Book excerpt: This research addresses what effects Structural Adjustment Programs (SAPs) have on society if strictly followed. Bolivia is introduced as a country which follows SAPs strictly. Tow opposing viewpoints of debt being paid back through SAPs are discussed. Health indicators are chosen to study the effects SAPs have had on Bolivia. These indicators show, when possible, data before and after the first SAP took place in Bolivia in 1985. The indicators show that Bolivia has improved in each of the five health indicators presented.

Book excerpt: This study has identified a number of examples in which concerns about the alleviation of poverty have been given some practical expression in adjustment programs. Because most of these examples are of very recent origin, it is difficult to assess how effective they have been in helping the poor. First, one striking feature of the illustrations compiled is that they are invariably orderly or planned structural adjustment programs that have often been implemented with Bank assistance (Bolivia, Cote d'Ivoire, The Gambia, Indonesia, Jamaica, and Thailand). Second, income distributions will inevitably change during adjustment. These changes are the principal incentives for resource reallocation, and without them the objectives of adjustment will not be realized. Third, the study highlights the advantages of interventions that increase the primary income claims of the poor. Finally, adjustment can act as a catalyst for policymakers to examine carefully the costs and benefits of their programs for the poor.

Book excerpt: During the 1980's, much of Latin America experienced a dual transformation. As the Third Wave of Democracy took hold of the region, the debt-crisis of the early 1980's led many nations to adopt economic liberalization reform packages. These economic reforms were often necessary components of the Structural Adjustment Agreements tied to loans from International Financial Institutions, such as the IMF and World Bank. Proponents of economic liberalization promote the idea that the implementation of this economic philosophy will lead to social development in numerous sectors of society, such as health, education, labor, and governance. In fact, an oft-noted aphorism applied to economic liberalization is, 'a rising tide raises all boats.' This thesis will seek to explore the validity of the claim that economic liberalization results in social development, and in particular, improvements in governance. I argue that the highest form of government is that of a liberal democracy, or a system of governance in which the following five necessary conditions are met: (1) citizen participation, (2) rule of law, (3) competition, (4) vertical accountability and responsiveness and (5) horizontal accountability. Part 1 of this thesis serves as a review of the literature pertaining to democratic theory, market democracy, and economic transitions in Latin America. Part II of this thesis works to apply these theories to the case of Bolivia, examining the years 1985-2006. I conclude that democratic improvement occurred during the neoliberal regimes spanning from 1985-2006, as improvements in the electoral, administrative, and judicial systems further consolidated democracy by facilitating greater participation by the indigenous population of Bolivia and strengthening the rule of law and trust in the government. Interestingly, the improvements to Bolivian democracy that occurred under right-wing administration facilitated the rise of the populist, left-wing MAS party and its figurehead, President Evo Morales.

Book excerpt: Fueled by the ongoing debate about the distributive effects of the Washington Consensus, the dynamics of poverty and inequality have returned to the center of attention of academic scholars, policymakers, and the public at large. The main obstacles to analyzing this issue are incomplete income and consumption data in developing countries. Hence, the book presents a new dynamic cross-survey microsimulation methodology and applies it to generate the database for a detailed case study on Bolivia during the era of structural reforms. Building upon this database, the dynamics of different dimensions of poverty and inequality in 1989 - 2002 are analyzed with various microeconomic tools. The empirical results suggest that in the case of Bolivia the impact of the Washington Consensus has neither lived up to the expectations of its proponents nor to the fears of its critics.

Book excerpt: Bolivia has experienced two decades of unprecedented popular resistance to the consequences of neoliberal policies, resulting in the resignation and flight of its president in October 2003. This unusual book uncovers the reasons and processes behind the rising opposition - mirrored in country after country in Latin America - to this currently fashionable, internationally prescribed approach to economic development. It explores the problems faced by governments in reproducing global strategies at the national level, the tensions between markets and democracy, state restructuring, citizenship and property rights. It points to the problems inherent in retaining neoliberalism as the dominant paradigm in Latin America for the foreseeable future and the unlikely prospect of it putting down real roots of approval and legitimacy.
