High-quality early learning experiences can have a profound and lasting positive effect on young children during these years, setting the stage for success in kindergarten and beyond. This is especially true for young children with high needs who are from low-income families; who have disabilities or developmental delays; who are English learners; who reside on “Indian lands”; who are migrant, homeless, or in foster care; and other children as identified by the State. The Race to the Top – Early Learning Challenge (RTT-ELC) program, authorized by Congress in 2011, is designed to improve the quality of early learning and development programs for young children. The RTT-ELC grants support States' efforts to design and implement an integrated system of high-quality early learning programs and services.Twenty States were awarded four-year grants in three phases. Nine Phase 1 States (California, Delaware, Maryland, Massachusetts, Minnesota, North Carolina, Ohio, Rhode Island, and Washington) received funding in 2012. Five Phase 2 States (Colorado, Illinois, New Mexico, Oregon, and Wisconsin) received funding in 2013 and supplementary funding in 2014. In Phase 3, an additional six States (Georgia, Kentucky, Michigan, New Jersey, Pennsylvania, and Vermont) received funding in 2014. The Federal investment in these 20 RTT-ELC grants is just over $1 billion. This discretionary grant program is administered jointly by the U.S. Departments of Education (ED) and Health and Human Services (HHS). As they work to implement their RTT-ELC projects, each State brings an individual early learning history, climate, and structure to the work, as well as unique challenges that must be addressed. While the RTT-ELC framework provides a general structure for key reform levers to improve quality and access for children with high needs, States were given flexibility to choose which components they were ready to address and how they would reach the goals within their plans.

Book excerpt: The book describes some of the initiatives that 14 RTT-ELC States undertook in the first or second year of their grants, as reported in their Annual Performance Reports (APRs). It is not intended to be a comprehensive look at all the activities and progress States have made to date. Yet even in this short period of time and in this brief report, it is clear that the RTT-ELC grantees are making progress toward improving the quality of early learning and development programs in their States and providing access to these high-quality programs for more children with high needs. These efforts are moving States toward the RTT-ELC goal of providing more children from birth through age 5 with a strong foundation that is needed to succeed in school and beyond. The infusion of funding, coordinated technical assistance from RTT-ELC, and firm timelines are giving States the needed impetus to develop a systems-based approach to improving the education and development of their youngest citizens.

Updated as of May 29, 2018 The Secretary of Education and the Secretary of Health and Human Services (hereafter "the Secretaries") announce requirements for Phase 2 of the Race to the Top-Early Learning Challenge (RTT-ELC) program. In Phase 2, we will make awards to certain States that applied for, but did not receive, funding under the RTT-ELC competition held in fiscal year (FY) 2011 (FY 2011 RTT-ELC competition). Specifically, we will consider eligible the five highest scoring applicants that did not receive funding in the FY 2011 RTT-ELC competition, each of which received approximately 75 percent or more of the available points under the competition. We take this action to fund down the slate of the FY 2011 RTT-ELC competition and to establish the information and assurances that the five eligible applicants will need to provide in order to receive funding under Phase 2 of the RTT-ELC program. Book excerpt: On August 22, 2011, the U.S. Departments of Education (ED) and Health and Human Services (HHS) jointly released the final application for the Race to the Top-Early Learning Challenge (RTT-ELC) program, including priorities, requirements, definitions, and selection criteria. RTT-ELC is a competitive state grant program designed to reward states that create comprehensive plans to transform early learning systems with better coordination, clearer learning standards, and meaningful workforce development. Several aspects of the RTT-ELC program have implications for state data systems and would support effective data use. It also establishes definitions for Essential Data Elements for early learning and development data systems. This document summarizes these provisions. (Contains 3 footnotes.).

Book excerpt: California recently received a highly competitive Race to the Top-Early Learning Challenge (RTT-ELC) federal grant to improve the quality of early learning programs and close the achievement gap for vulnerable young children. Over the next three years, California, led by local efforts in 16 counties in collaboration with the California Department of Education, will work together to ensure positive outcomes for the state's infants, toddlers and preschoolers. The end goal of California's RTT-ELC effort is that young children, particularly those who are low-income, English learners, or children with disabilities or developmental delays have access to high quality early learning programs so that they thrive in their early learning settings and succeed in kindergarten and beyond. This fact sheet covers California's unique approach towards implementing its federal RTT-ELC grant, which builds on local and statewide successes. [This paper was co-created with Advancement Project and Preschool California.].

Book excerpt: Do you sense that some students have mentally "checked out" of your classroom? Look closely and you'll probably find that these students are bored by lessons that they view as unchallenging and uninteresting. In this follow-up to The Highly Effective Teacher: 7 Classroom-Tested Practices That Foster Student Success, Jeff Marshall provides teachers with a blueprint for introducing more rigor to the classroom by - Reorienting themselves and their students toward active learning—and establishing the habits that allow it to flourish; - Creating a classroom culture where students aren't afraid to take risks—and where they grow as learners because of it; - Planning the same lesson at different levels of challenge for different levels of development—and designing assessments that gauge student progress fairly without sacrificing expectations; and - Implementing inquiry-based activities that push students beyond their comfort zones—and that result in well-rounded learners with stronger character and sharper thinking skills. Leveraging the latest research in the field as well as years of hard-won classroom experience, this book offers practical strategies, replicable examples, and thoughtful reflection exercises for educators to use as they work to help students embrace the mystery, complexity, and power of challenge.

Available in PDF, EPUB and Kindle. Book excerpt: In this landmark volume, Greg J. Duncan and Richard J. Murnane lay out a meticulously researched case showing how—in a time of spiraling inequality—strategically targeted interventions and supports can help schools significantly improve the life chances of low-income children. The authors offer a brilliant synthesis of recent research on inequality and its effects on families, children, and schools. They describe the interplay of social and economic factors that has made it increasingly hard for schools to counteract the effects of inequality and that has created a widening wedge between low- and high-income students. Restoring Opportunity provides detailed portraits of proven initiatives that are transforming the lives of low-income children from prekindergarten through high school. All of these programs are research-tested and have demonstrated sustained effectiveness over time and at significant scale. Together, they offer a powerful vision of what good instruction in effective schools can look like. The authors conclude by outlining the elements of a new agenda for education reform. Restoring Opportunity is a crowning contribution from these two leading economists in the field of education and a passionate call to action on behalf of the young people on whom our nation’s future depends.
