The purpose of this study was to examine the role of the principal in developing and sustaining professional learning communities in elementary school settings. The exploratory, sequential, mixed method case study was conducted using Hord's (1997, 1998, 2008) Five Dimensions of a Professional Learning Community as the theoretical framework. The research design was a quan→QUAL sequential approach, with priority or dominance given to the qualitative phase (Greene, 2008; Johnson & Onwuegbuzie, 2004). Triangulation of data sources and methods added strength to the findings. In the initial phase, 107 teachers from eight elementary schools from one school district in a southeastern state responded to the PLCA--R instrument (Olivier & Hipp, 2010a). The PLCA--R data provided insight into teachers' perceptions of the extent to which PLC practices are found in elementary schools. The quantitative data analysis led to the selection of two elementary schools with strong evidence of PLC practices to serve as cases for the qualitative phase. In the qualitative phase data collection at the elementary schools included interviews with principals and teachers, observations of PLCs, and artifacts. Both within case and cross-case analyses were conducted to determine the extent of PLC practices and findings related to the role of the principal. With strong evidence of PLC practices, three themes were developed concerning the principal's role in developing and sustaining PLCs: relationships matter; principal support is critical; and structure is important. The themes fall within the supportive conditions dimension of PLCs (Hord, 1997, 1998, 2008). As elementary principals lead their schools in developing PLC practices, they can benefit by recognizing the impact of principal support on the process. Principals can also foster PLCs by building trusting and caring relationships and by developing structures that support the collaborative work found in PLCs.

One effective reform strategy that schools are using to better prepare teachers to meet these needs is the development of professional learning communities. Much of the literature presented in this area focuses on teachers and their growth as collaborative working entities. If done correctly, professional learning communities can allow teachers to have professional dialogue about their teaching styles, student expectations, and learning outcomes (DuFour, 2004). The purpose of this study is to explore the connection between an elementary principal's role in the development of successful professional learning communities. Their role is typically described as creating a cultural learning atmosphere where views, values, and beliefs, are accepted by all, but precisely what that means in practice is not known. Although it has been stated that it is imperative for principals to take an active role in the development of professional learning communities (Lunenberg, 2010), the specific tasks, organization, and procedures have yet to be uncovered (Hord, 1997). Specifically, this study addresses the following questions: 1) What level of participation (frequency and guidance) do principals us when meeting with professional learning communities? 2) Does the level of principal participation have an effect on the success of professional learning communities? 3) What are specific strategies principals use to develop and maintain professional learning communities in their school setting? Data analysis of teacher surveys, teacher interviews, and principal interviews show that professional learning communities can benefit from principals taking a more hands-on approach to leading and guiding learning communities. This study indicates that it is vital for principals to have a more hands-on approach to leading and guiding learning communities through presentations on a regular basis with the school community. Under the principal's precise direction and guidance, meaningful PLC practices can transform schools by encouraging meaningful teacher dialogue to affect teaching practices and enhance student achievement. Data also revealed four types of principal participation in PLCs: Lead Learner, Facilitator, Director/Detailer, or Observer/Consultant.

In The Money Myth, W. Norton Grubb proposes a powerful paradigm shift in the way we think about why some schools thrive and others fail. The greatest inequalities in America's schools lie in factors other than fiscal support. Fundamental differences in resources other than money—for example, in leadership, instruction, and tracking policies—explain the deepening divide in the success of our nation's schoolchildren. The Money Myth establishes several principles for a bold new approach to education reform. Drawing on a national longitudinal dataset collected over twelve years, Grubb makes a crucial distinction between "simple" resources and those "compound," "complex," and "abstract" resources that cannot be readily bought. Money can buy simple resources—such as higher teacher salaries and smaller class sizes—but these resources are actually some of the weakest predictors of educational outcomes. On the other hand, complex resources pertaining to school practices are astonishingly strong predictors of success. Grubb finds that tracking policies have the most profound and consistent impact on student outcomes over time. Schools often relegate low-performing students—particularly minorities—to vocational, remedial, and special education tracks. So even in well-funded schools, resources may never reach the students who need them most. Grubb also finds that innovation in the classroom has a critical impact on student success. Here, too, America's schools are stratified. Teachers in underperforming schools tend to devote significant amounts of time to administration and discipline, while instructors in highly ranked schools dedicate the bulk of their time to "engaged learning," using varied pedagogical approaches. Effective schools distribute leadership among many instructors and administrators, and they foster a sense of both trust and accountability. These schools have a clear mission and coherent agenda for reaching goals. Underperforming schools, by contrast, implement a variety of fragmented reforms and practices without developing a unified plan. This phenomenon is perhaps most powerfully visible in the negative repercussions of No Child Left Behind. In a frantic attempt to meet federal standards and raise test scores quickly, more and more schools are turning to scripted "off the shelf" curricula. These practices discourage student engagement, suppress teacher creativity, and hold little promise of improving learning beyond the most basic skills. Grubb shows that infusions of money alone won't eradicate inequality in America's schools. We need to address the vast differences in the way school communities operate. By looking beyond school finance, The Money Myth gets to the core reasons why education in America is so unequal and provides clear recommendations for addressing this chronic national problem.

Individual school data as well as aggregated data from 25 studied schools were analyzed in order to form overall conclusion of perceptions of leadership for the elementary schools within the system. -- The purpose of this quantitative survey study was to examine principal perceptions of their leadership behaviors and determine if they aligned with teacher perceptions of these same behaviors using the five practices of exemplary leadership of The Leadership Challenge. The researcher disaggregated the data to identify areas of strength and weakness and compared the perceptions to the teachers they lead. The researcher also disaggregated data to determine the relationship of perceptions based on gender and teacher experience level to determine if either of leadership behaviors affect teacher perceptions of principal leadership. -- Through collecting research surveys of principals and teachers, the quantitative data were analyzed to determine if there was an alignment between teacher perceptions of leadership behaviors and leaders’ self-perceived behaviors. -- Three main findings resulted from the study. First, there was not a significant statistical difference in teacher perceptions of principal practices using the five exemplary leadership behaviors based on years of experience. Second, a gender difference emerged such that female principals were more likely to “challenge the process” than male principals. In other words, female principals showed a greater willingness to take risks and search for new opportunities (at least according to their own self-report). Third, teacher ratings of principal leadership behaviors aligned well with the principals’ own ratings.

Using a qualitative method, 10 suburban elementary school principals from the Chicago metropolitan area were interviewed to gain a deeper understanding of their perceptions of working with suburban elementary school students from poverty. Principals revealed that they see poverty as having a deficit influence on suburban elementary students. They defined that they see the role of principal as helping students gain from the school experience by reducing the obstacles to learning that poverty presents and, therefore, providing access to education. Finally, in the context of working with suburban elementary school students from poverty, the principals described the elements of the school that are influenced by their leadership and the factors that have had an influence on their leadership. Confirming existing research, the findings reveal that relationships with students, parents and community are an essential component of the principal's work with suburban elementary school students from poverty. The findings suggest that by gaining a greater understanding of the principals' perceptions, professional practice can be impacted and thus increase the students' chances for success later in school and in life.

This study documents the actions taken by the Foundation's grantees to create a more cohesive set of policies and initiatives to improve instructional leadership in schools; describes how states and districts have worked together to forge such policies and initiatives around school leadership; and examines the hypothesis that more-cohesive systems do in fact improve school leadership. The study found that it is possible to build more-cohesive leadership systems and that such efforts appear to be a promising approach to developing school leaders engaged in improving instruction. Although the study did not find evidence that the full underlying theory behind this initiative is sound, it did find a correlation between improved conditions for principals and their engagement in instructional practices.

Additionally, this study considered the relationship between values congruence, leadership practices, and student achievement. The perceptions teachers hold regarding their principal's effectiveness have proven to be an important variable that influences the quality of the school, when quality is defined in terms of student achievement levels (Cotton, 2003; Marzano et. al., 2005). This study sought a better understanding of the factors that influence a teacher's perceptions of their principal's effectiveness to provide insight into the teacher/principal relationship and its subsequent association with student achievement. The statistical analyses in this study revealed that values congruence between teachers and principals is not a variable that has a statistically significant relationship to teachers' perceptions of their principal's leadership practices. This study also revealed that teacher/principal values congruence has no statistically significant relationship to student achievement levels. This study suggests that principals would be well served to focus their efforts on factors that have been shown to improve student achievement instead of seeking to affect the congruence between their work values and their staff's work values. The existing research base focuses the school leader on creating practices that are conducive to building professional teacher/principal relationships rooted in the examination of student data with a constant eye upon adjusting instruction that meets the diverse needs of each individual learner (DuFour & Eacker, 1998; Schmoker, 1999, 2006). A focus upon assuring teachers' utilization of instructional practices that have been found to impact student achievement is also essential (Marzano et al., 2003, 2005; Danielsen, 2002). It is advisable that principals focus their efforts in these areas rather than upon seeking to effect the level of values congruence that might exist between the principal and his/her staff.
