Book excerpt: The term Reserve Component is often used to refer collectively to the seven individual reserve components of the armed forces: the Army National Guard of the United States, the Army Reserve, the Navy Reserve, the Marine Corps Reserve, the Air National Guard of the United States, the Air Force Reserve, and the Coast Guard Reserve. The role of these seven reserve components, as codified in law at 10 U.S.C. 10102, is to provide trained units and qualified persons available for active duty in the armed forces, in time of war or national emergency, and at such other times as the national security may require, to fill the needs of the armed forces whenever ... more units and persons are needed than are in the regular components. During the Cold War era, the reserve components were a manpower pool that was rarely tapped. For example, from 1945 to 1989, reservists were involuntarily activated by the federal government only four times, an average of less than once per decade. Since the end of the Cold War, however, the nation has relied more heavily on the reserve components. Since 1990, reservists have been involuntarily activated by the federal government six times, an average of once every two years. This increasing use of the reserves has led to greater congressional interest in the various issues, such as funding, equipment, and personnel policy, that bear on the vitality of the reserve components. This report is designed to provide an overview of key reserve component personnel issues.

Since the Total Force Policy was introduced by Secretary of Defense Melvin Laird in 1970, this dependency has grown even more. The 1990 mobilization for OPERATION DESERT SHIELD and the follow-on offensive OPERATION DESERT STORM in 1991 validated the use of the Reserve Components for contingency operations and guaranteed the policy's extension for the foreseeable future. Yet, even with the renewed emphasis on the Reserve Components' roles, their legal basis, mission, mobilization, training, force structure, and relationship to their respective Active Component remain relatively little understood. There are relatively few, if any, single source references pertaining to these Reserve Component areas. This report responds to the growing strategic importance of the Armed Forces Reserve Components. Declining defense budgets leading to small Active Component forces, coupled with inherent dangers facing the world community in a multipolar world, makes the use of Reserve forces on a recurring basis a necessity. This is especially true for Reserve Combat Support and Combat Service Support Forces not readily available in the Active Components. In essence, because of the relatively short time in which contingency operations unfold, the Reserve Components have become the Nation's strategic reserve insurance policy.

Book excerpt: Throughout the post-World War II period, the National Guard and Reserves have maintained separate identities despite periodic proposals to merge both reserve components. The two most serious proposals came in 1947, when the so-called Gray Board convened by Secretary of Defense James Forestall to examine the status of reserve forces recommended the abolition of the National Guard, and in 1964, when Secretary of Defense Robert McNamara recommended merging all reserve components of the army under the management of the National Guard. Both proposals failed because of strong congressional opposition, fueled by the effective lobbying of associations affiliated with the National Guard and Reserves and other interest groups. Since the introduction of the Total Force Policy in 1973, reserve forces have been increasingly integrated with active-duty forces, to the extent that the distinction between the two has begun to fade. Some observers argue that this integration has gone too far in view of the traditional citizen-soldier role of the National Guard and Reserves.
