Book excerpt: Giulia Barbanente investigates the impact of large-scale foreign land acquisitions (LSLAs) on rural households in Ethiopia and Tanzania. Given the scale of LSLAs happening in developing countries, there is urgent need to objectively assess whether risks for smallholders are balanced by positive economic outcomes. The author considers four key pathways of influence of LSLAs on rural households: access to land, returns to land, returns to labor and price of agricultural goods. The four pathways are tested on the background of Ethiopia’s and Tanzania’s land tenure systems, which are strikingly different. The evidence shows several elements of similarity in the reported effect of LSLAs on the defined indicators of households’ welfare in the two countries.

Book excerpt: The impact of large-scale foreign land acquisitions (“landgrabs”) on rural households in developing countries has proven a highly contentious question in public discourse. Similarly, in the academic literature, "evolutionary" theories of property rights and "enclosure" models make diametrically opposed predictions about the impacts on holders of informal property rights of increased demand for land. The current paper uses a multi-method approach to provide much-needed empirical evidence on the impacts of large-scale land acquisitions in Ethiopia. We use basic economic theory to structure evidence from disparate sources, including: a survey of existing qualitative evidence; original legal analysis of specific foreign land-acquisition contracts; and original econometric analysis of new World Bank household survey data. The evidence from all three methods suggests large-scale foreign land acquisitions are associated with losses of land and resource rights for rural households. While there is some compensating evidence of increased household expenditure, it is difficult to say whether this increase is caused by growth in incomes or in implicit prices.

Book excerpt: Several studies have investigated the impetus and implications behind large-scale land acquisitions/deals at the global level; however, intranational factors within communities and societies have not received much attention from researchers. The Handbook of Research on In-Country Determinants and Implications of Foreign Land Acquisitions examines the economic, sociological, and environmental issues surrounding land transactions and the impact these deals may have on local households and communities. Focusing on international issues as well as domestic concerns, this publication is a useful reference for policymakers, academics, researchers, and advanced-level students in various disciplines.

Book excerpt: In the wake of increased domestic and foreign entity rush for land in Africa, rural households remained the marginalized group in terms of access. Consequently, household's farm investment decisions are affected. Arresting such situation calls for study of the factors driving households' exposure to such large-scale land acquisition (LSLA). Drawing information from 664 households selected through multistage sampling technique, this study examined the relationship between direct and indirect exposure to large-scale land acquisition under domestic and foreign entities and investment in short and long-term land improving techniques. The results revealed that direct and indirect exposure to land grabbing under domestic and foreign entities tend to exert a negative and statistically significant impact on the probabilities of investing in long-term land-improving measures but exert a positive and significant influence on the likelihood of investing in short-term land-improving techniques. Further the results revealed a reverse causality between exposure to land grabbing and farm investment. Thus, provision of legal ownership to farmers can provide insurance to farmers for taking long-term investments. Government can also step up the fertilizer subsidy program to enable households increase investment and avoidance of further exposure to LSLA.

To do so, gravity models are estimated using data on bilateral investment relationships, together with newly constructed indicators of agro-ecological suitability in areas with low population density as well as indicators of land rights security. Results confirm the central role of agro-ecological potential as a pull factor. In contrast to the literature on foreign investment in general, the quality of the business climate is insignificant whereas weak land governance and tenure security for current users make countries more attractive for investors. Implications for policy are discussed.

Book excerpt: This study is undertaken to find out the factors influencing the effects of large-scale land acquisition on the livelihood of smallholder farmers in the Pru district. An important driver for large-scale land acquisition in Ghana, and the rest of Africa, is the growing global demand for biofuels and other plantations. Methodologically, mixed method approach was adopted by applying both quantitative and qualitative research designs. Quantitative data was obtained through a cross-sectional survey from smallholder farming households in the study communities of the Pru District with the help of a multi-stage sampling technique and cluster sampling technique. Qualitative data was obtained through Focus Group Discussions (FGD) from farmer- based associations in the Pru district. The Pru district in the Bono East region was purposively selected based on the reason that it is the most affected district with activities of land grabbing in Ghana. Based on the sample frame of 2,554 households in the communities, a sample size of 346 was used for the study out of which 332 were households and 14 were investors and traditional authorities. The study revealed that household heads' level of education, sex of household heads, household engagement in off-farm activities, total farm land owned by a household, size of land lost by households to large-scale land investors, households' participation in decision making, and training of households for other alternative jobs significantly influence large-scale land acquisition on the livelihood of smallholder farming households. The study found out that the higher the level of education of a household head, the lesser the household suffers the adverse effects of losing their farm land to large- scale land investors hence their livelihoods. It was revealed that some major factors that influenced large-scale land acquisition in the Pru district were the availability of land for the cultivation of plantations by investors, the soil fertility of the land in the district and the freedom and peace enjoyed by investors to go about their businesses and enjoying good tax exemptions in such an environment thus Pru district.

Book excerpt: This collection explores the complex dynamics of corporate land deals from a broad agrarian political economy perspective, with a special focus on the implications for property and labour regimes, labour processes and structures of accumulation. This involves looking at ways in which existing patterns of rural social differentiation – in terms of class, gender, ethnicity and generation – are being shaped by changes in land use and property relations, as well as by the re-organization of production and exchange as rural communities and resources are incorporated into global commodity chains. It goes further than the descriptive ‘what’ and ‘who’ questions, in order to understand the ‘how’ and ‘why’ of these patterns. It is empirically solid and theoretically sophisticated, making it a robust and boundary-changing work. Contributors come from various scholarly disciplines. Covering nearly all regions of the world, the collection will be of interest to researchers from various disciplines, policymakers and activists. This book was originally published as a Special Issue of the Journal of Peasant Studies.

Book excerpt: The past several decades have witnessed a rise in foreign and domestic investments in Africa’s arable land. While such land projects are currently the focus of widespread media and scholarly interest, the role of the state in driving, negotiating and facilitating these acquisitions deserves closer attention. This book analyzes how state land policies, stakeholder interactions and privatization schemes interact to facilitate large-scale land acquisitions. It includes a study of the various forms of state intervention, the influence of foreign agencies, governments and private entities, and a look at how states interact with local populations. The inclusion of case studies in settings throughout the African continent should attract the interest of both an academic and non-academic readership.
