Book excerpt: The system that finances Michigan's schools from kindergarten through 12th grade is a perennial topic of conversation among policymakers, parents, taxpayers and voters. A constructive discussion of this issue, however, requires a sound knowledge of the financial workings of Michigan's elementary and secondary school system. This knowledge is precisely what the authors have attempted to provide. While the Mackinac Center for Public Policy has developed numerous policy recommendations over the years, this primer is exclusively informational. This primer addresses the following: (1) how revenues are raised for Michigan's elementary and secondary public school system; (2) how money is distributed to education programs and school districts once it is collected by various taxing authorities; and (3) how districts budget monies to be spent on the various activities involved in operating schools and other educational programming. This book is arranged in four sections. The first--and the shortest--is "A Brief Overview of the Structure of Michigan's Public School System," which defines a few basic terms and sketches the main local, state and federal agencies involved in financing Michigan's public school system. This overview should help readers unfamiliar with Michigan's public school structure navigate the remainder of the book. The second, third and fourth sections are considerably longer than the first and cover the three areas: tax revenues, distribution of revenues and financial management of those revenues by school districts. Appended are: (1) U.S. Department of Education Spending in Michigan; (2) Summary of "Durant" Court Decisions; and (3) Guide to a New School Finance Electronic Module. An index is included. (Contains 29 graphs, 238 footnotes, and 410 endnotes, footnotes.) [This paper was written with the assistance of Glenda Rader, Darcy Marusich, Alison Taylor, Steve Zakem, John Schwartz, Thomas Moline, Charles Pisoni, Gary Start, Paul Soma, Tim Yeadon, Mary Ann Cleary, Douglas Newcombe, Vicki Duso, Clark Volz, Howard Heideman, Paul Brown, Phil Boone, Patrick Dillon, Jayne Klein, and Dianne Easterling.].

Book excerpt: Featuring current information and challenging perspectives on the latest issues and forces shaping the American educational system—with scholarship that is often cited as a primary source—Joel Spring introduces readers to the historical, political, social, and legal foundations of education and to the profession of teaching in the United States. In his signature straightforward, concise approach to describing complex issues, he illuminates events and topics that are often overlooked or whitewashed, giving students the opportunity to engage in critical thinking about education. Students come away informed on the latest topics, issues, and data and with a strong knowledge of the forces shaping the American educational system. Thoroughly updated throughout, the new edition of this clear, authoritative text remains fresh and up-to-date, reflecting the many changes in education that have occurred since the publication of the previous edition. Topics and issues addressed and analyzed include: • The decline of the Common Core State Standards, particularly as result of a Republican-controlled administration currently in place • Increasing emphasis on for-profit education, vouchers, charter schools, and free-market competition between schools, expected to surge with the appointment of the new U.S. Secretary of Education Betsy DeVos • Current debates about immigration and "Dreamers"—new statistics on immigrant education, discussion of education proposals to accommodate the languages, cultures, and religions of newly arrived immigrants • New education statistics on school enrollments, dropouts, education and income, school segregation, charter schools, and home languages • The purposes of education as presented in the 2016 platforms of the Republican, Democratic, Green, and Libertarian parties • Discussions around transgender students

Book excerpt: Since the early 1990s when the nation’s first charter school was opened in Minneapolis, the scope and availability of school-based options to parents has steadily expanded. No longer can public education be characterized as a monopoly. Sponsored by the National Center on School Choice (NCSC), this handbook makes readily available the most rigorous and policy-relevant research on K-12 school choice. Coverage includes charters, vouchers, home schooling, magnet schools, cyber schools, and other forms of choice, with the ultimate goal of defining the current state of this evolving field of research, policy, and practice. Key Features include: Comprehensive – this is the first book to provide a comprehensive review of what is known about the major forms of school choice from multiple perspectives: historical, political, economic, legal, methodological, and international. It also includes work on the governance, structure, process, effectiveness, and costs of school choice. Readable – the editors and authors have taken care to translate rigorous research findings into comprehensible prose accessible to a broad range of readers. International – in addition to thorough coverage of domestic research, the volume also draws on international and comparative studies of choice in foreign countries. Expertise – the National Center on School Choice (NCSC) is a consortium that is headquartered at Vanderbilt University and includes the following partners: Brookings Institution, Brown University, Harvard University, National Bureau of Economic Research, Northwest Evaluation Association, and Stanford University. This book is suitable for researchers, faculty and graduate students in education policy studies, politics of education, and social foundations of education. It should also be of interest to inservice administrators and policy makers.
