Available in PDF, EPUB and Kindle. Book excerpt: How can we approach the Commission's role as co-manager of policy implementation? Why should we expect the Commission to be pulled into domestic policy execution and to accumulate something like an implementation management capacity? How should we conceptualise the Commission's linkage with post-decision management issues? Finally, how does the Commission's involvement in the application of EU policies, if any, significantly change everything? Such questions are answered in this study, which is concerned with what may be called the implementation management capacity of the European Commission. Simply put, this is the role the Commission plays in the implementation of large-scale European spending programmes. While it is true that the Commission's predominant prerogatives are to draft legislation and facilitate bargaining, it also has a role in post-decision policy management. This role is of increasing importance for the emerging governance of the European Union. Readership: social scientists, journalists and all those interested in the role of the European Commission in shaping EU policies.

Book Synopsis EU Cohesion Policy and European Integration by : John Bachtler
Download or read book EU Cohesion Policy and European Integration written by John Bachtler and published by Routledge. This book was released on 2016-04-22 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: EU Cohesion policy accounts for a major share of the EU budget and is central to economic and social development in many European countries. This book provides a comprehensive and theoretically-informed analysis of how Cohesion policy has evolved over time, in particular the budgetary and policy dynamics of the 2007-13 reform. In the context of the budgetary politics of the EU, the book examines the process by which the reform of Cohesion policy has been shaped; it identifies the key factors that explain the allocation of funding, assesses the roles of the Member States, European Commission and European Parliament, and tests whether the process and outcome are consistent with the expectations of EU decision-making and integration theories. Based on extensive, EU-wide research over a ten-year period, the book provides new insights into both the process and outcomes of EU policy reform. Presenting original research in an accessible format, this book will be of interest to scholars as well as undergraduate and postgraduate students in the fields of European integration and policy studies.

Available in PDF, EPUB and Kindle. Book excerpt: The momentum for structural reforms is waning in the euro area at a time when even faster progress is needed to boost productivity and growth, achieve real economic convergence, and improve the resilience of the monetary union. What can the European Union (EU) institutions do to bridge this divide? This paper argues for greater simplicity, transparency and accountability in the EU governance framework for structural reforms. Our three interrelated proposals—“outcome-based” benchmarking; better use of existing EU processes to strengthen oversight and reduce discretion; and improved financial incentives—could help advance reforms. Ex post monitoring by an independent EU-level “structural council” and ex ante policy innovation by national productivity councils could strengthen accountability and ownership. Deeper governance reforms should be considered in the medium-term with a view toward a greater EU role in promoting convergence.

It is, however, integral to the construction and development of the EU and has played a central role in the impact of the EU on individual member states.Based upon a study of the ESF and a range of social policy documents from the Treaty of Rome to the Treaty of Amsterdam, this analysis examines the connections between the ESF and other areas of EU policy. The European Social Fund and the EU will be of particular use to anyone interested in social and economic regeneration across the European Union.

Download or read book Reform of Community Structural Funds written by Commission of the European Communities and published by . This book was released on 1987 with total page 2 pages. Available in PDF, EPUB and Kindle. Book excerpt: Before Spain and Portugal joined the European Community in 1986, one European in eight had an annual income 30 per cent below the Community average; now the figure is one in five. There is a greater disparity between the prosperous and the deprived regions since the early 1970s. The situation has arisen not only because of the Community's enlargement, but also because of economic change. A number of regions have become poorer because of the collapse of long-traditional enterprises -- steel, shipping, coal and textiles.

It provides different perspectives on the design and operation of regional development strategies under the Structural Funds, from people closely involved in studying, managing or advising on the process at EU, national and regional levels. It therefore offers a more comprehensive and detailed understanding of the structural policies than has been available hitherto. This will prove particularly useful to researchers, practitioners and students interested in European regional policies and processes.
Book Synopsis Reform Options for the EU Own Resources System by : Friedrich Heinemann
Download or read book Reform Options for the EU Own Resources System written by Friedrich Heinemann and published by Springer Science & Business Media. This book was released on 2008-06-10 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: The general review of the European Union’s budget scheduled for the years 2008 and 2009 offers a unique opportunity for reflections. Explicitly this review is “without taboos” so that also substantive changes can and should be debated. Without doubt much better budgetary systems can be imagined compared to the status quo of the EU budget which is the outcome of a path-dependent process and where many details are only understandable by taking account of the historical context of past decisions. However, even if much better systems could be designed in theory, each reform suggestion, in the end, must pass the reality check of fi- ing unanimous support from all 27 member countries. This restriction heavily l- its the universe of available reform options. Faced with that difficulty the ZEW project team embarked on the adventure to think about possible reform options for the future EU own resource system. This volume documents the conclusions. At first sight our reform suggestion may - pear to be of a rather piecemeal nature since we recommend a reform model with strong ties to the status quo. Nevertheless, we are convinced that our seemingly minor changes will set the budget on a path towards a more rational European budget which, in the end, will create leeway for financing European policies with a true European value added. We gratefully acknowledge financial support from the German Federal Min- try of Finance in conducting this study.

Book excerpt: A tension between (richer) contributing Member States and (poorer) recipient Member States has always characterised the history of the budget of the European Union, the politics of which has often turned fraught. This volume evaluates the prospects for major change to expenditure and the structure of the budget for the period starting in 2014.

Book excerpt: The Structural Funds, (namely the European Regional Development Fund, the European Social Fund, the Guidance Section of the European Agricultural Guidance and Guarantee Fund and lastly the Financial Instrument for Fisheries Guidance) being the most important instruments of European Community Regional Policy have gone through a process of reform since their establishment as a consequence of European Union integration. This thesis aims to analyze the process of reform of the Structural Funds taking processes of widening and deepening of European Union as the main triggering factors. The thesis also traces the historical evolution of the Structural Funds and results of each main refom movement in a descriptive manner.
