The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.

Instead of cataloging failures, as many past studies have done, this book identifies episodes of successful agricultural growth in Africa and identifies processes, practices, and policies for accelerated growth in the future. The individual studies follow developments in, among other areas, the farming of maize in East and Southern Africa, cassava across the middle belt of Africa, cotton in West Africa, horticulture in Kenya, and dairying in East Africa. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

This report provides new estimates of the percentage of the world’s food lost from production up to the retail level. The report also finds a vast diversity in existing estimates of losses, even for the same commodities and for the same stages in the supply chain. Clearly identifying and understanding critical loss points in specific supply chains – where considerable potential exists for reducing food losses – is crucial to deciding on appropriate measures. However, agricultural productivity remains low and buyer-driven global value chains offer few opportunities for small producers to upgrade into higher value-added activities. In recent years, the revival of Africa's cooperatives has been celebrated by governments and international donors as a pathway towards inclusive agricultural development, and this book explores the strengths but also the issues which surround these cooperatives. The book scrutinizes the neoliberal ideal of economic prosperity arising through the operation of liberalized labor markets by illuminating the discriminatory nature of Uganda's informal labor relations. It points to the role of cooperatives as a potential instrument of progressive change in African export agriculture, where large numbers of small producers depend on casual wage work in addition to farming. In contrast to the portrayal, advanced by some governments and rarely questioned by donors, of an unproblematic co-existence of small producers' collective action and big capital interests, the author calls for a re-politicized debate on the Social and Solidarity Economy. As part of this, she highlights the adverse political and economic conditions faced by African cooperatives, including intense international competition in agricultural processing, inadequate access to infrastructure and services, and at times antagonistic state-cooperative relations. Supported by wide-ranging interdisciplinary evidence, including new ethnographic, survey and interview data, this book shows how cooperatives may be co-opted by both the state and corporations in a discourse that ignores structural inequalities in value chains and emphasizes poverty reduction over economic and political empowerment. Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.
