Book excerpt: Excerpt from The History of Peru IT can hardly be said that a town of a popula tion of three thousand six hundred and fifty-two souls, dating back but about twenty years to its first rude tenement and solitary family, can have any history. The events of any public interest are so few, and their importance so small, that no reasonable hepe can be entertained that their re cital will be any thing but a matter of indifi'enr ance to others than the present or former resi dents, or those connected with them by ties of consanguinity, or having an interest in its advance ment and prosperity. It is true that at some future time, the record may be useful to the historian, if it should be so fortunate as to survive. The statistics have been collected with care and con siderable labor, and are believed to be correct and reliable. Beyond this the writer claims no merit for the work. Book excerpt: Excerpt from The Question Between the United States and Peru: New York, December 5th, 1860 It is starting from this premise that foreign governments show, in almost every instance, a decided tendency to protect by their forces the interests of their citizens when impaired by the acts of any party, be it a legal government or a baud of revolutionists, without stopping to maturely consider whether those acts were brought about by guiltiness on the part of their citizens, or by arbitrary behavior on the part of the supposed offender. They generally presume that, the country being in revolution, the internal law's not being respected, it is a natural consequence that the rights of neutrals should be violated, and, so disposed, they lend a favorable ear to the partial and interested statement of their complaining citizen, and enforce his claims with all their power. What is the result of this policy? That some foreigners, counting upon impunity, become the agents of the revolutionists, and, trusting in the protection of their governments, embark in wild speculations to afford them means to carry on their subversive plans. And so it is that those republics, although receiving from the foreign element the means of peace and prosperity, by the action of some conscientiousless speculators receive also the means of revolution and disorder. He, accordingly, presented the young prince to them as their future sovereign, the legitimate son Of Huayna Capac, and the true heir Of the Peruvian sceptre. The annunciation was received with enthusiasm by the people, attached to the memory of his illustrious father, and pleased that they were still to have a monarch rule over them of the ancient line of Cuzco. Every thing was done to maintain the illusion with the Indian population. The ceremonies of a coronation were studiously Observed. The young prince kept the prescribed fasts and vigils; and on the appointed day, the nobles and the people, with the Whole Spanish soldiery, assembled in the great square of Cuzco to witness the concluding ceremony.
