Choosing two contrasting cases—West Germany and the United States—Thomas Janoski probes the causes and consequences of two very different orientations toward labor market policy. In the United States, by contrast, one finds little state involvement, organizational confusion, a long history of poor funding, and legislative resistance to intervention in the labor market. Whereas a skilled and flexible labor force exists in West Germany, Americans are poorly trained and barely assisted in finding jobs and training. Growing insecurity in labour markets and changing patterns in the commodification of labour have led to a redistribution of paid and unpaid labour time as the structure of power relations, the gender order, discrimination, and state regulation have been modified. The first main trend affecting insecurity is mass unemployment and the growth of workless households. A second notable trend is a gender-based redistribution of hours worked. The third major trend is a shift from full-time waged work to full-time self-employment. Part I of this book presents the main economic theories driving the continuing divide between the intensification of work and the extension of idleness. Part II documents the ways in which the shift to mass idleness in advanced industrial countries has hit some groups particularly hard: the youngest and oldest age groups and other groups, including disabled workers, have traditionally been subject to discrimination in the labor markets. Part III provides a set of policy prescriptions.

Book excerpt: In the first political analysis of unemployment in a socialist country, Susan Woodward argues that the bloody conflicts that are destroying Yugoslavia stem not so much from ancient ethnic hatreds as from the political and social divisions created by a failed socialist program to prevent capitalist joblessness. Under Communism the concept of socialist unemployment was considered an oxymoron; when it appeared in postwar Yugoslavia, it was dismissed as illusory or as a transitory consequence of Yugoslavia's unorthodox experiments with worker-managed firms. In Woodward's view, however, it was only a matter of time before countries in the former Soviet bloc caught up with Yugoslavia, confronting the same unintended consequences of economic reforms required to bring socialist states into the world economy. By 1985, Yugoslavia's unemployment rate had risen to 15 percent. How was it that a labor-oriented government managed to tolerate so clear a violation of the socialist commitment to full employment? Proposing a politically based model to explain this paradox, Woodward analyzes the ideology of economic growth, and shows that international constraints, rather than organized political pressures, defined government policy. She argues that unemployment became politically "invisible," owing to its redefinition in terms of guaranteed subsistence and political exclusion, with the result that it corrupted and ultimately dissolved the authority of all political institutions. Forced to balance domestic policies aimed at sustaining minimum standards of living and achieving productivity growth against the conflicting demands of the world economy and national security, the leadership inadvertently recreated the social relations of agrarian communities within a postindustrial society.

But governments that have attempted to follow the standard prescription of removing rigidities have often faced harsh political opposition. This book looks at why labour market institutions such as employment protection, unemployment benefits, and relative wage rigidities exist, what role they play in society, why they seem so persistent, where the pressure to reform them comes from, and whether reform can be politically viable or not. The book ascribes a central role to the existence of underlying microeconomic frictions and to redistributive pressures between rich and poor, and shows how these ingredients may give rise to labour market rents, which in turn explain why a coherent set of rigidities arise as the outcome of the political process. It is also shown that, at the same time, such rents create resistance to reform, and contribute to locking society into a high-unemployment, rigid equilibrium. Finally, the basic principles exposed in the book are used to discuss various strategies for a successful labour market reform.

He concludes that such ?electorally optimal' labour regulation can explain not only wage rigidity and unemployment, but also wage volatility; episodes of excess demand for labour; the co-existence of an inefficient state sector with an efficient private sector; and the preference for a minimum wage over a universal wage regulation. Finally, the approach can rationalise nominal wage rigidity, and not solely real wage rigidity. In sum, the analysis promises to both complete the Classical explanation of unemployment by predicting when, why and how real wages will be rigid, and at the same time to better secure Keynesian insights by suggesting how money rigidity may be characteristic of electorally optimal labour regulation.

This book casts light on the empirical relationship between labour market deregulation through non-standard contracts and the three main dimensions of worker security: employment, income and social security. Focusing on individual work histories, it looks at how labour market dynamics interact with the social protection system in bringing about inequality and insecurity. In this context Italy is put forward as the epitome of flexibility through non-standard work and compared with three similar countries: Germany, Spain and Japan. Results show that when flexibility is carried out as a mere cost-reduction device and social security only relies on insurance principles, deregulation leads to insecurity.
