Book excerpt: Sheriff Lucas Jamison was the law in his small bayou town. And secretary Mariah Harrington had often weathered his powerful fury as she stood between him and her boss, the mayor. But when her son was kidnapped, Mariah knew Lucas wouldn't rest until he was found. With no witnesses and no leads, she also knew she'd have to reveal her damning secrets to this straight-arrow lawman. But that was the least of her worries, as her paralyzing fear turned into passionate comfort in his arms. Book Synopsis Governing the Police by : David Bayley
Download or read book Governing the Police written by David Bayley and published by Routledge. This book was released on 2017-07-05 with total page 227 pages. Available in PDF, EPUB and Kindle. Book excerpt: Every modern democracy in our increasingly complex world must confront a fundamental problem: how should politicians manage police, ensuring that they act in the public interest while avoiding the temptation to utilize them in a partisan manner? Drawing on first-hand experiences from six democracies, the authors describe how frequently disagreements arise between politicians and police commanders, what issues are involved, and how they are resolved.Governing the Police is organized into three parts: the intellectual and governmental context of democratic governance; the experience of chief officers in that relationship; and the reflections on lessons learned. Instead of describing practices within each individual country, it compares them across countries, developing generalizations about practices, explanations for differences, and assessments of success in managing the police/political relationship.Focusing mainly on the daily, informal interactions between politicians and police as they balance their respective duties, this book compares the experiences and opinions of chief police officers in Australia, Britain, Canada, India, New Zealand, and the United States. By examining the experiences of important officials, the authors explain how the balance between accountability and independence can be managed and what challenges leaders face. The authors conclude by posing well-informed recommendations for improving police governance.

Book Synopsis Peace Keeping in a Democratic Society by : Robin Evelegh
Download or read book Peace Keeping in a Democratic Society written by Robin Evelegh and published by McGill-Queen's Press - MQUP. This book was released on 1978 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: Colonel Robin Evelegh retired from the British Army in 1977, having commanded his infantry battalion on separate tours at the Springfield Road police station in Belfast in 1972 and 1973. it struck him forcibly at the time that the Government's overall campaign to restore a peacetime level of order in Northern Ireland seemed doomed to failure, although most of the conditions that could be thought necessary for success- skilled and sensitive politicians, devoted civil servants and a disciplined army and police force- were present. This failure, it became clear, arose from faults in the constitutional framework for controlling the campaign against insurrection, and from shortcomings in the laws which laid down the operational rules for the Security forces to suppress terrorism and disorder. The constitutional faults meant that the government's campaign could not be managed effectively, and the shortcomings in the laws meant that a heavy political price had to be paid for draconian legal powers that were almost irrelevant, while the security forces were crippled by the lack of quite minor laws which would have made them effective, and which carried only a modest political penalty. The reasons for these uncertainties and inadequacies are complex. Colonel Evelegh analyses them ruthlessly, and makes their consequences clear - powerfully illustrating his thesis from personal experience in Northern Ireland, from the past, and from counter-insurgency campaigns of recent times. His remedies are argued in detail.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1951, The British Police describes the different types of police force, the powers and functions of local police authorities, the ways in which control from the centre is exercised, and the effect of the Local Government Boundary Commission’s proposals on police areas at the time. Special emphasis is placed on what happens in practice and not only in theory, and on developments during and after the second world war. Chapters are included on (amongst other things) the special position of the Metropolitan Police Force, emphasizing the independence of the ‘Yard’ from the Home Secretary’s control; on recruitment, training, promotion, and the police college; pay and conditions of service, and policewomen. At the time of first publication the work was intended to be of use to university students in the Social Sciences who had previously had no up-to-date book to reply on; it would also have interested the general reader by attempting to answer such questions as to whether the local basis of the British police service was – as was so often claimed – the key to the good relations of the police with the public and one of the great safeguards of personal liberty in Britain. Today it can be read and enjoyed in its historical context.
