Book excerpt: This note presents the Roads Economic Decision Model (RED) that performs an economic evaluation of road investments, and maintenance options, customized to the characteristics of low-volume roads, such as: high uncertainty of the assessment of traffic, road condition, and future maintenance of unpaved roads; periods with pass disruptions; levels of service, and corresponding road user costs defined not only through roughness; high potential to influence economic development; and, beneficiaries, other than motorized road users. The model computes benefits accruing to normal, generated, and diverted traffic, as a function of a reduction in vehicle operating, and time costs, and, adopts the consumer surplus approach, which measures the benefits of road users, and consumers of reduced transport costs. RED addresses, among others, the following additional concerns: reduce input requirements for low-volume roads; consider the higher uncertainty, related to input requirements; compute internally the traffic generated due to decreased transport costs, based on a defined price elasticity of demand; and, quantify the economic costs, associated with the days per year when the passage of vehicles is further disrupted by a highly deteriorated road condition. Particularly, the model highlights all input assumptions, and comprehensively integrates them with sensitivity, switching values, and stochastic risk analysis.

This report discusses how the context of road sector policy and road infrastructure investments will change, and the ways the sector can best prepare to fulfill its new role. Given the country's road infrastructure needs, the road sector will be expected to implement massive highway investments in a short time and then to consistently maintain the new highways at a high standard. However, Mongolia's current small-scale road sector will unlikely have the capacity to scale up and deliver upon such expectations without extensively modernizing its financing mechanisms, business processes, organization, and education systems. This report therefore argues that Mongolia's government needs to implement a comprehensive capacity development program for the road sector for about 5 years. This study looks into the sector's financial dimension, the techniques and processes followed for road maintenance and construction, and the role of human resources management and education. It tries to understand why sector performance improvement has been slow, even though many sector issues and apparent solutions have been considered in the past. Reflecting on lessons from international experience, it outlines a range of policy options for decision makers and proposes an agenda until 2016.

Book excerpt: A primary purpose of this report is to review and summarize studies that provided comparative data on the impacts of paved roads and unpaved roads for selected environmental factors. The results of the literature search suggest that comparative studies of the impacts of paved versus unpaved roads are not well documented for a broad range of environmental impacts. Dust impacts of unpaved roads on air quality, water quality, aquatic habitat, and the effectiveness of dust control and suppression measures, including paving, are well documented and provide a basis for making comparisons. Little comparative information on the other environmental factors considered for this report was found. A literature review, surveys, and data analyses indicate that paving gravel roads may raise property values and vehicle speed. Paving has little effect on traffic volume, economic development, employment, tourism and recreation. Evidence from testing an empirical model suggests that paving may reduce fatal accident rates. However, this finding may also be attributable to safety improvements which often accompany paving rather than the paving itself. Because there are a number of plausible explanations for this finding, the issue should receive further study.
