Approaching the study of Europe’s eastern enlargement through a post-colonial critique, author Maria Mälksoo makes a convincing case for a rethinking of European identity. Drawing on the theorist Edward Said, she contends that studies of the European Union are marked by a prevailing Orientalism, rarely asking who has traditionally been able to define European identity, and whether this identity should be presented as an historical process rather than a static category. The central argument of this book is that the historical experience of being framed as simultaneously in Europe - and yet not quite in Europe – informs the current self-understandings and security imaginaries of Poland and the Baltic States. Exploring this existential condition of ‘liminal Europeaness’ among foreign and security policy-making elites, the book considers its effects on key security policy issues, including relations with Western Europe, Russia and the United States. Going beyond traditional analyses, Kelley examines the pivotal engagement by the European Union, the Organization for Security and Cooperation in Europe, and the Council for Europe in the creation of such policies. Following language, education, and citizenship issues during the 1990s in Latvia, Estonia, Slovakia, and Romania, she shows how the combination of membership conditionality and norm-based diplomacy was surprisingly effective at overcoming even significant domestic opposition. However, she also finds that diplomacy alone, without the offer of membership, was ineffective unless domestic opposition to the proposed policies was quite limited. As one of the first systematic analyses of political rather than economic conditionality, the book illustrates under what conditions and through what mechanisms institutions influenced domestic policy in the decade, preparing the way for the historic enlargement of the European Union. This thoughtful and thorough discussion, based on case studies, quantitative analysis, and interviews with nearly one hundred policymakers and experts, tells an important story about how European organizations helped facilitate peaceful solutions to ethnic tensions--in sharp contrast to the ethnic bloodshed that occurred in the former Yugoslavia during this time. This book's simultaneous assessment of soft diplomacy and stricter conditionality advances a long overdue dialogue between proponents rational choice models and social constructivists. As political requirements increasingly become part of conditionality, it also provides keen policy insights for the strategic choices made by actors in international institutions.

Book excerpt: The European Union means many different things to its many peoples. In Germany, for example, the European project was conceived mainly as post-national, or even post-sovereign. In France, by contrast, President Emmanuel Macron has pursued the vision of a sovereign Europe; that is, an EU that would become a formidable geopolitical actor. Yet, instead, Europe has struggled to ascertain its values abroad and even domestically, facing a sovereignist rebellion from its newer member states, such as Hungary and Poland, and the departure of Britain. The eurozone crisis has undermined the EU’s economic credentials, the refugee crisis its societal cohesion, the failure to stand up to Russia its sense of purpose, and the Covid-19 pandemic its credibility as a protector of European citizens. The key argument of this book is that the multiple crises of the European project are caused by one underlying factor: its bold attempt to overcome the age of nation-states. Left unchecked, supranational institutions tend to become ever more bureaucratic, eluding control of the people they are meant to serve. The logic of technocracy is thus pitted against the democratic impulse, which the European Union is supposed to embody. Democracy in Europe has suffered as a result.
