Up to 1861, the entire fishery of the river was practically in the hands of the lessee of Salmon Hall, and as he killed every fish that he could, the proprietors above ceased to preserve salmon from which they reaped no benefit, and thus all the natives above Salmon Hall were permitted to fish how, when, and where they pleased, so that up to Bassenthwaite Lake there was no attempt at preservation. Then came the Act of 1861, and fish passes were VOL. II. H ordered to be placed on the Salmon Hall Weirs, and on the Fitz Weir above them. 1862. As no passes had been placed on the Salmon Hall Weirs, the cruives could not lawfully be worked, and thus, being left open, fish passed into the upper waters in such quantities that the Secretary of the Cockermouth Angling Association wrote to the Fishery Inspector of that time: "you will be glad to hear that a considerable number of salmon have been taken by anglers during the last week; that the river is full of fish, and that no one has ever seen such fishing or such prospects for many years past. I may also add that more fish have been killed above 20 lbs. than under, and there is quite an excitement about it in the neighbourhood." In justice to the then lessee of the Salmon Hall Fishery, it must be stated that no sooner did he see the benefits that the opening of his cruives conferred on the river, than he joined with the proprietors to assist them in every way that he fairly could be expected to do. In 1872, Mr. Dalzell, the lessee of Salmon Hall, caught a clean fish as early as 26th March, but not another till the 27th April; very few summer fish were taken, the main run not commencing before September, when they were all heavy fish. The Vrynwy, which falls in on the left bank at the Shropshire border, is a very large tributary, which would become a fine breeding ground if there were fish to stock it. Below this junction all the streams falling in on the left bank are useless for spawning grounds, for salmon do not ascend there, while on the right bank there is the Dowles Brook, a favourite spawning place, and joining the main stream above Bewdley. Then there is no other tributary of importance until the Teme falls in below Worcester. In 1860 this pretty river was blocked by a weir at Powick only a few miles above the junction, and so limited were the Severn spawning grounds at this time, and so severe was the netting, that the salmon fisheries were at their lowest ebb. The navigation weirs, of which there were five constructed in 1842, had done much to ruin the river, as none of them were provided with efficient passes, while above and below Shrewsbury there were also eel weirs, which were illegally fished in the spring, solely for the capture of salmon smolts. Book excerpt: ANDROS, SIR EDMUND (1637-1714), English colonial governor in America, was born in London on the 6th of December 1637, son of Amice Andros, an adherent of Charles I., and the royal bailiff of the island of Guernsey. He served for a short time in the army of Prince Henry of Nassau, and in 1660-1662 was gentleman in ordinary to the queen of Bohemia (Elizabeth Stuart, daughter of James I. of England). He then served against the Dutch, and in 1672 was commissioned major in what is said to have been the first English regiment armed with the bayonet. In 1674 he became, by the appointment of the duke of York (later James II.), governor of New York and the Jerseys, though his jurisdiction over the Jerseys was disputed, and until his recall in 1681 to meet an unfounded charge of dishonesty and favouritism in the collection of the revenues, he proved himself to be a capable administrator, whose imperious disposition, however, rendered him somewhat unpopular among the colonists. During a visit to England in 1678 he was knighted.
