About 33,000 women served in World War I - 20,000 of them in the Army and Navy Nurse Corps, which were separate from the regular Army and Navy. In World War II, manpower shortages and reports of valuable performance by women in other countries' armed forces led the United States to utilize approximately 350,000 women for its own military effort. The attack on pearl Harbor resulted in the creation of the Women's Army Auxiliary Corps (WAAC) and Women Accepted for Volunteer Emergency Service (WAVES). Women typically filled nursing and administrative jobs, which were consistent with civilian women's work, although they also served in all other noncombat jobs. These 350,000 women who served in World War II were regarded as temporary support that would free more men for combat. After the war, women's future role with the military was called into question. In 1948, the year when racial integration was mandated by president Truman, Congress passed the Women's Armed Services Integration Act, which placed highly specific limits on the women who would now be allowed to join the Army. Women could make up no more than 2 percent of the total enlisted ranks; the proportion of female officers could equal no more than 10 percent of enlisted women. No woman could serve in a command position, attain the rank of general, or hold permanent rank above lieutenant colonel. This Act specifically prohibited women from being assigned to aircraft or vessels engaged in combat missions.

Book excerpt: Exploring efforts to integrate women into combat forces in the military, we investigate how resistance to equity becomes entrenched, ultimately excluding women from being full participants in the workplace. Based on focus groups and surveys with members of Special Operations, we found most of the resistance is rooted in traditional gender stereotypes that are often bolstered through organizational policies and practices. The subtlety of these practices often renders them invisible. We refer to this invisibility as organizational obliviousness. Obliviousness exists at the individual level, it becomes reinforced at the cultural level, and, in turn, cultural practices are entrenched institutionally by policies. Organizational obliviousness may not be malicious or done to actively exclude or harm, but the end result is that it does both. Throughout this Element we trace the ways that organizational obliviousness shapes individuals, culture, and institutional practices throughout the organization.

Book excerpt: Behavioral health disparities, in which socially disadvantaged groups such as racial/ethnic minorities, women, and sexual orientation minorities experience greater risk for certain mental health and substance use problems, are well documented in the general population. Less is known about whether similar behavioral health disparities exist among military service members. The U.S. Department of Defense (DoD) wanted to understand whether the behavioral health disparities seen in the civilian population also exist in the military, which is important to help DoD target its efforts to address the needs of service members and improve force readiness. To investigate this issue, RAND researchers examined the following: (1) whether minority group service members are more likely to experience mental health and substance use problems relative to their majority counterparts in the military and (2) whether minority-majority group differences in behavioral health within the military are similar or different from those in the civilian population. Any minority-majority group differences observed in the military were tested to see if they remain after accounting for sociocultural environmental factors (e.g., demographics, social support, harassment). Identifying where behavioral health disparities exist among military minority service groups and the factors that may be associated with observed disparities can help DoD better target efforts to address the behavioral health needs of its troops. Further, if minority group disparities are greater in the military than in the civilian population, this might signal the presence of factors specific to the military context that may exacerbate minority group service members' risk for behavioral health conditions. The study used data from the 2015 Health Related Behavior Survey (HRBS), the 2015 National Survey on Drug Use and Health (NSDUH), the 2015 and 2016 Behavioral Risk Factor Surveillance System (BRFSS), and the 2015 National Health and Nutrition Examination Survey (NHANES). Behavioral health conditions included mental health (i.e., depression, suicide behaviors, posttraumatic stress disorder) and substance use (i.e., problematic alcohol use, tobacco use) outcomes.

The most recent changes occurred between 1992 and 1994, when both legislative and policy changes expanded opportunities for women. Congress has taken a keen interest in this process, and the House report for the Defense Authorization Act for Fiscal Year 1997 included as a special interest item a direction to the Secretary of Defense to evaluate the performance of the military services in integrating women into occupations previously closed to them. The report also asked for an assessment of the effects of this integration on readiness and morale. The study has three components. The first determines how each service implemented the guidance to open new skills and organizations to women. Each service interpreted the guidance differently, and it is important to understand those interpretations before assessing the progress in implementing the congressional guidance. The second component assesses the progress of what we refer to as gender integration. In this component, we determined the extent to which the services carried out their interpretations of the congressional direction. The third component assesses the effects of gender integration on the readiness, cohesion, and morale of units. To complete the third component, we relied on a series of visits to military units. We visited 14 units, chosen to provide the broadest possible view of the effects of the policy changes. We used three techniques during field visits to gather information about gender issues and their effects on readiness, cohesion, and morale. We interviewed commanders and other senior leaders, conducted a series of focus groups with unit personnel, and administered a survey to focus-group participants and other unit personnel.
