Book excerpt: About the first edition: "School governors will find this a sound and practical guide to the nature of their responsibilities and the process of managing their workload. It is well researched, based on vast experience, illustrated from the best practice, free from jargon – and always interesting." Joan Sallis. Described by the National Association of Governors and Managers as "definitely a ‘must’ for your bookshelf"; reviewed in the Times Educational Supplement as an "essential guide to help governors". This book is about governing schools – about how a governing board made up largely of ‘ordinary’ people with no professional educational experience, working in partnership with professional leaders, can help to make schools better. It is intended for governors in schools in England and Wales, in other parts of the world where lay people engage in school leadership, and for people who work with governors. Improving School Governance examines: How school governors got to be where they are today How governing boards do their jobs How individual governors can best contribute to their schools Governors’ accountability The nature of governors’ meetings The rights that governors have The relationships between governors and the headteacher The role of governing boards in school inspection Governors’ relationships with parents and the wider community How to evaluate the performance and impact of governing boards What the future might hold for state-funded schools and their governance What national strategic issues will need to be addressed by governing boards in the next five to ten years

Book excerpt: In this report the Review Body considers wide-ranging changes to the teacher pay framework, focussing on three issues: pay for the leadership group; allowances and safeguarding; and non-pay conditions. The report builds on principles set out in its 21st Report on pay for classroom teachers: increased autonomy for schools to respond to local circumstances within a broad national framework; appropriate reward allied to accountability; and simplification of the existing pay system so governing bodies can use it effectively and with confidence. School-led improvement is creating a variety of new roles, including leadership of multiple schools; and encouraging wider collaboration to spread best practice. The impact of academies is beginning to shape the market for able leaders. The recommendations in this report: (a) provide a clear and usable framework for setting the pay of school leaders, enabling governing bodies to match pay to accountabilities and the local needs of the school as well as offering appropriate reward to high quality leaders who are so crucial to raising standards; (b) provide greater freedom in setting the level of Teaching and Learning Responsibility payments; whilst retaining the main allowances used by schools and the existing safeguarding provisions; (c) remove unnecessary detailed guidance on non-pay conditions whilst retaining the core statutory protections on teachers' working hours and time for planning, preparation and assessment. These proposals will enable substantial simplification of the School Teachers' Pay and Conditions Document so it provides an accessible handbook for governing bodies, leadership teams and teachers to exercise professional judgement at local level.

Book excerpt: Crow & Crow define guidance as Guidance is not direction. It is not the imposition of one's point of view upon another. It is not making decisions for on individual whom he making decisions for himself. It is not currying the burden of another's life. Rather, guidance is assistance made available by a competent counselor to an individual of any age to help him direct his own life, develop his own point of view, make his own decisions, carry his own burdens".

Available in PDF, EPUB and Kindle. Book excerpt: British Pakistani children are the second largest ethnic group in UK schools, yet little of their education and wider needs have been researched. British Pakistani Boys, Education and the Role of Religion seeks to rectify this, by investigating the educational achievement of British Pakistani boys and the importance of education both in the Pakistani community and in the wider religion of Islam. The book draws on research undertaken by the author in three British state secondary schools, to respond to the national policy on the education of ethnic minority children. It considers the meaning of education for Pakistanis, where religion plays an integral role, the gaps in education as well as the issue of representation - in governance and in the teaching workforce. The author concludes by discussing the possibility of responsive education better meeting the needs of Pakistani children by integrating Islamic religious education and education of the world. British Pakistani Boys, Education and the Role of Religion will be vital reading for academics and both undergraduate and postgraduate students in the fields of Education and Sociology and specifically those studying inclusion, equality and diversity, or Asian, Muslim or Pakistani education. It would also appeal to education practitioners, policy makers and community activists.

At the moment, the quality of governance in many schools is inadequate. Accordingly, the Committee recommends a series of measures to boost governors' performance. These include introducing professional clerks, whose status should be similar to a company secretary, and provide professional support. They also want to see greater training for governors - schools should be required to offer this to every new governor. Crucially, people from all walks of life to should be encouraged to contribute as school governors. The Government should review the current incentives for - and requirements on - businesses that release their staff for governor duties. Payment for governors is not necessary, but there may be a case to consider remuneration in some cases. The Department for Education should play its part by explaining what models of school governance are now possible under the new regulations. They need to show how new arrangements can improve the ability of governing bodies to deliver their vital role to provide effective school leadership. Academies already have more freedom in how they constitute their governing bodies and - although not all academy governance is excellent - the Government should actively seek to learn lessons from the best approaches developed under these flexibilities in order to demonstrate what works best in the interests of pupils. Ofsted's increased focus on school governance is also a welcome development.

Available in PDF, EPUB and Kindle. Book excerpt: Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? World Development Report 2017: Governance and the Law addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.
