To many who fought the war and believe it ought to have been conducted on a still larger scale or with fewer restraints, this study may seem almost perverse, emphasizing as it does the utility of air power in conducting the conflict as a ground war and without total exploitation of our most awe-inspiring technology. Although the chapters in this study are intended to form a coherent and unified argument, each also offers discrete messages. The chapters are not meant to be definitive. They do not exhaust available documentary material, and they often rely heavily on published accounts. Nor do they provide a complete chronological picture of the uses of air power, even with respect to the ground war. Nor is coverage of areas in which air power was employed—South Vietnam, Laos, Cambodia, and North Vietnam—evenly distributed nor necessarily proportionate to the effort expended in each place during the war. Although the air weapon today may have been temporarily overshadowed by more land-centric forms of force employment, given the kinds of lower-intensity conflicts that the United States and its allies have been obliged to contend with in recent years, there will most assuredly be future times when new challenges yet to arise will again test America's air posture to the fullest extent of its deterrent and combat potential. Professor Gray's central theme is that airpower generates strategic effect. More specifically, he maintains, airpower is a tactical equity that operates—ideally—with strategic consequences. To him, “strategic” does not inhere in the equity's physical characteristics, such as an aircraft's range or payload, but rather in what it can do by way of producing desired results. From his perspective, a strategic effect is, first and foremost, that which enables outcome-determining results. And producing such results is quintessentially the stock in trade of American airpower as it has progressively evolved since Vietnam. Airpower for Strategic Effect offers an uncommonly thoughtful application of informed intellect to an explanation of how modern air warfare capabilities should be understood. Along the way, it puts forward a roster of observations about the air weapon that warrant careful reflection by all who would presume to find it wanting. Among the most notable of those observations are that context rules in every case and that whether airpower should be regarded as supported by or supporting of other force elements is not a question that can ever have a single answer for all time. Rather, as noted above, the answer will hinge invariably on the unique conditions of any given conflict.

However, in the years following WWI, the U.S. Congress was far more interested in disarmament and isolationist policies than in funding national defense. For the military services this meant lean budgets and skeleton operating forces. Billy Mitchell’s War with the Navy recounts the intense political struggle between the Army and Navy air arms for the limited resources needed to define and establish the role of aviation within their respective services in the period between the two world wars. After Congress rejected the concept of a unified air service in 1920, Mitchell and his supporters turned on the Navy, seeking to substitute the Air Service as the nation's first line of defense. While Mitchell proved that aircraft could sink a battleship with the bombing of the Ostfriesland in 1921, he was unable to convince the General Staff of the Army, the General Board of the Navy, the Secretary of War, the Secretary of the Navy, or Congress of the need for an independent air force. When Mitchell turned to the pen to discredit the Navy, he was convicted by his own words and actions in a court-martial that captivated the nation, and was forced to resign in 1925. Rather than ending the rivalry for air power, Mitchell’s resignation set the stage for the ongoing dispute between the two services in the years immediately before WWII. After Mitchell’s resignation, the rivalry for air power between the two services resurfaced when the Navy's plans to procure torpedo planes for the defense of Pearl Harbor and Coco Solo were brought to the attention of the Army. The book concludes with a description of the events surrounding the Air Corps' abysmal performance at Pearl Harbor and Midway followed by a critical assessment of how the development of aviation was pursued by the Army and the Navy after WWII.
