Baltimore: The Johns Hopkins Press, 1910. xvii, 350 pp. Reprinted 1999 by The Lawbook Exchange, Ltd. LCCN 98-50815. ISBN 1-886363-73-0. An examination of the first state constitutions from 1776-1783 provides a historical context, but much of the work analyzes the relevant legal principles affecting changes to state constitutions based on a study of judicial decisions pertinent to such areas as the development of the distinction between constitutions and statutes, and the distinction between the constitutional convention and the regular legislature in states. Includes a Table of cases and an appendix, by state, showing popular votes on constitutional questions from 1899-1908.

Book excerpt: Excerpt from American State Constitutions: A Study of Their Growth That saying of Andrew Fletcher, of Saltoun, two centuries ago, is still sometimes quoted: "That if a man were permitted to make all the ballads, he need not care who should make the laws of a nation." Whether this be not an extravagant statement, we need not now inquire. It may be conceded that the ballads, still more the folk-songs of higher degree, which find a permanent foothold in the traditions and the literature of a people, must leave their mark upon its character and even upon its institutions. Yet the name - Chansons de Geste, songs of action, or of what has been acted - given to such poems as the Spanish Song of the Cid, and its French parallel in subject and form, the Song of Roland, implies that the deeds of valor and the scenes of pathos whose memory they made immortal were the flower and the fruit of a national life already existing. They are an expression of that life, rather than the mould in which it was formed. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Through illuminating case studies of reform efforts in Alabama, California, Colorado, Florida, New York, and Virginia, this book—the first of three volumes—provides the first systematic analysis of the political obstacles to state constitutional reform. For those seeking constitutional reform, this useful resource can spell the difference between success and failure, and for those interested in state politics or constitutional politics, it offers rare insight into a distinctive aspect of American constitutionalism. Written by eminent scholars who were, in many cases, also active participants in the reform campaign, the essays provide practical experience, expert analysis, and lessons for future constitutional reformers.

Book excerpt: Excerpt from Debates and Proceedings of the Maryland Reform Convention to Revise the State Constitution, 1851, Vol. 2 The only question to be decided was, whether the application of the previous question would accomplish that object. What had we seen from time to time? Every gentleman who had been present had witnessed the discouraging effect of the previous question. The Convention in good faith, and from an anxious desire to expedite the transaction of its business, had drawn the cord a little tighter than it was elsewhere drawn, and what had been gained? Mr. B. Proceeded to show the effect of the amendment which had been made to the rule re lating to the previous question, and to trace to its Operation the constant motions which were made to reconsider. By which the whole merits of questions which had already been discussed, were again thrown open to debate. Book excerpt: Classic Books Library presents this brand new edition of “The Federalist Papers”, a collection of separate essays and articles compiled in 1788 by Alexander Hamilton. Following the United States Declaration of Independence in 1776, the governing doctrines and policies of the States lacked cohesion. “The Federalist”, as it was previously known, was constructed by American statesman Alexander Hamilton, and was intended to catalyse the ratification of the United States Constitution. Hamilton recruited fellow statesmen James Madison Jr., and John Jay to write papers for the compendium, and the three are known as some of the Founding Fathers of the United States. Alexander Hamilton (c. 1755–1804) was an American lawyer, journalist and highly influential government official. He also served as a Senior Officer in the Army between 1799-1800 and founded the Federalist Party, the system that governed the nation’s finances. His contributions to the Constitution and leadership made a significant and lasting impact on the early development of the nation of the United States.

This widely used textbook helps students to satisfy that requirement, either in courses or by examination. This brief and affordable study aid begins with a discussion of the ways that state and local governments, in providing services and allocating funds, affect our daily lives. Subsequent chapters are devoted to the development of our federal system and the importance of constitutions in establishing authority, distributing power, and formalizing procedures how the various state constitutions differ from each other, even as they all complement the U.S. Constitution how constitutions in Georgia have been amended or replaced Georgia’s governmental institutions at the state, county, and city levels elections in Georgia, including the basic ground rules for holding primaries, general elections, and runoffs Key terms and concepts are covered throughout the book, as well as important court cases at the national and state level. In addition, helpful lists, diagrams, and tables summarize and compare such information as the structure of Georgia’s court system the number of constitutions each of the fifty states has had, the number of times each state’s constitution has been amended, and the length of each state’s current constitution various procedures used by the states to amend their constitutions Georgia’s ten constitutions, with highlights of their major changes or features the number of amendments voted on in Georgia from 1984 to 2012 the executive branch officials elected by the public across states the constitutional boards and commissions in Georgia, with details on the methods by which members are chosen the number and types of local governments in Georgia since 1952 including counties, municipalities, school districts, and special districts the major federal cases in which Georgia has been a party, on issues of discrimination, representation, freedom of speech and the press, the accused or convicted of crimes, and the right to privacy rights and liberties, and how constitutions guarantee and protect them
