The author has been materially aided in his work by not a few of the diplomatic and consular officers of the United States, who, through the courtesy of the State Department both under Secretary Fish and Secretary Evarts, have supplied him with numerous interesting details relating to the penitentiary systems and administrations of the several countries to which they have been accredited. 5. The information so obtained has been verified, corrected, or supplemented, as the case might be, by the personal observations of the author in nearly all the more important prisons and States of Europe and America, as well as through personal converse with numerous officials conspicuously connected with the administration of penal justice and prison discipline in the same countries.
