Case studies confirm that achieving inclusive and sustainable access to financial products and services goes beyond simply enabling poor and disadvantaged women and men to have access to credit, or the ability to open a bank account. Examples from Africa, Asia and Latin America demonstrate encouraging progress in making microcredit accessible to millions of poor people. The foremost challenge, however, has been to ensure that they have access to, and usage intensity of, suitable and affordable financial products and services that meet the needs of their livelihoods as well as risks and mitigation strategies. This requires understanding that poor and disadvantaged women and men do not exist in isolation from complex and interdependent functions in the financial system, which includes a number of actors, diversified services, constraints (not just symptoms) and capacities and incentives. Overall, the book provides a rich source of examples of how building inclusive financial systems can empower the world's poor – by increasing income and employment opportunities, securing livelihoods and reducing poverty.

Nugent, 1976) chose as the title of their first chapter 'The Record of Economic Development and Disillusionment with Development Economics'. It is striking that dissatisfaction with this young branch of the tree of economics has become so strong that a textbook treatment of the subject matter takes Disillusionment as its point of departure. True, the Disillusion ment chapter is followed by many other chapters - there is, after all, some thing to be said on development economics that is worth saying - but the wording has changed, and frequently the focus as well, in comparison to the development economics of the 1950s and 'sixties. Dissatisfaction and disillusionment may be interpreted optimistically as an inevitable stage in the coming-of-age process of development economics. Others may say that the search for a new paradigm is the core of the problem. At any rate, there is no room for complacency. It cannot be denied that at least part of the 'early' development theory came into being as a justification ex post of policy measures that, for a variety of reasons, were judged desirable or essen tial.

The Republic of Korea has achieved economic success on many fronts. Real GNP has tripled every decade since the 1960s. A dynamic and flexible manufacturing sector now dominates the economy. The benefits of growth have been widely distributed, with a sharp decrease in poverty. This study, like others in the series, seeks to draw lessons from such success and to identify and analyze the policies behind this strong economic performance. Koreas development strategy and macroeconomic performance are outlined in Part I. Several factors are seen to underlie strong growth, including the maintenance of a stable macroenvironment, flexible and pragmatic policies, and investment in infrastructure and human capital. Part II assesses the role played by industrial policy since 1961. Particular attention is given to the Heavy and Chemical Industry (HCI) drive, launched in 1973 to diversify and upgrade Koreas industrial sector. The authors note that while the HCI has been largely successful, it also has been very costly, particularly to the financial sector. Part III outlines the role of institutions and the close relationships among the government, the bureaucracy, and business. The key to Koreas rapid development, according to the authors, was the governments commitment to growth and its early focus on equity and wide distribution of the gains from growth. The authors also laud the efficiency and effectiveness of Koreas public and private sector institutions, which they see as models for all developing nations.
