The paper reviews the main characteristics of the Libyan economy, and medium-term prospects under current policies. It examines the priority reforms that Libya needs to implement to accelerate its transition to a market economy, while maintaining macroeconomic stability. The paper also reviews a second set of reforms that aim to consolidate the reform process and advance the restructuring of the economy in favor of the non-oil sector.

Book excerpt: This book examines the socioeconomic and political development of Libya from earliest times to the present, concentrating in particular on the four decades of revolutionary rule which began in 1969. Focusing on the twin themes of continuity and change, Ronald Bruce St John emphasises the full extent to which the revolutionary government has distorted the depth and breadth of the post-1969 revolution by stressing policy change at the expense of policy continuity. Following a brief look at pre-independence Libya, the author explores the way in which the fragility of the post-independence state, unable to contain rising Arab nationalist struggles and growing economic expectations, opened the way for the Free Unionist Officers led by Muammar al-Qaddafi to seize power. He then traces the progressive development of the revolutionary state through four stages: the consolidation of power to 1973 the projection of power to 1986 withdrawal and retrenchment to 1999 the redefinition of the state after 1999. Highlighting the issues facing the contemporary state and providing possible solutions, this book will be an important text for students of current affairs, history, North Africa and the Middle East.

Available in PDF, EPUB and Kindle. Book excerpt: North Africa has been a vital crossroads throughout history, serving as a connection between Africa, Asia, and Europe. Paradoxically, however, the region's historical significance has been chronically underestimated. In a book that may lead scholars to reimagine the concept of Western civilization, incorporating the role North African peoples played in shaping "the West," Phillip Naylor describes a locale whose transcultural heritage serves as a crucial hinge, politically, economically, and socially. Ideal for novices and specialists alike, North Africa begins with an acknowledgment that defining this area has presented challenges throughout history. Naylor's survey encompasses the Paleolithic period and early Egyptian cultures, leading readers through the pharonic dynasties, the conflicts with Rome and Carthage, the rise of Islam, the growth of the Ottoman Empire, European incursions, and the postcolonial prospects for Egypt, Libya, Tunisia, Algeria, Morocco, and Western Sahara. Emphasizing the importance of encounters and interactions among civilizations, North Africa maps a prominent future for scholarship about this pivotal region. Now with a new afterword that surveys the “North African Spring” uprisings that roiled the region from 2011 to 2013, this is the most comprehensive history of North Africa to date, with accessible, in-depth chapters covering the pre-Islamic period through colonization and independence.

Available in PDF, EPUB and Kindle. Book excerpt: For most post-conflict countries, the transition to peace is daunting. In countries with high-value natural resources – including oil, gas, diamonds, other minerals, and timber –the stakes are unusually high and peacebuilding is especially challenging. Resource-rich post-conflict countries face both unique problems and opportunities. They enter peacebuilding with an advantage that distinguishes them from other war-torn societies: access to natural resources that can yield substantial revenues for alleviating poverty, compensating victims, creating jobs, and rebuilding the country and the economy. Evidence shows, however, that this opportunity is often wasted. Resource-rich countries do not have a better record in sustaining peace. In fact, resource-related conflicts are more likely to relapse. Focusing on the relationship between high-value natural resources and peacebuilding in post-conflict settings, this book identifies opportunities and strategies for converting resource revenues to a peaceful future. Its thirty chapters draw on the experiences of forty-one researchers and practitioners – as well as the broader literature – and cover a range of key issues, including resource extraction, revenue sharing and allocation, and institution building. The book provides a concise theoretical and practical framework that policy makers, researchers, practitioners, and students can use to understand and address the complex interplay between the management of high-value resources and peace. High-Value Natural Resources and Post-Conflict Peacebuilding is part of a global initiative led by the Environmental Law Institute (ELI), the United Nations Environment Programme (UNEP), the University of Tokyo, and McGill University to identify and analyze lessons in natural resource management and post-conflict peacebuilding. The project has generated six edited books of case studies and analyses, with contributions from practitioners, policy makers, and researchers. Other books in the series address land; water; livelihoods; assessing and restoring natural resources; and governance.
