Car demand experienced a sharp drop, stressing the pre-crisis difficulties of overcapacity and exacerbating the economic downturn in major car-manufacturing countries. Since then, considerable efforts have been taken all over the world to lead the auto-motive industry through the global recession. Yet the extent of and reasons for the implementation of restructuring measures have varied significantly between individual countries, regions and automotive manufacturers. This thesis examines the extent of and reasons for state intervention in the restructuring of the automotive industry in the United States and Italy throughout the financial crisis and identifies the main factors that accounted for the differences between the two countries and corresponding car manufacturers with regards to the restructuring process. Thereby it becomes clear, that the initial situation within the two states could not have been more diverse and that governments and other non-market actors are at the basis of a viable and confident future of the automotive industry.

Book excerpt: This work examines the responses of unions and workers to regional integration and restructuring in the automobile industry in North and Central America. The focus is on the automobile industry in Mexico, which, because of its size and importance, is viewed as a strategic sector of the Mexican economy and was the focal point of talks between the US, Canada and Mexico during negotiations on NAFTA. Focusing on the period from 1980, John P. Tuman examines the changes implemented by firms to promote export production, he explores reasons for the variation in labour responses to restructuring, and he discusses the prospects for cross-border organizing and co-operation among automobile workers in Canada, the US and Mexico.

Book excerpt: At its peak in the 1950s and 1960s, automobile manufacturing was the largest, most profitable industry in the United States and residents of industry hubs like Detroit and Flint, Michigan had some of the highest incomes in the country. Over the last half-century, the industry has declined, and American automakers now struggle to stay profitable. How did the most prosperous industry in the richest country in the world crash and burn? In Wrecked, sociologists Joshua Murray and Michael Schwartz offer an unprecedented historical-sociological analysis of the downfall of the auto industry. Through an in-depth examination of labor relations and the production processes of automakers in the U.S. and Japan both before and after World War II, they demonstrate that the decline of the American manufacturers was the unintended consequence of their attempts to weaken the bargaining power of their unions. Today Japanese and many European automakers produce higher quality cars at lower cost than their American counterparts thanks to a flexible form of production characterized by long-term sole suppliers, assembly and supply plants located near each other, and just-in-time delivery of raw materials. While this style of production was, in fact, pioneered in the U.S. prior to World War II, in the years after the war, American automakers deliberately dismantled this system. As Murray and Schwartz show, flexible production accelerated innovation but also facilitated workers’ efforts to unionize plants and carry out work stoppages. To reduce the efficacy of strikes and combat the labor militancy that flourished between the Depression and the postwar period, the industry dispersed production across the nation, began maintaining large stockpiles of inventory, and eliminated single sourcing. While this restructuring of production did ultimately reduce workers’ leverage, it also decreased production efficiency and innovation. The U.S. auto industry has struggled ever since to compete with foreign automakers, and formerly thriving motor cities have suffered the consequences of mass deindustrialization. Murray and Schwartz argue that new business models that reinstate flexible production and prioritize innovation rather than cheap labor could stem the outsourcing of jobs and help revive the auto industry. By clarifying the historical relationships between production processes, organized labor, and industrial innovation, Wrecked provides new insights into the inner workings and decline of the U.S. auto industry.

Book excerpt: In Dec. 2008 the Dept. of the Treasury established the Auto. Industry Financing Program under the Troubled Asset Relief Program. From Dec. 2008 through March 2009, Treasury has allocated about $36 billion to this program, including loans to Chrysler and GM. Three principles should guide fed. assistance to large firms: define the problem, determine the national interests and set goals and objectives, and protect the gov¿t. interests. This report discusses: (1) the nature and purpose of assistance to the auto industry; (2) how the assistance addresses the 3 principles; and (3) important factors for Chrysler and GM to address in achieving long-term viability and the challenges that they face to become viable. Available in PDF, EPUB and Kindle. Book excerpt: This book is the product of four years of collaborative work within the framework of the European Science Foundation's Regional and Urban Restructuring in Europe (RURE) programme. With one exception, all of the chapters have been prepared by participants in RURE - the exception being that commissioned from Conti and Enrietti on Fiat and Italy to provide a fuller coverage of changes in the main automobile producing companies and countries of Europe. A - perhaps the - central theme around which the RURE programme was conceived is that the restructuring of the production system lies at the heart of the changing map of Europe. Equally, it continues to be the case that the automobile industry lies at the cutting edge of the search for viable new models of production. Some eighty years ago the automobile industry occupied a pivotal position in the transition from craft to mass production - indeed "Fordism" came to denote not just a particular micro-economic model of production organisation in the factory but a macro-scale model of economic development, characterized by a particular pattern of relations between mass production, mass consumption and national state regulation. From the late 1960s, however, it became increasingly clear that Fordism as a macro-scale model of advanced capitalist development was reaching its limits.
