Can the investigation justify the land use policies to reduce automobile dependence and achieve the goals of sustainable development in the metropolitan areas? Previous research enhanced our understanding of the connections between land use and travel behavior. It also provided implications for managing automobile-dependent travel behavior. However, there are questions still left unanswered about the causal connections between them, and the effectiveness of the land use policies to manage travel demand. To address the issues, attention is focused on the effects of land use measures on travel behavior outcomes from different modeling perspectives. The travel demand modeling explores the associations between land use and travel behavior. In addition, the causal modeling helps clarify the causal connections between them. It includes the structural equation models (SEMs) and the directed acyclic graphs (DAGs). The study focuses on six counties of the Houston-Galveston Area Council (HGAC) area. Travel behavior outcomes contain individual mode choice, household automobile trip generation and household total vehicle miles traveled (VMT). Three dimensions (i.e., density, diversity and design) of six land use measures are considered, which are computed using quarter-mile buffers for both trip origins and destinations. Different travel outcomes and modeling strategies are examined for different travel purposes. The significance of land use measures in affecting travel behavior is found to be evident, while varying to a certain degree according to trip purposes, travel outcomes and methodologies. For individual model choice, multinomial logit (MNL) models, the SEMs and the DAGs for different trip purposes support the hypothesis that land use measures directly affect individual mode choice behavior when other factors are kept constant. There is also evidence from causal models that land use factors indirectly influence it through travel time. For household automobile trip generation, there is no evidence to assert that land use measures at origin significantly affect household automobile trip rates when travel cost and socioeconomic variables are controlled. However, it is confirmed that land use measures have indirect causal connections with automobile trips through travel costs for all trip purposes. For household total VMT, it is found that land use patterns around residential locations are not only significantly associated, but also causally connected with household VMT. To summarize, compact development with high density and improved network design generally contribute to the reduction in automobile dependent travel patterns in the HGAC region.

Studies of this kind were often aggregate and did not allow for making inferences of individual-level travel behavior. Using disaggregate data from the Baton Rouge Personal Transportation Survey, this study attempts to overcome this limitation. Several approaches were applied to relate urban land use and travel behavior. First, a multilevel modeling approach was used to investigate the geographical effect of a place and the role of a population composition in commuting. The models examined the degree of association between several aspects of land use and travel behavior, considered alone and controlling for the socioeconomic factors. Second, urban structure in terms of job concentrations and its impact on commuting were examined. Lastly, relationship between land use and trip chaining was investigated. Additionally, the impact of travelers' employment status and gender was considered. The study's findings indicate that impacts of land use remain significant even after controlling for the socioeconomic factors.

Previous research has shed light on the correlations between land-use and travel. Yet a crucial knowledge gap still exists in establishing causality between the two. Do changes in land-use characteristics cause behavioral changes in individuals' decisions on what transportation means to use for travel? How does land-use as a contextual factor shape the decision process and outcome of trip frequency and travel mode choice? These questions remain largely unanswered. Attempting to fill the gap, this study applied the directed acyclic graphs methodto identify the causal relationship between land-use and travel in the 9-county Dallas-Fort Worth (D-FW) metropolitan area. The logit captivity (LC) model, an extension to the conventional multinomial logit, was utilized to capture the contribution of land-use in affecting individuals' decisions on travel mode choice. All the data for this study were obtained from the North Central Texas Council of Governments (NCTCOG). Evidence from the D-FW region confirms to a certain extent the causal effects of land-use on travel. For work trips, increases in regional accessibility, job density and share of commercial land-use reduce the use of automobiles. Higher regional accessibility, however, causes households to generate automobile trips and thus leads to the increase in vehicle miles of travel (VMT). For non-work trips, population density, job density and regional accessibility are direct causes of the choice of automobile, while only regional accessibility is causally connected to reducing automobile trips and VMT. The logit captivity model results indicate that land-use contributes to captive-driving choices for home-based work trips. Lack of land-use mix at trip origins increases the probabilities of trip-makers being captive to the automobile from 0.06% to 5.62% for driving-alone and from 0.38% to 3.55% for shared-ride.

Underlying this has been the presumption that, for these options to be given serious consideration as part of policy reform, science has to prove that they will reduce auto use and increase transit, walking, and other physical activity. Zoned Out forcefully argues that the debate about transportation and land-use planning in the United States has been distorted by a myth?the myth that urban sprawl is the result of a free market. According to this myth, low-density, auto-dependent development dominates U.S. metropolitan areas because that is what Americans prefer. Jonathan Levine confronts the free market myth by pointing out that land development is already one of the most regulated sectors of the U.S. economy. Noting that local governments use their regulatory powers to lower densities, segregate different types of land uses, and mandate large roadways and parking lots, he argues that the design template for urban sprawl is written into the land-use regulations of thousands of municipalities nationwide. These regulations and the skewed thinking that underlies current debate mean that policy innovation, market forces, and the compact-development alternatives they might produce are often 'zoned out' of metropolitan areas. In debunking the market myth, Levine articulates an important paradigm shift. Where people believe that current land-use development is governed by a free-market, any proposal for policy reform is seen as a market intervention and a limitation on consumer choice, and any proposal carries a high burden of scientific proof that it will be effective. By reorienting the debate, Levine shows that the burden of scientific proof that was the lynchpin of transportation and land-use debates has been misassigned, and that, far from impeding market forces or limiting consumer choice, policy reform that removes regulatory obstacles would enhance both. Book excerpt: Abstract: Across the United States, the need and value of coordinated land use and transportation planning have become a highly debated topic. There are those who believe that the coordination of land use and transportation is best served in the development of compact communities with alternate modes of travel. This approach is thought to preserve natural resources and result in a reduction in the number and length of vehicle trips. Others believe that such compact developments will lead to highly congested transportation systems. The Federal Highway Administration (FHWA) has acknowledged the need and value of coordinating land use and transportation planning, and has taken several initiatives to integrate these processes. In addition, there have been a variety of previous research efforts which investigated specific relationships between various individual land use measures and transportation outcomes. Such efforts have also included the development of various entropy values and metrics which serve to combine various land use measures. Generally speaking, compact developments, with high population and employment density, good street connectivity, and access to transit have been shown to be associated with lower vehicle miles traveled (VMT). The objective of this thesis was to examine whether the latest published metric for evaluating the sprawl of Metropolitan Statistical Areas (MSAs) is correlated with transportation outcomes, as predicted by the relationships reported in the literature. To do so, a comprehensive literature review was conducted. The quantitative relationships between land use measures and transportation outcomes were extracted from the literature and cataloged. Those land use measures and transportation outcomes that were consistently found to be correlated were identified. The transportation data was extracted from the latest release of the Urban Mobility Report. Using linear regression analysis, the relationship between the latest sprawl index values and the transportation data was examined. Based on linear regression analysis, the latest sprawl index was found to be negatively related to vehicle miles traveled (VMT), such that the vehicle miles traveled (VMT) decreased for less sprawling MSAs .The relationship suggests that those who live in less sprawling areas tend to drive less by almost 1.6 miles per day. The annual hours of travel delay was also found to be negatively related to the sprawl index, such that the annual hours of travel delay decreased for less sprawling MSAs. This relationship suggests that those people living in compact areas experience less travel delay than those in more sprawling areas. These findings agree with the results of previous studies favoring compactness over sprawl.
