplines: political science, sociology, history, and public administration. "Silberman has produced an invaluable, densely packed work that those with deep knowledge of public administrative development will find extremely rewarding." —David H. Rosenbloom, American Political Science Review "An erudite, incisive, and vibrant book, the product of intensive study and careful reflection. Given its innovative theoretical framework and the wealth of historical materials contained in it, this study will generate debate and stimulate research in sociology, political science, and organizational theory. It is undoubtedly the best book on the comparative evolution of the modern state published in the last decade."—Mauro F. Guillen, Contemporary Sociology

Book Synopsis Patchwork Leviathan by : Erin Metz McDonnell
Download or read book Patchwork Leviathan written by Erin Metz McDonnell and published by Princeton University Press. This book was released on 2020-03-03 with total page 312 pages. Available in PDF, EPUB and Kindle. Book excerpt: Corruption and ineffectiveness are often expected of public servants in developing countries. However, some groups within these states are distinctly more effective and public oriented than the rest. Why? Patchwork Leviathan explains how a few spectacularly effective state organizations manage to thrive amid general institutional weakness and succeed against impressive odds. Drawing on the Hobbesian image of the state as Leviathan, Erin Metz McDonnell argues that many seemingly weak states actually have a wide range of administrative capacities. Such states are in fact patchworks sewn loosely together from scarce resources into the semblance of unity. McDonnell demonstrates that when the human, cognitive, and material resources of bureaucracy are rare, it is critically important how they are distributed. Too often, scarce bureaucratic resources are scattered throughout the state, yielding little effect. McDonnell reveals how a sufficient concentration of resources clustered within particular pockets of a state can be transformative, enabling distinctively effective organizations to emerge from a sea of ineffectiveness. Patchwork Leviathan offers a comprehensive analysis of successful statecraft in institutionally challenging environments, drawing on cases from contemporary Ghana and Nigeria, mid-twentieth-century Kenya and Brazil, and China in the early twentieth century. Based on nearly two years of pioneering fieldwork in West Africa, this incisive book explains how these highly effective pockets differ from the Western bureaucracies on which so much state and organizational theory is based, providing a fresh answer to why well-funded global capacity-building reforms fail—and how they can do better.

Book Synopsis State Making in Asia by : Richard Boyd
Download or read book State Making in Asia written by Richard Boyd and published by Routledge. This book was released on 2012-09-10 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: Including contributions from an international team of leading experts, this volume examines state making from a uniquely Asian perspective and reveals some of the misunderstandings that arise when states and state making are judged solely on the basis of Western history. The contributors argue that if we are to understand states in Asia then we must first recognize the particular combination of institution and ideologies embedded in Asian state making and their distinctiveness from the Western experience. Presenting new empirical and conceptual material based on original research, the book provides a unique theoretical reflection of the state through a thorough comparison of East Asian nations and, as such, will be a valuable resource to scholars of Asian politics and international relations.
Book Synopsis Governing Human Well-Being by : Nisha Bellinger
Download or read book Governing Human Well-Being written by Nisha Bellinger and published by Springer. This book was released on 2017-12-05 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a comprehensive explanation of human well-being outcomes by analyzing the role of domestic and international political factors. The well-being outcomes under study are the building blocks of development, and play a crucial developmental role in the lives of citizens, states, and the global community. The project introduces cases from Brazil, Japan, China, and Iraq, and proposes to answer some of the pressing questions that scholars and policy-makers alike have pondered over for years. Why are there large disparities between countries in the quality of life people lead? What factors account for the general well-being of mankind? How do we improve human lives?
Book Synopsis Antitrust and Global Capitalism, 1930–2004 by : Tony A. Freyer
Download or read book Antitrust and Global Capitalism, 1930–2004 written by Tony A. Freyer and published by Cambridge University Press. This book was released on 2006-10-09 with total page 386 pages. Available in PDF, EPUB and Kindle. Book excerpt: The international spread of antitrust suggested the historical process shaping global capitalism. By the 1930s, Americans feared that big business exceeded the government's capacity to impose accountability, engendering the most aggressive antitrust campaign in history. Meanwhile, big business had emerged to varying degrees in liberal Britain, Australia and France, Nazi Germany, and militarist Japan. These same nations nonetheless expressly rejected American-style antitrust as unsuited to their cultures and institutions. After World War II, however, governments in these nations - as well as the European Community - adopted workable antitrust regimes. By the millennium antitrust was instrumental to the clash between state sovereignty and globalization. What ideological and institutional factors explain the global change from opposing to supporting antitrust? Addressing this question, this book throws new light on the struggle over liberal capitalism during the Great Depression and World War II, the postwar Allied occupations of Japan and Germany, the reaction against American big-business hegemony during the Cold War, and the clash over globalization and the WTO.

Book Synopsis Policymaking in Japan; Defining the Role of Politicians by : Nihon Kokusai Kōryū Sentā
Download or read book Policymaking in Japan; Defining the Role of Politicians written by Nihon Kokusai Kōryū Sentā and published by . This book was released on 2002-06 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: A major evolution in Japan's system of governance has been taking place in recent years as politicians have increasingly begun to participate in the policymaking process where bureaucrats used to play the predominant role. The six chapters in this volume are written by members of the Diet from the Liberal Democratic, Democratic, and New Komeito parties. These members of the new generation of politicians in Japan are concerned about designing a new architecture for policymaking.Relations between politicians and bureaucrats and how those relations should be restructured are discussed. Restructuring the policymaking process also involves questions of the relationships between the prime minister and the governing party organizations, the role of Diet committees, and the issue of staff support for politicians, parties, the Diet, and the prime minister. Each chapter explores these and other policymaking matters in the context of a specific policy issue, such as finance, information technology, public works, education, and corporate policy. Chapters provide important insights into the substantive issue at hand and the policy process relating to it.Contributors include Japanese House of Representatives members Nemoto Takumi, Furukawa Motohisa, Ito Tatsuya, Maehara Seiji, Hase Hiroshi, and Ueda Isamu.
Book Synopsis MITI and the Japanese Miracle by : Chalmers Johnson
Download or read book MITI and the Japanese Miracle written by Chalmers Johnson and published by Stanford University Press. This book was released on 1982-06 with total page 818 pages. Available in PDF, EPUB and Kindle. Book excerpt: The focus of this book is on the Japanese economic bureaucracy, particularly on the famous Ministry of International Trade and Industry (MITI), as the leading state actor in the economy. Although MITI was not the only important agent affecting the economy, nor was the state as a whole always predominant, I do not want to be overly modest about the importance of this subject. The particular speed, form, and consequences of Japanese economic growth are not intelligible without reference to the contributions of MITI. Collaboration between the state and big business has long been acknowledged as the defining characteristic of the Japanese economic system, but for too long the state's role in this collaboration has been either condemned as overweening or dismissed as merely supportive, without anyone's ever analyzing the matter. The history of MITI is central to the economic and political history of modern Japan. Equally important, however, the methods and achievements of the Japanese economic bureaucracy are central to the continuing debate between advocates of the communist-type command economies and advocates of the Western-type mixed market economies. The fully bureaucratized command economies misallocate resources and stifle initiative; in order to function at all, they must lock up their populations behind iron curtains or other more or less impermeable barriers. The mixed market economies struggle to find ways to intrude politically determined priorities into their market systems without catching a bad case of the "English disease" or being frustrated by the American-type legal sprawl. The Japanese, of course, do not have all the answers. But given the fact that virtually all solutions to any of the critical problems of the late twentieth century--energy supply, environmental protection, technological innovation, and so forth--involve an expansion of official bureaucracy, the particular Japanese priorities and procedures are instructive. At the very least they should forewarn a foreign observer that the Japanese achievements were not won without a price being paid.
Book Synopsis Financial Globalization and the Opening of the Japanese Economy by : James P. Malcolm
Download or read book Financial Globalization and the Opening of the Japanese Economy written by James P. Malcolm and published by Routledge. This book was released on 2013-07-04 with total page 413 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book investigates recent changes in Japan's financial system and looks at the implications for Japan's particularistic model of political economy. Drawing on the latest theoretical research, it seeks to determine how Japan's experience resembles patterns which many scholars in the West have associated with financial globalization as a powerful force for conveyance. The book sets out the background and examines the progression of financial deregulation in Japan, culminating in the Big Bang programme of financial reform set in motion in November 1996. It analyses developments in the financial sector to gauge the extent to which Japanese financial institutions are falling into line with emerging norms of organization and strategic management. It also examines the implications for the corporate and household sectors stemming from the government and financial sectors' partial embrace of financial globalization.
Book Synopsis Public Office, Private Interest by : S.K. Das
Download or read book Public Office, Private Interest written by S.K. Das and published by Oxford University Press. This book was released on 2000-12-11 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is about political corruption and the use of public office for private gain in India. A merit-based bureaucracy was launched in the nineteenth century to control corruption. This system with its pay structure that rewarded civil servants for honest effort was seen as the best solution to political corruption. It was based on the assumption that if merit was made the basis of administration, it would exclude private interest. However, the merit-based civil service system failed to restrain corruption because the ruling politicians had preferences on how to use a public bureaucracy and these preferences translated into an incentive structure, which governed the behaviour of civil servants. The author proposes an alternative paradigm—the New Public Management Modelߞwhich is being implemented in Great Britain, Australia, New Zealand, and Sweden.
