This book connects these two concepts to examine the Ottoman city as a destination of human migration, throwing new light on the question of conviviality and cosmopolitanism from the perspective of the legal, administrative and political frameworks within which these occur. Focusing on groups of migrants with various ethnic, regional and professional backgrounds, the book juxtaposes the trajectories of these people with attempts by local administrations and the government to control their movements and settlements. By combining a perspective from below with one that focuses on government action, the authors offer broad insights into the phenomenon of migration and city life as a whole. Chapters explore how increased migration driven by new means of transport, military expulsion and economic factors were countered by the state’s attempts to control population movements, as well as the strong internal reforms in the Ottoman world. Book excerpt: Until recently, the historiography of Middle Eastern economic elites during the first globalization has ignored the significant role played by Muslim tujjār (big merchant-entrepreneurs). Foreign firms and local minorities were considered the prime agents of economic change and the initiators of economic growth. The 12 studies in this volume show that the Muslim tujjār played a major economic role in various regions of the Middle East during the late nineteenth and early twentieth centuries. Their investments, mainly in commercial agriculture, resulted in economic growth and changed economic structures and social relations in many Middle Eastern communities. They were also involved in political developments, some of which had a dramatic effect on the history of their countries, as for instance in late Qajar Iran. They also played a unique role in the process of cultural change. Although they supported the ʿulamāʾ financially, they also contributed to the establishment of new educational and cultural institutions. The story of the tujjār is unique in the sense that it was the only indigenous elite group in the pre-World War I Middle East to bridge between traditional forces and concepts and Western attitudes and practices. She died in Moscow in 1965, leaving autobiographical writings that help explain how this unwelcome fifth daughter of Palestinian peasants went on to become a distinguished Arabist in the USSR and possibly the first Arab female university professor anywhere. As she tells it in an essay translated in this book, luck played a role: the opening of an Imperial Orthodox Palestine Society (Russian acronym IPPO) missionary school in Nazareth in 1885 helped lift a girl her own mother considered "ugly" and lacking prospects into a world of educational opportunities and social and geographic mobility. After Nazareth 'Awda received a scholarship to the IPPO women's seminary in Beit Jala and mastered Russian. As a young teacher back in Nazareth she met and married Ivan Vasiliev, a doctor at the IPPO hospital. On a summer 1914 visit to Vasiliev's parents in Kronstadt, the couple was stranded by World War I and stayed. After his death during the Russian Civil War the young widow, now called Klavdia Viktorovna Ode-Vasilieva, supported her three daughters by teaching hygiene and Russian literacy to peasants in Ukraine, before moving to what soon became Leningrad to work with the great Arabist Ignatii Krachkovskii. She would live in Russia for the next half century"--

Working for nearly a year as a "winding machine operator" provided Shehata with unprecedented access to workers at the point of production and the activities of the work hall. He argues that the social organization of production in the factories—including company rules and procedures, hierarchy, and relations of authority—and shop floor culture profoundly shape what it means to be a "worker" and how this identity is understood.
