This work does not, therefore, attempt a regional study in the usual sense of the term, but is rather an examination of disparate economic development, much influenced by contrasting technological achievements as well as the accidents of history. Although the significance of geographic regionalism is implicit throughout this study, no attempt is made to show any overriding unity at work, geographical or otherwise, welding together a "desert region." Instead the desert acts as a stage for social drama in which drought and extreme heat provide the essential backcloth. The scarcity of water and man's inability to grow crops without irrigation have not, indeed, changed with time, and only constant reference to this immutable factor can give meaning to the evolution of human activities within the desert.

The history of water development in Arizona goes hand in hand with the state's economic growth, and Arizona's future is inextricably tied to this scarce resource. Fuel for Growth describes and interprets the history of water resource development and its relationship to urban development in Arizona's three signature cities: Phoenix, Tucson, and Flagstaff. These three urban areas could hardly be more different: a growth-oriented metropolis, an environmentally conscious city with deep cultural roots, and an outdoor-friendly mountain town. Despite these differences, their community leaders and public officials have taken similar approaches to developing water resources with varying degrees of success and acceptance. Douglas Kupel has created a new vision of water history based on the Arizona experience. He challenges many of the traditional assumptions of environmental history by revealing that the West's aridity has had relatively little impact on the development of municipal water infrastructure in these cities. While urban growth in the West is often characterized as the product of an elite group of water leaders, the development of Arizona's cities is shown to reflect the broad aspirations of all their citizens. The book traces water development from the era of private water service to municipal ownership of water utilities and examines the impact of the post-World War II boom and subsequent expansion. Taking in the Salt River Project, the Central Arizona Project, and the Groundwater Management Act of 1980, Kupel explores the ongoing struggle between growth and environmentalism. He advocates public policy measures that can sustain a water future for the state. As the urban West enters a new century of water management, Arizona's progress will increasingly be tied to that of its ever-expanding cities. Book excerpt: In 1600 they were the largest, most technologically advanced indigenous group in northwest Mexico, but today, though their descendants presumably live on in Sonora, almost no one claims descent from the Ópatas. The Ópatas seem to have “disappeared” as an ethnic group, their languages forgotten except for the names of the towns, plants, and geography of the Opatería, where they lived. Why did the Ópatas disappear from the historical record while their neighbors survived? David Yetman, a leading ethnobotanist who has traveled extensively in Sonora, consulted more than two hundred archival sources to answer this question. The result is an accessible ethnohistory of the Ópatas, one that embraces historical complexity with an eye toward Opatan strategies of resistance and assimilation. Yetman’s account takes us through the Opatans’ initial encounters with the conquistadors, their resettlement in Jesuit missions, clashes with Apaches, their recruitment as miners, and several failed rebellions, and ultimately arrives at an explanation for their “disappearance.” Yetman’s account is bolstered by conversations with present-day residents of the Opatería and includes a valuable appendix on the languages of the Opatería by linguistic anthropologist David Shaul. One of the few studies devoted exclusively to this indigenous group, The Ópatas: In Search of a Sonoran People marks a significant contribution to the literature on the history of the greater Southwest.
