Available in PDF, EPUB and Kindle. Book excerpt: The 1990s witnessed a flurry of legislative initiatives—most notably, “Megan’s Law”—designed to control a population of sex offenders (child abusers) widely reviled as sick, evil, and incurable. In Sex Offenders, Stigma, and Social Control, Diana Rickard provides the reader with an in-depth view of six such men, exploring how they manage to cope with their highly stigmatized role as social outcasts. The six men discussed in the book are typical convicted sex offenders—neither serial pedophiles nor individuals convicted of the type of brutal act that looms large in public perceptions about sex crimes. Sex Offenders, Stigma, and Social Control explores how these individuals, who have been cast as social pariahs, construct their sense of self. How does being labeled in this way and controlled by measures such as Megan’s Law affect one’s identity and sense of social being? Unlike traditional criminological and psychological studies of this population, this book frames their experiences in concepts of both deviance and identity, asking how men so highly stigmatized cope with the most extreme form of social marginality. Placing their stories within the context of the current culture of mass incarceration and zero-tolerance, Rickard provides a deeper understanding of the complex relationship between public policy and lived experience, as well as an understanding of the social challenges faced by this population, whose re-integration into society is far from simple or assured. Sex Offenders, Stigma, and Social Control makes a significant contribution to our understanding of sex offenders, offering a unique window into how individuals make meaning out of their experiences and present a viable—not monstrous—social self to themselves and others.

This book was released on 2014-10-17 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Sex Offender Registration and Notification Act (“SORNA” or “the Act”), which is title I of the Adam Walsh Child Protection and Safety Act of 2006 (P.L. 109-248), provides a new comprehensive set of minimum standards for sex offender registration and notification in the United States. These Guidelines are issued to provide guidance and assistance to covered jurisdictions—the 50 States, the District of Columbia, the principal U.S. territories, and Indian tribal governments—in implementing the SORNA standards in their registration and notification programs. The adoption of these Guidelines carries out a statutory directive to the Attorney General, appearing in SORNA § 112(b), to issue guidelines to interpret and implement SORNA. Other provisions of SORNA establish the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (the “SMART Office”), a component of the Office of Justice Programs of the U.S. Department of Justice. The SMART Office is authorized by law to administer the standards for sex offender registration and notification that are set forth in SORNA and interpreted and implemented in these Guidelines. It is further authorized to cooperate with and provide assistance to states, local governments, tribal governments, and other public and private entities in relation to sex offender registration and notification and other measures for the protection of the public from sexual abuse or exploitation. See SORNA § 146(c). Accordingly, the SMART Office should be regarded by jurisdictions discharging registration and notification functions as their key partner and resource in the federal government in further developing and strengthening their sex offender registration and notification programs, and the SMART Office will provide all possible assistance for this purpose. The development of sex offender registration and notification programs in the United States has proceeded rapidly since the early 1990s, and at the present time such programs exist in all of the states, the District of Columbia, and some of the territories and tribes. These programs serve a number of important public safety purposes. In their most basic character, the registration aspects of these programs are systems for tracking sex offenders following their release into the community. If a sexually violent crime occurs or a child is molested, information available to law enforcement through the registration program about sex offenders who may have been present in the area may help to identify the perpetrator and solve the crime. If a particular released sex offender is implicated in such a crime, knowledge of the sex offender's whereabouts through the registration system may help law enforcement in making a prompt apprehension. The registration program may also have salutary effects in relation to the likelihood of registrants committing more sex offenses. Registered sex offenders will perceive that the authorities' knowledge of their identities, locations, and past offenses reduces the chances that they can avoid detection and apprehension if they reoffend, and this perception may help to discourage them from engaging in further criminal conduct.

Available in PDF, EPUB and Kindle. Book excerpt: Sex offences are fairly common in the United States and largely go unrecognised and underreported. Studies estimate that about 1 in every 5 girls and 1 in every 7 to 10 boys are sexually abused by the time they reach adulthood, and about 1 in 6 adult women and 1 in 33 adult men experience an attempted or completed sexual assault. In the wake of several tragic attacks in 2005 in which young children were kidnapped, sexually assaulted, and murdered, public and congressional attention became increasingly focused on what was described as the growing epidemic of sexual violence against children. Citing a need to address loopholes and deficiencies in individual state registration programs that made it possible for convicted sex offenders to move from one jurisdiction to another and evade registration, in 2006, Congress passed and the President signed the Sex Offender Registration and Notification Act (SORNA). This book address to what extent SORNA has been implemented and what challenges jurisdictions face; and its effect on public safety, criminal justice stakeholders, and registered offenders.

The Wiley Handbook of What Works with Sexual Offenders also includes discussions from renowned international researchers and clinicians on the empirical findings of treatment effectiveness. Book excerpt: The Sex Offender Register examines the origins, history, structure and legalities of the UK sex offender register, and explores how political and public opinion has influenced the direction the policy of registration has taken. Delving into the origins of the UK sex offender register and how the registration policy has evolved, this book provides an understanding of the register and its contribution to public protection while attempting to see the register as a policy that has grown and developed and as having an organic life of its own. The sex offender register is designed as a form of public protection rather than a punishment, requiring offenders to notify the police of their circumstances and to accept a degree of offender management from the police. The book: • puts the development of the register in its political, social and ethical context • considers the position of children and young people as offenders • outlines the movement of registered offenders across international borders • analyses how offenders can be removed from the register • explores how other countries in the UK manage sex offenders through registers • asks questions about the efficacy of the register and what contribution it makes to public protection • looks at specific aspects of registration including the management of information • delves into the experience of life on the register • examines the influence of public opinion • discusses the role of the police as custodians of the register and as offender managers. Exploring the different pressures brought to bear on the register, this book provides an authoritative starting point for police officers, social workers, probation officers, magistrates, students of Criminology, Criminal Justice and Policing, and the general reader wanting to understand where the UK sex offender register originated from and how it operates today.
