Twenty-one appendices provide additional detail, including economic and demographic statistics, the texts of treaties, agreements, and reports, a bibliography, and a glossary of Indian and Burmese words. At the end of volume one is a large foldout map of Burma by Edinburgh mapmakers John Bartholomew & Co.

A brief concluding chapter deals with the Andaman Islands, where the British maintained a penal colony. Originally published in Paris in 1912, Dautremer's book was translated from the French into English by Sir (James) George Scott (1851-1935), a British administrator in Burma and the author of important books on Burma and Vietnam. In his introduction to Dautremer's study, Scott wrote that "[his] book is much more like a consular report of the ideal kind than a mere description of the country." One of Dautremer's major objectives in writing the book was to draw lessons from British experience that the French could use in governing their nearby colonies in Indochina.

Book excerpt: Vincenzo Sangermano (1758-1819) was a Roman Catholic priest, a member of the Barnabite religious order, who served as a missionary in Burma from 1783 to 1806. After initially going to the then-capital city of Ava, he settled in Rangoon, where he completed construction of a church and a college of missionaries. While heading the college, Sangermano undertook pioneering research on the political, legal, and administrative system of the Burmese Empire and on Burmese cosmography, science, religion, and manners and customs. Sangermano based his work on personal observations and inquiries, as well as on rare Burmese and Pali manuscripts that he analyzed and translated. In 1808, Sangermano returned to his native Italy, where he began preparing his research for publication, but he died in 1819 before he could complete his work. His manuscript remained in the hands of the Barnabite order and was published, with the support of the Oriental Translation Fund of Great Britain and Ireland, in 1833. Presented here is the second edition of Sangermano's book, published in London in 1893, which includes a detailed introduction by John Jardine, a British legal scholar and judge who served in a variety of posts in the British Empire, including that of Judicial Commissioner of British Burma. Sangermano's work remains a vital source for the study of pre-modern Burma.

Burma has received a fair share of this sort of attention from casual visitors, but the present work is not one of these books written in lighter vein. It is intended to be a comprehensive treatise on one of the richest provinces of our Indian Empire, and it embodies knowledge and experience acquired there in a service extending over nearly twenty-five years. During that time great political, commercial, and social changes have taken place throughout Burma and among the Burmese, and the main objects of this book are to describe these, and to show how they have already affected and are bound still more to affect the land and the people. It tries to describe the latter as they were, and as they now are. The historical sketch of Burma has been confined solely to what is necessary in order to understand the position of affairs at different times. The author feels that some explanation is needed for the appearance of these volumes. The work was undertaken for the simple reason that no comprehensive book has been published about Burma since it came entirely under British rule in 1886, although the record of the material progress achieved seems well worthy of being submitted to the public in some such convenient form. Matters affecting the life and habits of the Burmese have also been treated in a way which it is hoped may be of use to those going to spend the best years of their lives in Burma, and this is the reason why so many Burmese terms have been introduced and explained. An endeavor has at the same time been made to indicate various commercial openings for investment of capital, because the development of a rich Indian province ought surely to be worthy of consideration by British capitalists. The plan of the book was sketched early in 1896, and several chapters of it were then written, but press of official work prevented its completion till the leisure of furlough from 1898-1900. In the meantime the official Gazetteer of Upper Burma has been published, which also deals with many of the matters here treated of. The two works, however, cannot in any way clash. The one is an official record, the other is an independent publication meant for such of the general public as may feel an interest in Burma or in its administration by the British. If there be any similarity between portions of the two books with regard to matters specially affecting Upper Burma, this can only be due to the fact that the actual historical data have been obtained from the same sources, because neither author has yet seen the work of the other."

The Second Burmese War, the annexation of Pegu, the Phayre Mission, the re-establishment of the residency, the commercial treaties of 1862 and 1867, and the circumstances leading to the fall of Thibaw are studied in great detail. Subjects such as British penetration into the Karen region and unsuccessful British attempts to open a trade route to the Chinese province of Yunnan through Upper Burma have been treated here for the first time. The efforts of the Burmese Kings to open political and commercial relations, with European Powers, particularly France, and her policy of extending her control from her base in Indo-China, provide an interesting glimpse into Franco-British rivalry in South- East Asia. No previous historical work attached due importance to this aspect of British intrusion into Burma.
