Book excerpt: Despite its vital role in development to increase access to sustainable income, skills training has been experiencing severe problems worldwide, such as lack of physical, legal and educational infrastructure, absence of a win-win based cooperation between the private sector and vocational education and training agencies as well as matters of financing. The state and development agencies on their own are limited in their capacity to tackle these problems. It is difficult to close the gap between the supply of labour and the demands of the market, which exacerbates the exclusion of the base of the pyramid from the economy, especially in a globalizing world where the technological requirements are changing rapidly. Private sector, on the other hand, has significant potential to address the deficiencies in skills development and bridge the gap between what the labour force has to offer and what the industry demands. The companies can contribute to the skills training process, which in turn can provide the required skilled employees for the market and offer employment opportunities, particularly to the disadvantaged. Private sector will not only help to improve national competitiveness and realize an increase in its profitability due to the availability of a better trained staff, but also improve the inclusiveness of the market. The publication is intended to be a first step towards generating knowledge on the role of private sector in skills generation for increased inclusiveness and employability. It includes several case studies from Turkey, in which the private sector has created significant added-value through private sector-led or PPP models of skills design and delivery. It elaborates on the lessons-learned from these cases to pave the way for further action and research on how business actors can contribute to skills development, especially for the disadvantaged. The publication will lead to further research products and reports, and eventually toolkits on how to mobilize and engage the private sector in skills generation for better development results. Workshops will be organized for the private sector, governments and other relevant stakeholders based on these toolkits to facilitate knowledge-sharing and encourage innovation.

The authors focus on Germany's widespread, formal apprenticeship programs; the U.S. system of learning-by-doing; Japan's low employee turnover and extensive company training; and Britain's government-led and school-based training schemes. The evidence shows that, overall, training in the workplace is more effective than training in schools. Moreover, even when U.S. firms spend as much on training as other countries do, their employees may still be less skilled than workers in Europe or Japan. Low skill jobs provided high wages and supported a high standard of living. In recent decades, however, foreign economic competitors have overtaken the U.S. through better training, higher skilled work forces. Our competitors work forces are more productive and able to shift to new production requiring different skills because of their broad, continuous training systems. U.S. industries have also moved low skill jobs to low wage countries in an attempt to remain competitive. In order to regain the economic edge and protect our national security the U.S. work place must change and U.S. workers must match their foreign counterparts in skills and flexibility. The U.S. training system, however, is ill prepared to take on the challenge of the work force. U.S. attitudes towards lifetime training also need to change. This paper examines the private sector of the training industry and recommends changes to the g system to enable it to meet the needs of 21st century U.S. workers.

This view of knowledge-driven capitalism has led all the developed economies to increase numbers of highly-trained people in preparation for technical, professional, and managerial employment. But it also harbours the view that what we regard as a 'skilled' worker is being transformed. The pace of technological innovation, corporate restructuring, and the changing nature of work require a new configuration of skills described in the language of creativity, teamwork, employability, self-management, and lifelong learning. But is this optimistic account of a future of high-skilled work for all justified? This book draws on the findings of a major international comparative study of national routes to a 'high skills' economy in Britain, Germany, Japan, Singapore, South Korea, and the United States, and includes data from interviews with over 250 key stakeholders.
